DIVISION 01 – GENERAL REQUIREMENTS

SECTION 013113 – COORDINATION

PART 1 – GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this section

1.2 SUBMITTALS

A. Statement of Qualification (SOQ) for land surveyor or professional engineer performing surveys.

B. Photographs and other records of examination.

C. Coordination Drawings: Prepare Coordination Drawings if limited space availability necessitates maximum utilization of space for efficient installation of different components or if coordination is required for installation of products and materials fabricated by separate entities:

1. Content: Project-specific information, drawn accurately to scale. Do not base

Coordination Drawings on reproductions of the Contract Documents or standard printed data. Include the following information, as applicable:

a. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems.

b. Indicate dimensions shown on the Contract Drawings and make specific note of dimensions that appear to be in conflict with submitted equipment and minimum clearance requirements. Provide alternate sketches to Contracting Officer for resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.

2. Sheet Size: At least 8-1/2 by 11 in. (215 by 280 mm) but no larger than 30 by 40 in. (750 by 1000 mm).

3. Number of Copies: See Division 01 Section 013300 “Submittals,” paragraph 1.2.A.

4. Refer to individual Sections for Coordination Drawing requirements for Work in those

Sections.

1.3 REFERENCE DOCUMENTS

A. The following documents are either attached to these Contract Documents for Contractor’s information and reference, or are available from the Contracting Officer:

1. Some existing facility drawings are available from the Contracting Officer; however, modifications may have been made to the facility and existing drawings cannot be assumed to be accurate.

1.4 OTHER WORK

A. Coordination of Government’s Work by Others: Reference other parts of the Contract Documents for coordination of Government’s work by others, if any, and coordinate Contractor’s Work with Government COTR.

1.5 UTILITIES/INFRASTRUCTURE

A. Coordinate Work with various utilities within Project limits. Notify applicable utilities prior to commencing Work, if damage occurs, or if conflicts or emergencies arise during Work:

1.6 PROJECT MEETINGS

A. General:

1. Contractor: Schedule physical arrangements for meetings throughout progress of Work, prepare meeting agenda with Government and Contractor input and distribute with written notice of each meeting, preside at meetings, record minutes to include significant proceedings and decisions, and reproduce and distribute copies of minutes within three days after each meeting to participants and parties affected by meeting decisions.

2. Representatives of Government, Contractor, and Subcontractors shall attend meetings, as needed.

B. Preconstruction Conference:

1. Schedule a preconstruction conference before starting construction, at a time convenient to the Government and the Contracting Officer, but no later than fifteen (15) days after execution of the Agreement. Hold conference at the Project Site or another convenient location. Conduct the meeting to review responsibilities and personnel assignments.

2. Contractor shall be prepared to discuss the following subjects, as a minimum:

a. Required schedules.

b. Status of Bonds and insurance.

c. Sequencing of critical path work items.

d. Project changes and clarification procedures.

e. Use of site, access, office and storage areas, security and temporary facilities.

f. Major product delivery and priorities.

g. Contractor’s safety plan and representative.

h. Progress payment procedures.

3. Attendees may include but not be limited to:

a. Government’s representatives.

b. Springfield ILANG representatives.

c. COTR.

d. Contractor’s resident superintendent.

e. Contractor’s quality control representative.

f. Subcontractors’ representatives whom Contractor may desire or COTR may request to attend.

g. COTR’s representatives.

h. Utility representatives and others as appropriate.

4. Agenda: Discuss items of significance that could affect progress, including the following:

a. Tentative construction schedule.

b. Critical work sequencing.

c. Designation of responsible personnel.

d. Procedures for processing field decisions and Change Orders.

e. Procedures for processing Applications for Payment

f. Distribution of Contract Documents.

g. Submittal of Shop Drawings, Product Data, and Samples.

h. Preparation of record documents.

i. Use of premises.

j. Parking availability.

k. Office work and storage areas.

l. Equipment deliveries and priorities.

m. Safety procedures .

n. First aid.

o. Security.

p. Housekeeping.

q. Working hours.

C. Progress Meetings:

1. Contractor will schedule regular progress meetings at site, conducted monthly and weekly to review Work progress, progress schedule, Shop Drawing and Sample submissions schedule, Application for Payment, contract modifications, and other matters needing discussion and resolution.

2. Attendees will include:

a. Government’s representative(s), as appropriate.

b. Springfield ILANG representatives.

c. Contractor, Subcontractors, and Suppliers, as appropriate.

d. COTR’s representative(s).

e. Utility representatives and others as appropriate.

3. Agenda: Review and correct or approve minutes of the previous progress meetings.

Review other items of significance that could affect progress. Include topics for discussion as appropriate to the status of the Project:

a. Contractor’s Construction Schedule: Review progress since the last meeting.

