SOLICITATION FOR HAP FY23 (Part 1) 21 APRIL 2023
ADDITIONAL: VENDOR QUESTIONS & GOVERNMENT ANSWERS
1. The SOW states that “training will be only at one central location” (National Firefighter HQ, San Salvador). Can the government clarify if training facilities capable of handling the anticipated number of trainees is available on location? What additional resources or logistics do you anticipate the contractor needing to prepare the training site?
There is ample space at the National HQ for training. It is a compound with buildings and training areas.
The contractor should bring anything needed for the installation of one unit at the National HQ and training for the operators of all units. (They will all come to the National HQ for training).
Then installation will proceed at the other locations.
2. The SOW provides the four physical locations for SCBA installation. Can the government confirm if a specific, exact location at each of the four sites has been identified for the install? If not, who is responsible for specific installation site selection?
Each installation will be at the fire station in that community. The leadership of each station has a specific location in the building selected but they are open to change if location is not ideal for the unit.
3. The response to the questions identifies specified tasks 1) procure requested equipment;
2) install equipment; 3) train firefighters how to use the new systems. This is only one single training event for the trainees. Can the government confirm if the training required is to train the trainers or just basic use and operation of the newly installed SCBA system? If it is not train the trainer, do you anticipate additional training events for new users or refresher training for those trained in the initial training event? If additional training outside of the initial training event is needed, what frequency will the training be required?
This training is for the future operators of the equipment at all four locations. Trainees from the other three locations will all come to the National HQ (training location) to receive this training.
Trainees may train others upon their return to their home stations. “Train the Trainer” would make sense. No other additional training events are planned.
4. The 4/18 Q&A notes to use the instructions in section 4 of the TORFP and label pricing in “volume 1 – pricing”. However the RFP calls for 4 volumes RFP docs, technical, past performance, and price, respectively. If we use the instructions from section 4 of the TORFP, then where do the RFP documents go? Would that be volume 4?
Use Volume 04 for pricing.
5. We have reviewed the questions and answers uploaded to SAM.gov dated 14 April and 18 April.
Confirmed; Government will not answer any more additional questions from this point on.
Please confirm that the Government does not intend to answer any additional questions beyond those currently posted in SAM.gov for this Solicitation.
