About this file
This file contains personnel biographies for Discipline 3 – Transit Operations Planning under a Request for Proposal issued by the Arizona Department of Transportation (ADOT) for On Call Transit Consultant Services (Solicitation BPM007068). The proposal establishes multiple contracts for multimodal transit consulting services across six primary disciplines, with work performed on an as-needed basis through individual task assignments over a twelve-month initial contract term, potentially extending up to forty-eight months total. The RFP seeks contractors capable of supporting various transit-related activities, with deliverables and performance measures to be specified in individual task assignments. Proposals are due by September 10, 2025. The personnel bios presented demonstrate the qualifications of five key staff members: Gordon Shaw, a Senior Advisor with 40 years of transportation planning experience and advanced degrees in civil engineering and infrastructure planning from Purdue and Stanford Universities; Justine Marmesh, a Senior Transportation Planner with AICP accreditation who has worked on short-range and long-range transit development plans; Acadia Davis, a Senior Transportation Planner with an M.S. in Geography who serves as a project manager and has secured competitive grant funding for rural California counties; Chris Sterner, a Transportation Planner with dual degrees in Applied Economics and Geography; and Arianna Keplinger, an Assistant Transportation Planner who supports report preparation, surveys, and data analysis.
Reimbursement will be based on hourly rates for actual work performed, with each task assignment detailing specific scopes of work, expected deliverables, and performance metrics. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305. The solicitation establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. The procurement approach focuses on supporting rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona. The multi-contract structure allows ADOT flexibility in accessing specialized transit consulting services as needed throughout the contract period.
