About this file
This is a Boycott of Israel Disclosure form related to Arizona Department of Transportation's (ADOT) On Call Transit Consultant Services solicitation (BPM007068). The disclosure requires offerors to certify their compliance status regarding boycotts of Israel in accordance with Arizona Revised Statutes (A.R.S.) 35-393.01 et seq. CivTech Inc., a Scottsdale-based firm represented by founder and president Dawn Cartier, PE, PTOE, is the company submitting this certification. All offerors must select one of three options: confirming non-participation in a boycott of Israel and agreement to maintain that stance throughout the contract term; confirming participation in such a boycott; or claiming exemption based on contract value, business structure, employee count, or organizational type. The form indicates that responses become public record under Arizona Administrative Code R2-7-C317.
The disclosure applies exemption thresholds established under A.R.S. 35-393, whereby solicitations or contracts valued below $100,000, sole proprietorships, contractors with fewer than ten employees, and non-profit organizations are exempt from the certification requirement. The term "boycott" is defined as refusing to deal, terminating business activities, or performing other actions intended to limit commercial relations with entities doing business in Israel or Israeli-controlled territories based on that business presence or in a discriminatory manner not grounded in valid business reasons. The certification requirement does not extend to boycotts prohibited under 50 United States Code Section 4842 or related federal regulations.
