SUMMARY
DIVISION 01 – GENERAL REQUIREMENTS
SECTION 011000 - SUMMARY
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Identification: The objective of this project is to relocate the existing 183rd FW Command Post (CP), currently located in the P-16 Squadron Operations building, to the P-48 Composite Support Facility. The relocated CP will occupy approximately 1,280 square feet on the first floor of P-48 in an area currently occupied by a corridor with lockers, an ATSO and a computer Classroom. The CP will consist of an Operations Floor/Emergency Action Cell area, featuring a Battlecab, Console room and Emergency Action Cell area, and a separate Administration area. Entrance to the CP will be strictly limited and will utilize an entrapment/standoff area. An adjacent corridor housing lockers will be converted for use as the entrapment/standoff area. The entrapment area will open into the Administration area.
Entrance into the Emergency Action Cell area will be via a secure door from the Console area.
The existing suspended acoustical ceilings will be used to accommodate required cabling. The Administration area will also contain a single, unisex latrine and small kitchenette area. The CP will have a stand-alone emergency generator and battery back-up power. The CP’s heating, ventilation and air conditioning (HVAC) needs will be met via the building’s primary HVAC system. Existing and new interior partition walls will have adequate sound attenuation, extend to the underside of the structure above, and will have all pipe and duct penetrations properly sealed. Two existing windows located on an exterior wall will be blocked-in for security purposes. The windows will remain as “false” windows to maintain the exterior appearance of the building. An existing exterior door with sidelite located in the Administration area will remain and function as an emergency exit door only. The door hardware will be modified to prevent access from the exterior and the sidelite and transom glazing will be removed and the openings in-filled with a solid, secure panel. An existing interior door from the building corridor to the Console Room/EA Cell area will be removed and the wall in-filled. The emergency generator serving the CP will be located directly outside of the CP at a standoff distance of approximately 35 feet to comply with AT/FP requirements. The work will include other related modifications and additions to the existing mechanical and electrical systems:
1. Project Location: Illinois Air National Guard, Abtaham Lincoln Capital Airport, Springfield, Illinois.
2. Owner: Illinois Air National Guard, 183rd Fighter Wing.
B. Architect/Engineer: The Contract Documents were prepared for Project by Hanson Professional Services Inc., 1525 South Sixth Street, Springfield, Illinois.
C. Contracting Officer (KO): A KO will be appointed by the Government.

D. Contracting Officer’s Technical Representative (COTR): A COTR will be appointed from the
183 CES.
E. The Work consists of:
1. Selective demolition.
2. Renovation of selected 1st floor spaces as described in 1.2.A, above.
3. Addition of a new, unisex latrine.
4. Selective plumbing, heating, ventilating and air conditioning improvements.
5. Selective lighting, power, and telecomm improvements.
6. Miscellaneous repairs and improvements to the facility.
F. The Work includes:
1. General construction, electrical, mechanical, plumbing, fire protection and incidental site work as shown on the contract documents.
1.3 CONTRACT
A. Project will be constructed under a general construction contract.
1.4 USE OF PREMISES
A. General: The Illinois National Guard site at the Springfield Capital Airport is a secure site.
Contractor shall limit their use of the premises as directed by the Contracting Officer.
1.5 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Format: The Specifications are organized into Divisions and Sections using the 49-division format and CSI/CSC's "MasterFormat (2004)" numbering system:
1. Section Identification: The Specifications use section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Project Manual are in numeric sequence; however, the sequence is incomplete. Consult the table of contents at the beginning of the Project Manual to determine numbers and names of sections in the Contract Documents.
B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.
These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate.
Words implied, but not stated, shall be inferred, as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.
2. Imperative mood and streamlined language are generally used in the Specifications.
Requirements expressed in the imperative mood are to be performed by Contractor.

Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted:
a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
C. Name Brand or Equal: Name brands listed throughout the Specifications are for establishment of minimum quality standards and salient characteristics of products. Equivalent products from other manufacturers will be considered, but must be called out on the Material Submittal form as “Or Equal”.
