SOLICITATION FOR HAP FY23 28 APRIL 2023
ADDITIONAL: VENDOR QUESTIONS & GOVERNMENT ANSWERS
1. Could you please confirm which volume to include IDIQ KMP resumes?
Include resumes in Volume I (RFP Documents).
2. We cannot find any Amendment sheets or SF30 to sign. Also, we are inputting the pricing on the SF1449 and there are option years? The Task Order is only around 200+ days. Do we put zero dollars for the option years as a placeholder?
Both SF30 & Amendment are posted in sam.gov;
However, a second Amendment is in process.
No, do not put zero dollars for the option years
– you must input an amount for the proposal.
3. TORFP page 1/para.1:
The Contractor shall provide all personnel, equipment, supplies, training and instruction materials, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the DRW Training and Equipment as defined in the Performance Work Statement (PWS) and Technical Exhibits.
Please clarify what facilities are required? Is it for storage of product? If so, what product(s) need to be stored, how many and where (geographic location) are they to be stored? If facility is for training, also, where should the training take place? How many students will be in class? If both, need both equipment and training questions answered.
These conditions are set in the PWS and will vary for each T/O. This current T/O does not require facilities.
The firefighters will provide their facility for training.
There should be 10-15 students.
4. TORFP pages 1/2 CLINs 0002/0003:
Please clarify if any particular items should be included on CLIN 0002 vs. 0003, since both are for ODCs (Supplies, materials, leases).
Yes, any particular items should be included in
CLIN 0002.
5. Page 2, Item 5/Milestone Schedule:
Please clarify if the Milestone Schedule should be included as a separate PDF or are contractors permitted to include a screen shot in this section and attach it as a separate PDF?
Contractors may use any format for milestone plan.
6. TORFP page 3, Item 7 Key Personnel:
Please clarify - typically someone named "Key" is required to submit a resume. Is the Gov only requiring a certification or a proof of classes taken or are resumes also required?
This IDIQ will cover a variety of training. Mostly Emergency Operations Center training where resumes will be required. They will not be required for this T/O.
7. Please clarify the answer to this question posted on 4/27/23: Schedule B Pages 3-12
CLINS 0001 – 4004
Q: Please clarify what (if anything) we are to provide for pricing in these CLINS. Are these to be “not to exceed” amounts per year?
A: CLINS 0001-4002 are NOT TO EXCEED; CLINS 0003-4004 are not.
Attachment 2 is requested for the HAP TORFP and has CLINs 0001 - 0004. Are contractors responding and providing pricing for the HAP TORFP sample TO on a year over year basis (Base Year, OY1, OY2, OY3 and OY4) for the additional CLINs (1, 2, 3 and 4 series)? And, how are we to label the spreadsheet for TABs? And, is each year a PoP of 250 days (assume days yet not explicitly stated in TORFP)?
Do we use the same CLIN structure for the SCBA fill station, since the requirement is to have it separate from the HAP TORFP? And, if the answer is "yes," should it only be for the base year CLINs?
Yes, CLINs 0001-4002 are not to exceed; and CLINs 0003-4004 are not.
The TORFP is only for the base year. But, every year must have a price proposal according to the description in each CLIN.
