SOLICITATION FOR HAP FY23 10 APRIL
VENDOR QUESTIONS & GOVERNMENT ANSWERS
1. Can the government clarify its instruction in the RFP regarding proposal format related to Volume II, Technical Proposal?
In Table 1 on page 17 of the RFP, offerors are instructed that their page limit for each rated subfactor is 10 pages each for management approach, staffing plan, and its task order proposal (ostensibly, a 30 page total).
Later, on page 19, para (2), in the discussion of Subfactor 3 (the 10-page task order technical proposals), offerors are asked to provide their management approach, with sub elements that look to be repeated from Subfactor 1 the IDIQ-level PWS, including:
� plan, direct, and control contract performance within the organizational structure � processes to support multiple, geographically dispersed, complex projects simultaneously � processes to acquire, manage, and control non-labor resources to include, but not limited to, property, inventory, travel, and funding
On page 20, the same requirements for Subfactor 1 shown above are restated again and added as Subfactor 3 tasks within the Task Order Technical Proposal requirement, including :
� offeror’s approach to execute the specific tasks found at paragraph 5 of each project PWS � Milestone Plan - a chart/table displaying the offeror’s proposed timeline for all major actions and deliverables associated with each project PWS � Key Personnel - the offeror’s list of specialized personnel with resumes assigned to each seed project � Labor Categories and Hours of Personnel
– a list of the type of labor categories and labor hours associated with each seed project
On page 26, in evaluation criteria, the following tasks are listed in Subfactor 1 tasks for evaluation, not Subfactor 3:

2. Given the 10 page constraint for a Task Order proposals, is it the government’s intent for both the Subfactor 1 management plan and the Subfactor 3 task order proposals to cover all seven of the items listed above, given the fact that the first three are IDIQ-level management tasks evaluated in Subfactor 1? If not, can the government provide clarification on its RFP instructions for Volume II, Subfactor 3?

3. Will the government increase its page count limit for Subfactor 3? Our previous HAP task order level proposals exceed 30 pages in length, when responses to all PWS elements, quality controls plans, resumes, milestone plans, and BOM item lists are included.

4. Are we required to cover all PWS elements in our IDIQ-level management plan? If so, will the government increase its page count limitation for Subfactor 1?

5. When will the Government provide the two Task Order Requests for Proposal (TORFPs) as referenced on page 20 of 90?
The Government will provide only one (1) Task Order Request for Proposal (TORFP). (Reference page 18, para c)
6. Section – Instructions to Offerors:
Vol 2 – Subfactor 3 – Task Order Technical Proposals – will the government please provide information about the two representative TORFPs? This will also flow into Vol 4 requirements.
The Government will provide information about only one representative TORFP.
7. Vol 3 – Past Performance – Is there a minimum/maximum number of citations that industry should provide?
“The offeror shall include documentation regarding their recent and relevant past performance information on a minimum of one (1), but no more than three (3) contracts as it directly relates to the work being procured under this solicitation.” (Reference page 19, para 1.)
8. Page 43 of the RFP states "4.2 Facility Security Clearance: The contractor shall possess and maintain a SECRET facility clearance from the Defense Security Service. The Contractor’s
RFP has been revised. Review RFP in its entirety.
Contractor or subcontractor personnel performing work under this contract are not required to have an active personnel security clearance. The employees, performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industrial Security Clearance Office. The DD 254 is provided as Attachment."

9. In light of GAO rulings, please confirm that the Government will permit the use of sister company experience and past performance if a meaningful relationship is documented in a commitment letter. In addition, please confirm that such a letter is not included in the 5 pages allotted for Past Performance Specific Relevant Contract Reference Sheets.

10. Please confirm that the Government will allow the use of 11x17 size paper for tables, charts, figures and graphics. If so, will the Government confirm that 11x17 fold-outs count as one page?

11. The RFP does not explicitly provide instructions regarding the submission of responses beyond stating the required subject of the accompanying email. Will the Government confirm that responses should be submitted to Benjamin Guerrero, (Benjamin.guerrero.civ@army.mil), and Robert L.

12. Is the offeror correct in assuming that the government does NOT require resumes for the IDIQ Key Personnel Positions (Contractor Representative, Contracts Manager, and Alternate) to be submitted as part of the technical proposal?

13. The RFP notes that Task Order responses will need a redacted copy that omits offeror information. Does the submission of the IDIQ proposal require a redacted copy of each volume as well?
