CLIN
Summary and CLIN Detail
Item No 0003 Supplies, Materials, Leases, ODCs
(COST)
Supplies, Materials, Leases and Other Direct Costs (not quantified at the time of the issuance of each Task Order) necessary to provide Services and Supplies as defined in the Performance Work Statement (PWS) Excel Tab CLIN 0003 Detail Fill in the appropriate yellow cell with required supplies/materials ODCs not stated in PWS/SOW.
Add additional lines as needed.
The ambiguity of the requirements for supplies and material ODC Costs that fall outside the scope of the PWS/SOW prevents fair comparison between offerors’ evaluated prices for this CLIN.
For evaluation purposes and to ensure a level playing field between offerors, could the government provide a plug number for the ODC CLIN 0003 ODCs for Supplies/Materials not stated in the PWS/SOW?
No.

iii. Key Personnel - the offeror’s list of specialized personnel with resumes assigned to each seed project;
Given the relatively small size and complexity of the Task Order SOW, if the offeror determined that no other Key Personnel were necessary to execute the work, how would the government evaluate our technical proposal for subsection 3, iii?
The customer has local contacts that can perform this service. Once awarded, the offeror may meet with these local technicians.

Installation will be at 4 locations, but training will only be at one central location. (National Firefighter HQ, San Salvador).
Will the government please clarify the type of training we are to provide at the training event? Is it the operation of the machines – so that firefighters can refill their tanks only? Or are we to train maintenance/mechanic personnel to take over the maintenance of the devices after the 3 years/3,000 hours?
The training will be for the operators of these systems. Definitely Operation of the machines. User level maintenance/troubleshooting is good as well.
There are local technicians in San Salvador that can perform higher level maintenance.

Will the government please clarify what (if any) “leave behind” training materials we are to provide to the students/ as part of the training? If there are training reference documents required, in what language are they required to be?
Any instruction or trouble shooting materials that may be needed during the life of the system. There is a local distributor of these systems in San Salvador, after award the offeror can be introduced to a local POC. Perhaps these items are already in existence.

SOW
p. 3 Request if for four (4) SCBA Filling Systems.
Can the Government tell how much use (Hours) each system will have per year (to calculate the preventative maintenance/consumables list)?
Will have to ask our in country POCs. I can say that these will be the first such systems in the entire country. Prior to this all the fire fighters had to get their SCBA’s filled at local hospitals. I would anticipate high usage.
