SOLICITATION FOR HAP FY23 22 JUNE 2023
ADDITIONAL: VENDOR QUESTIONS & GOVERNMENT ANSWERS
1. The IDIQ RFP states in para C2(d) page 30, that the pricing proposal is to be titled VOL IV and that it shall be submitted isas follows: “The Offeror’s price proposal will consist of information in response to the Task Order Request for Proposals (TORFPs).” We understand this to mean that VOL IV will include our pricing for the Seed Task Order. However, the new Amended TORFP for the Containment SCBA Fill Stations states in Page 4, Paragraph 4 that “Pricing shall be submitted separately in a file called Volume 1-Pricing. How does the Government want pricing submitted and what does the Government expect in VOL IV
– Pricing? So we disregard instructions in TORFP?
Volume IV is simply for instruction purposes guiding vendors to price separately on the TORFP (all pricing will be submitted for the TORFP on Volume I-Pricing of ‘Attachment 2- HAP IDIQ-Pricing Model.xlsx’).
2. The IDIQ instructions call for four Volumes, with Volume IV reserved for pricing information.
Based on previous Q&A, a separate spreadsheet will also be provided. The TORFP calls out a completely different Volume naming convention and asks for two volumes (Volume 1 for pricing, and Volume 2 for the remainder of the proposal.)
All pricing will be submitted for the TORFP on Volume I-Pricing of ‘Attachment 2-HAP IDIQ- Pricing Model.xlsx’. The Volume 2 sentence (The remainder of the proposal shall be submitted in one combined file called Volume 2) will be removed.
