Statement of Work
Containment SCBA Fill Station
United States Southern Command
1.0 Scope. This Statement of Work (SOW) sets forth the minimum requirements for procuring four Oxygen Recharge Stations that will be distributed throughout different Firefighting Stations in the country and will serve to recharge the oxygen tanks that the firefighters use in the process of completing their mission.
2.0 Background. United States Southern Command (SOUTHCOM) conducts Humanitarian
Assistance activities to directly relieve or reduce human suffering, disease, hunger or privation or to increase PN capacity to provide essential human services to vulnerable populations in partner nations in the Caribbean, Central and South America. These oxygen refill stations are vital to the mission and there are currently no firefighter owned recharge stations in country that can support their mission. This will greatly enhance their survivability and capabilities. El Salvador is prone to many natural disasters, earthquakes being one of them; in the event of an earthquake, the secondary means of destruction is always fires, this project will contribute to enhance and better prepare the firefighters for any disaster that may arise, especially from the threat of earthquakes.
3.0 Requirements. The contractor shall supply four (4) SCBA FILLING SYSTEMS that each
Include: Compressor, Cascade system and anti-explosion filling station. Also, Installation, Start-up and training by manufacturer. Installation will be at 4 locations, but training will only be at one central location. (National Firefighter HQ, San Salvador). Preventive maintenance for 3 years or 3,000 operations hours or whichever comes first will be included.