Determine where each activity is in relation to the Contractor’s Construction Schedule, whether on time or ahead of or behind schedule. Determine how construction behind schedule will be expedited; secure commitments from parties

013113-5 013113 involved to do so. Discuss whether schedule revisions are required to insure that current and subsequent activities will be completed within the Contract Time.

b. Review the present and future needs of each entity present, including the following:

1) Interface requirements.

2) Time.

3) Sequences.

4) Status of submittals.

5) Deliveries.

6) Off-site fabrication problems.

7) Access.

8) Site utilization Temporary facilities and services.

9) Hours of work.

10) Hazards and risks.

11) Housekeeping.

12) Quality and work standards.

13) Change Orders.

14) Documentation of information and payment requests.

c. Reporting: No later than three (3) days after each meeting, distribute minutes to those present. Include a brief summary, in narrative form, of progress since the previous meeting and report:

1) Schedule Updating: revise the Contractor’s Construction Schedule after each progress meeting where revisions to the schedule have been made or recognized. Issue the revised schedule concurrently with the report of each meeting.

D. Meetings: In accordance with Contract Documents and as may be required by Government and

COTR.

1.7 COORDINATION MEETINGS

A. Conduct project coordination meetings at regular intervals convenient for all parties involved.

Project coordination meetings are in addition to specific meetings held for other purposes, such as regular progress meetings and special preinstallation meetings.

B. Request representation at each meeting by every party currently involved in coordination or planning for the construction activities involved.

C. Record meeting results and distribute copies to everyone in attendance and to others affected by decisions or actions resulting from each meeting.

1.8 SEQUENCE OF WORK

A. Construct Work in stages to allow for continuous occupancy and for uninterrupted operation during construction. Coordinate construction schedule and operation with the COTR.

B. Be responsible for bypass facilities and temporary connections required to maintain Government’s operations.

C. Utility service interruptions shall be addressed in accordance with Division 01 Section 010000 “General Requirements, “and the following:

1. Describe the reason, anticipated length of time, and areas affected by any proposed utility outage in a written request to the COTR. Provide temporary provisions for continuous power supply to critical existing facility components if requested.

2. Perform Work continuously during critical connections and changeovers, and as required to prevent interruption of Government’s operations.

3. Coordinate proposed Work with the COTR and facility operations personnel before effecting unit shutdowns. Under no circumstances cease Work at the end of a normal working day if such actions may inadvertently cause a cessation of any facility operating process, in which case, remain onsite until necessary repairs are complete.

4. Do not close lines, open valves, or take other action which would affect the operation of existing systems, except as specifically required by the Contract Documents and after approval of Government and COTR. Such actions will be considered by Government and COTR upon forty-eight (48) hours written notice to COTR.

1.9 ADJACENT FACILITIES AND PROPERTIES

A. Examination:

1. After Effective Date of the Contract and before Work at site is started, Contractor, COTR, and Springfield ILANG personnel shall make thorough examination of pre-existing conditions including existing buildings, structures, and other improvements in vicinity of Work, as applicable, which might be damaged by construction operations.

Periodic reexamination shall be jointly performed to include, but not limited to, cracks in structures, settlement, leakage, and similar conditions.

2. Record observations for signature of COTR and Contractor.

B. Documentation:

1. All photography shall be taken with a digital camera:

a. The Contractor shall be required to photographically document all phases of the project including pre-construction, construction, and post-construction site conditions and progress. Project photographs shall be taken on a weekly basis beginning immediately after Notice to Proceed (NTP), in advance of construction activities, and continuing throughout the project until final acceptance has been formerly obtained from the Contracting Officer.

b. Weekly photographs shall be taken utilizing digital technology. A minimum of 15 color exposures shall be taken weekly, ensuring that every aspect of the site and adjacent properties as well as the interior and exterior of all new or impacted structures is documented. The COTR reserves the right to select the locations and/or vantage points from which the photographs will be taken as well as the actual content of the photographs. A minimum of four photographs shall be taken from the identical vantage point and same direction each interval to facilitate a time motion sequence, as directed by the COTR.

c. Digital photographs shall have a minimum resolution of 1152 × 864 pixels and 24 bit, millions of colors as produced by a Kodak DC210 or DC120 Zoom camera or equivalent. Digital images shall be archived utilizing the MS Office Picture Manager 2003.

d. All project photographs shall be labeled with the following information:

1) Project name.

2) Date and time photo was taken .

3) Photographer’s name.

4) Caption (30 characters max).

5) Description.

6) Location and/or area designation.

7) Schedule activity number as appropriate.

e. Digital images shall be annotated within the Lynx software. Digital images shall be delivered in MS Office Picture Manager 2003 on compact disc(s) which are individually labeled with the project/ Government’s name week and year images were produced, and contract number.

f. All photographs shall be delivered to the COTR office within five business days of being taken.

2. Submit two (2) copies of photographs or other records documenting examination for COTR’s signature. COTR will review, sign, and return one record copy of every observation document and photograph to Contractor to be kept on file in Contractor’s field office as site records.

