SOLICITATION FOR HAP FY23 18 APRIL 2023

ADDITIONAL: VENDOR QUESTIONS & GOVERNMENT ANSWERS

1. In order to meet proposal submission requirements for pricing, it is permissible to submit both our Volume IV and a separate spreadsheet not contained in Volume IV that meets your requirements for easily traceable data and no read/write/password protection, including all formulas and notes necessary to add clarity to the spreadsheet? This would mean submission of five files—the four proposal volumes plus one separate pricing spreadsheet.

2. Section 8 (pg 3) of the TORFP references Training Instructors for whom we must provide certificates or proof of proficiency. No description of these Key Personnel and the requirements is provided in the TORFP or SOW. Can the government please provide a list of key personnel and requirements?

Trainers should be certified on the requested equipment. (SCBA filling stations)

3. The TORFP requirements listed in the SOW (pg

1) include 4 SCBA filling systems. Does this equipment need to be manufacturer, product, or model specific?

End user would like a product equal or similar to Bauer CFS 5.5-2S

4. Are there restrictions around when and how the training will be delivered at the National Firefighter HQ, San Salvador? For example, will the host organization host training during typical work hours, or will training need to be scheduled outside of regular business hours?

National firefighter HQ and U.S. Embassy will make arrangements with trainers for a set time and location.

5. Section 5.3.8 states that the contractor will “conduct annual HA/DP training needs assessments.” What is the training medium for the annual assessments?

SOUTHCOM usually uses this IDIQ to for task orders to train and equip Emergency Operations Centers and Disaster Relief Warehouses. This wording applies to those task orders. There is no need to have this for this requirement.

6. There are currently no technical requirements for the SCBA Filling Systems (i.e PSI specs, maximum weight, etc.). Can we assume that there are no requirements that the SCBA Filling Systems must meet?"

Bauer CFS 5.5-2S. With those specifications.

7. With the PoP for the TO only being 250 days, will the 3 years of maintenance required by the TO RFP be performed by the client or do we need to contract with the manufacturer for 3 years of maintenance? If so, will the period of performance of the TO be expanded to be consistent with this 3-year requirement?

Bauer CFS 5.5-2S.

There are local distributors that are familiar with these types of products that can do the maintenance.

8. Given the expectation of maintenance, is there an expectation of maintenance or spare parts kits or training materials for the maintenance of the SCBA Filling Systems to be included in the TO pricing?

9. Will USSOUTHCOM provide which Labor Categories are to be included in the general pricing for the IDIQ pricing sheet, that may not be in the TO Pricing Sheet?

All pricing info will be in the TO.

10. Will the Government please confirm whether the only labor rates and CLIN pricing that is required in our proposal is in response to the TO RFP? Or are we required to submit labor rates and CLIN pricing for the basic IDIQ contract?

Just for the task order.

11. Section 4 of the TO RFP states that Pricing shall be submitted in a file called Volume 1 – Pricing. And the remainder of the proposal shall be submitted in one file called Volume 2. Please clarify since the RFP Table 1 on page 15 of 86 already shows Volume 1 to be called RFP Documents and Volume 2 to be called Technical Proposal.

Sorry for the confusion. Please use the info on Section 4.

12. Can we get clarification as to if the requirement for the SCBAs for firemen, meaning fragility breathing air, or if it is intended for pure oxygen?

Requirement is for “breathing air”. SOW will be amended. End user would like a product equal or similar to Bauer CFS 5.5-2S

13. Paragraph 3.(b) (2) c (i) for the Task Order Technical Proposals states that “The offeror’s approach to execute the specific tasks found at paragraph 5 of each project PWS.” Neither of the two Amendments received includes any PWS for the Disaster Relief Warehouse (DRW) Task Order, although you did provide a Statement of Work for this Task Order. However, the provided SOW does not include a paragraph 5.

Is there a separate PWS for this Task Order or should the SOW be considered as the Task Order PWS ?

Centers and Disaster Relief Warehouses. This wording applies to those task orders.

There is no PWS for this requirement just the SOW. The tasks would be to procure the requested equipment, install them and provide training on how to use them to the firefighters.

14. Will the Government please confirm that we do not have to submit a Redacted copy of our Technical and Price/Cost proposals?

The price/cost proposals that we see at SOUTHCOM are always redacted.

15. Is it correct to assume that the Summary Page, Consent Letters, Client Authorization Letters and Organization Structure Change History are not subject to any page limitations?

Correct

16. Section 1.6.11 references a “Contractor Representative” as a key person. Can you please explain the role and responsibilities of this position?

We assume it is different from the role of Contract Manager, but it is unclear.

Centers and Disaster Relief Warehouses. This wording for a Contractor Representative applies to those task orders.

17. Should only the prime offeror submit a response to the Organization Structure Change History requirement?

Yes
