SOLICITATION FOR HAP FY23 14 APRIL 2023
VENDOR QUESTIONS & GOVERNMENT ANSWERS
1. Section L – Page 18 c.i lists a requirement for contractor to provide an approach to execute the specific tasks found in paragraph 5 of the PWS, however there is no paragraph 5 in the provided PWS. Furthermore, the wording of the PWS 3.0 limits the scope of work that industry is required to accomplish for this effort to personnel provided by the SCBA manufacturer. Could the government please provide additional information and/or delineation of the direct tasks to be completed by both the contractors and the manufacturers?
SOUTHCOM usually uses this IDIQ to for task orders to train and equip Emergency Operations Centers and Disaster Relief Warehouses. This wording applies to those task orders.
There is no PWS for this requirement just the SOW. The tasks would be to procure the requested equipment, install them and provide training on how to use them to the firefighters.
2. Section L – Page 18 c.iii & Section M – Page 23
c. Industry is required to provide resumes for key personnel in regards to the task order, however currently there is no direct teaming with the SCBA manufacturers, and it is unclear if manufacturer personnel conducting the installation, start-up, and training will have any experience in the field of disaster management, first response, and/or logistics. Please alter PWS
3.0 to contractor shall, or remove the resume requirement.
Centers and Disaster Relief Warehouses. This wording applies to those task orders. There is no need to have this type of training on your resume for this requirement.
3. The 3.0 requirements note that installation, start-up, and training is to be conducted by the manufacturer. Is the governments intent to dictate that industry needs to team with an SCBA manufacturer? At least one manufacturer has told us they could only provide a quote if they are not pursuing this opportunity. Artificially limiting industry to those who first reach SCBA manufacturers could negatively impact competition.
The government will accept training from the manufacturer or any certified technician that is proficient with the equipment. The desired endstate is that the users are capable to use their new equipment proficiently.
4. Regarding the requested units:
Does the host nation use/desire electrical or gas driven compressors on these systems?
Would the host nation like cascade storage cylinders in conjunction with the compressor and fill station?
The host nation would like a unit close or equal to the Bauer CFS 5.5-2S.
Yes, they would like a 6000 PSI cascade storage system.
Does the host nation have any requirements for DOT or UN stamped air bank cylinders?
Does the host nation require the compressor to be in PSI or BAR pressure readings?
What type of fittings are used on air tanks in the host nation? Threaded US style or DIN style?
What are the in country voltage requirements?
How often will the cascades need to be inspected?
How many tanks will need to be filled simultaneously?
How many tanks are expected to be filled per month?
How many PSI/BAR will the compressor need to meet?
What size are the tanks will the fill station need to accommodate?
How much available space is there in each of the 4 locations?
Will the government allow refurbished equipment?
Do local requirements mandate decommissioning at 10 years? 20 years? Some other amount?
No requirement for DOT/UN stamped cylinders.

5. Can you please clarify with the end-user whether the example Task Order Request for Proposal(TORFP) is for Breathing-Air or Oxygen?
The SOW on the SCBA Fill Station TORFP says;
"This Statement of Work (SOW) sets forth the minimum requirements for procuring four Oxygen Recharge Stations that will be distributed throughout different Firefighting Stations in the country and will serve to recharge the oxygen tanks that the firefighters use in the process of completing their mission."
The National Fire Protection Association (NFPA) standard is for "Breathing-Air" and not for "Oxygen". The compressors and ODC costs are different between the two.
This will be for “Breathing Air”. Not Oxygen as written on the SOW. This will be corrected.
6. Please provide clarification on pricing guidance and overall proposal structure:
o In TORFP para 4, Separate Pricing, the requirement states, “Contractors shall use the format

(Attachment 2) structure to propose both quantities and prices; however the pricing sheet must be submitted separately from the remainder of the proposal. Pricing shall be submitted separately in a file called Volume 1 – Pricing. The remainder of the proposal shall be submitted in one combined file called Volume 2.
o Directions from the Amended Solicitation: Para 3, (d) (d) Volume IV- Price Proposal – Volume IV should be clearly marked “VOLUME IV – Price Proposal (W912CL-23-R-0450)”.
The Offeror’s price proposal will consist of information in response to the Task Order Request for Proposal (TORFP).
The price for the TORFP will be evaluated separately for award of task orders. The Offeror shall clearly explain the basis of price of the Task Order, to include the discounts proposed, methodology for application of the discounts, pricing of non-labor resources, and pricing of travel. The format for the price proposal shall be as follows: Tab A - Task Order Price Proposals;
Tab B – Assumptions (if required); Tab A – Task Order Price Proposals – Offerors shall prepare pricing information on all the Task Orders. Offerors shall submit separate pricing proposals for each of the Task Orders. Pricing for Task Orders will be used for evaluation purposes to determine successful offerors for the IDIQ awards.
Additionally, pricing for each Task Order will be used to determine the awardee of the individual Task Orders using the Lowest
Price Technically Acceptable (LPTA) procedures.
o Is it the government’s intent for bidders to complete the pricing spreadsheet provided in Amendment Attachment 2, and place it in Volume IV – Price Proposal, Tab A with a title of “Volume 1, Pricing”; and to add our task order proposal response Titled as “Volume 2” within the IDIQ Level Volume II response?
7. TORFP references “DRW training” in
Paragraph 1. This the singular reference to DRW training in the TORFP. The SOW scope does not include DRW training, instead tasking the procurement of “four
(4) SCBA FILLING SYSTEMS that each include: Compressor, Cascade system and anti-explosion filling station. Also, Installation, Start-up and training by manufacturer. Installation will be at 4 locations, but training will only be at one central location.”
o Is DRW training required? If, so are handouts/binders designed as leave-behind instructional materials required?
o If training is only for SCBA filling systems, are handouts/binders designed as leave-behind instructional materials required? If yes, how many trainees will there be?
o What is the duration of desired SCBA training? Previous EOC/DRW training efforts featured “40 hours of instruction for 35 trainees”, for example.
Centers (EOC) and Disaster Relief Warehouses (DRW). This wording applies to those task orders.
There is no need to have this type of training on your resume for this requirement.
DRW Training is not required.

8. I am reviewing the scope of work for the SCBA Field Station, and one of our questions is about the capabilities of this unit. An SCD infiltration is not designed to fill oxygen cylinders. I need to know if you want an SCBA fill station or an oxygen generator.
The requirement is for SCBA filling stations to fill cylinders with breathable air. The SOW will be corrected.
Will you use the DLA fire and emergency services contract or GSA for this purchase?
