How will the informal source selection function to enable fair competition?
Answer: Yes
It would seem that the Government’s answer is a typo since this is not a yes or no question. Can the Government please answer the original question:
How will the informal source selection function to enable fair competition?
The Government will implement a structure staff for each area being evaluated during the informal source selection.

In light of the 10 separate Q&A documents and to avoid possible confusion, does the Government intend to issue a conformed RFP and Attachments to reflect changes brought by Q&A responses?

Can offerors assume that the missing word in this requirement is “days” and that the Period of Performance (POP) is 250 days from date of contract award?

The Period of Performance (POP) is 250 from date of contract award.
Preventive maintenance for 3 years or 3,000 operations hours or whichever comes first will be included.
It appears that the TORFP anticipates a project POP of 250 days from contract award. However, the preventive maintenance being required in the TORFP SOW is 3 years or 3,000 operations hours, whichever comes first. Should the milestone project schedule reflect the 250 days or the 3 years of preventive maintenance?
Reflect 3 years of maintenance.

Project Schedule depicts that the project is 250 days from contract award. The preventive maintenance requested in the TORFP SOW is 3 years or 3000hrs. Is the QC plan requirement a period of three years or 3000 hours or only the Period of Performance (POP)?
QC plan is required for the period of performance (POP).

There is one delivery address specified in PWS Para 3.1 for the SCBA Filing Systems; however, there are three additional remote installation locations listed:

Who is responsible for transporting the three SCBA Filling Systems from the initial delivery location to the three remote sites for installation? The US Government or the contractor?

In the answer to the second question on page1 the government states “The customer has local contacts that can perform this service. Once awarded, the offeror may meet with these local technicians.”
The answer to the question on page 4 the government states “There is a local distributor of these systems in San Salvador, after award the offeror can be introduced to a local POC.
Perhaps these items are already in existence.”
As this is a lowest priced, technically acceptable award, this information may present an unfair advantage to an incumbent awardee. Will the government provide the contact information for these “local contacts” and “local distributor” to all offerors prior to proposal submission?

28 April Page 4, answers to question 1 and 2
The government’s answer to question 1 on this page included the statement “There is a local distributor of these systems in San Salvador, after award the offeror can be introduced to a local POC”. The answer to question 2 includes the statement “I can say that these will be the first such systems in the entire country.”
The government’s statement in the answer to question 1 seems to contradict its answer to question 2.
Please clarify if this is the first such system in the country of El Salvador or if the Hospital currently possesses a technically acceptable make and model SCBA Filling System.
