SOLICITATION FOR HAP FY23 21 APRIL 2023
ADDITIONAL: VENDOR QUESTIONS & GOVERNMENT ANSWERS
6. We understand the government’s text inserted on page 19 at paragraph 3 of the RFP in the answer to this question. However, we would like to ensure we have interpreted it correctly. GAO rulings allow the Government to consider the experience and past performance of an Alaska Native Corporation’s (ANC’s) sister subsidiary companies where the proposal demonstrates that those companies’ resources will affect contract performance without said companies being subcontractors, teaming partners, and/or joint ventures. To obviate the need for a pre-proposal protest, please confirm that that the Government will allow past performance of ANC sister companies to be considered if meaningful involvement is documented and signed by the appropriate companies’ officers in commitment letters submitted with the proposal.
The Government confirms that it will attribute the experience and past performance of a sister subsidiary company to an offeror where the proposal demonstrates that the resources of the sister subsidiary company will affect the performance of the offeror without said companies being subcontractors, teaming partners, and/or joint ventures. But the proposal must evidence how the sister/affiliate will be involved in the performance of the contract.
Please include the involvement, signed by the appropriate companies’ officers, with the proposal.
7. HAP TORFP Line Item #10 Additional Instructions for Proposal Content states, “Not withstanding instructions already defined in this document, proposals shall also include, as a minimum, the requirements found in Section2– TASK ORDER PROCEDURES located in the CONTRACT ADMINISTRATION DATA part of the IDIQ Base contract.”
Because bidders presently only have the RFP for reference and not a base IDIQ contract, will the government provide a sample Section 2 with these Task Order Procedures in a future amendment to the RFP?
No, please reference the Task Order Procedures in Section 2 of the CONTRACT ADMINISTRATION DATA given in the RFP.