3. These observations and photographs are intended for use as indisputable evidence in ascertaining whether and to what extent damage occurred as a result of Contractor’s operations, and are for protection of adjacent property Governments, Contractor, and Government.

1.10 SPRINGFIELD ILANG FACILITIES

A. Comply with Division 01 Section 010000 “General Requirements.”

B. Operation of Existing Facilities:

1. Continuous operation of existing Springfield ILANG facilities is of critical importance.

Schedule and conduct activities to enable existing facilities to operate continuously, unless otherwise specified.

2. Conduct Work outside regular working hours on prior written consent of COTR to meet Project schedule and avoid undesirable conditions.

3. Do not proceed with Work affecting a facility’s operation without obtaining COTR’s advance approval of the need for and duration of such Work.

C. Relocation of Existing Facilities:

1. During construction, it is expected that minor relocations of Work will be necessary.

2. Provide complete relocation of existing structures and underground facilities, including piping, utilities, equipment, structures, electrical conduit wiring, electrical duct bank, and other necessary items.

3. Use only new materials for relocated facility. Match materials of existing facility, unless otherwise shown or specified.

4. Perform relocations to minimize downtime of existing facilities.

5. Install new portions of existing facilities in their relocated position prior to removal of existing facilities, unless otherwise accepted by COTR.

1.11 PHYSICAL CONDITIONS

A. Exercise reasonable care to verify locations of existing subsurface structures and Underground Facilities.

B. Thoroughly check immediate and adjacent areas subject to excavation by visual examination (and by electronic metal and pipe detection equipment, as necessary) for indications of subsurface structures and Underground Facilities.

C. Make exploratory excavations where existing Underground Facilities or structures may potentially conflict with proposed Underground Facilities or structures. Conduct exploratory excavations in presence of COTR and sufficiently ahead of construction to avoid possible delays to Contractor’s Work.

1.12 REFERENCE POINTS AND SURVEYS

A. Locations/dimensions and elevations/datums are shown on Drawings with respect to existing conditions. Refer to FAR 52.236-17, “Layout of Work.”

B. Dimensions for lines and elevations for grades of structures, appurtenances, and utilities are indicated on Drawings, together with other pertinent information required for laying out Work.

If conditions vary from those indicated, notify COTR immediately, who will make minor adjustments required.

C. COTR may perform checks to verify accuracy of Contractor’s layout Work and that completed Work complies with Contract Documents.

D. Any existing survey points or other control markers destroyed without proper authorization will be replaced by Government at the Contractor’s expense.

E. Contractor’s Responsibilities:

1. Provide additional survey and layout required.

2. Locate and protect reference points prior to starting site preparation.

3. Notify COTR at least three working days in advance of time when grade and line to be provided by others will be needed.

4. Check and establish exact location of existing facilities prior to construction of new facilities and any connections thereto.

5. In event of discrepancy in data or staking provided by COTR, request clarification before proceeding with Work.

6. Preserve and leave undisturbed control staking until COTR has completed checks it deems necessary.

7. Re-establish reference points resulting from destruction by Contractor’s operations.

8. Retain professional land surveyor or professional engineer registered in state of Project who shall perform or supervise surveying necessary for additional construction staking and layout.

9. Maintain complete accurate log of survey Work as it progresses as a Record Document.

10. On request of COTR, submit documentation.

11. Provide competent employee(s), tools, stakes, and other equipment and materials as

COTR may require to:

a. Establish control points, lines, and easement boundaries.

b. Check layout, survey, and measurement Work performed by others.

c. Measure quantities for payment purposes.

12. Cooperate with COTR so that checking and measuring may be accomplished with least interference to Contractor’s operations.

PART 2 – PRODUCTS (NOT USED)

PART 3 – EXECUTION

3.1 CUTTING, FITTING, AND PATCHING

A. Cut, fit, adjust, or patch Work and work of others, including excavation and backfill as required, to make Work complete.

B. Obtain prior written authorization from COTR before commencing Work to cut or otherwise alter:

1. Structural or reinforcing steel, structural beams, or any other structural member.

2. Weather- or moisture-resistant elements.

3. Efficiency, maintenance, or safety of element.

4. Work of others.

C. Refinish surfaces to provide an even finish:

1. Refinish continuous surfaces to nearest intersection.

2. Refinish entire assemblies.

3. Finish restored surfaces to such planes, shapes, and textures that no transition between existing work and Work is evident in finished surfaces.

D. Restore existing work, Underground Facilities, and surfaces that are to remain in completed Work including concrete-embedded piping, conduit, and other utilities as specified and as shown.

E. Make restorations with new materials and appropriate methods as specified for new Work of similar nature; if not specified, use best recommended practice of manufacturer or appropriate trade association.

F. Fit Work airtight to pipes, sleeves, ducts, conduit, and other penetrations through surfaces and fill voids.

G. Remove specimens of installed Work for testing when requested by COTR.
