Questions and Answers (80‐134)

Solicitation Number W91242‐17‐B‐0005

National Guard Readiness Center, Wilmington, North Carolina

80. Question: One of the requirements listing within the SOW states that equipment must be compatible with the Tridium BMS, while our products communicate through a proprietary communication network we do have an API developed that allows our equipment to communicate with certain third party systems. Is there someone that would be able to look at our

API and determine if it would work for the NCNG? It does also state in the SOW that the NCNG has the ability to write their own programs within the Tridium software, so I assume this would allow the NCNG to be able to write programming that would work with any/all third party systems. Is my assumption correct?

Answer: US Army NETCOM issues the Certificate of Net worthiness (CON). Currently the only approved system that has a CON, is non‐proprietary, and allows full access to us for programming is Tridium. Refer to Attachment 4 (Brand Name J&A) of the Solicitation.

81. Question: substitution request made for the use of the following item: Flex FB 60 Elvaloy KEE roof membrane

Answer: The applicable specification is SECTION 075419 PVC ROOFING. Substitution requests are not being evaluated at this stage of the project. Substitution requests will be evaluated in accordance with SECTION 012500 SUBSTITUTION PROCEDURES after award.

82. Question: Sheet G‐002 shows Stainless Steel Mesh Termite Barriers. Termite specialist in the area have said this is not a common practice and do not have much information on these products. Which manufacture/model # is the basis of design?

Answer: Termite barriers are to be provided as indicated by A4 drawing G‐002 in the contract documents. The detail includes the required information, there is no manufacturer or model number for this detail.

83. Question: Detail B4 on Drawing A511 appears to show a flame baffle inside the hood, but door is not shown as rated in door schedule. Please clarify.

Answer: No flame baffle is called out on detail. This detail is for a fire‐rated door 132E and the door assembly shall meet all fire‐resistance requirements.

84. Question: Specification 097230 and Sheet A‐601 indicate Dry Erase Wallcoverings, however we have not been able to locate an elevation for it. Please advise as how much area of the walls actually get the wall covering, etc.

Answer: The entire partition or wall, corner to corner, floor to ceiling recieves dry erase wall covering.

85. Question: Sheet I‐101, I‐102, I‐103 have a note that says “For Information Only”. Please confirm furniture listed on these sheets are GFGI.

Answer: Furniture indicated on I‐101, I‐102, and I‐103 is GFGI. These drawings are indicated to be "FOR INFORMATION ONLY NOT FOR CONSTRUCTION" in the title block.

86. Question: Sheet CS703 Detail C4 shows flagpole as part of ABI #8, however sheet CS210 shows the flagpole being part of ABI #9. Please confirm it is part of ABI #9.

Answer: Flagpoles are part of ABI #9 per drawing CS210

87. Question: Mechanical, Electrical and Fire Alarm drawings do not indicate work needed for ABI#1

(Storage Waste Handling Facility) Please provide drawings or description of these scopes needed for the storage building.

Answer: FA010 indicates fire alarm work needed for ABI#1 (Controlled Waste Handling Facility).

E‐601 (keyed note #5) indicates electrical work needed for ABI#1. Specification Section

133423.10 Para 2.2.E provides heating and ventilation design requirements.

88. Question: Specification 133423.16‐ calls for seismic category D. Seems category C is sufficient for the wind loads. Please advise if category C is acceptable.

Answer: See amendment 0002, revised Section 133423.10. section 2.1.A.5 for wind load requirements Reference specification 133423.16 section 2.1.A.6 for seismic requirements. The fabricated storage building shall be Risk Category III. The Seismic Importance Factor shall be

1.25. The Seismic Design Category shall be C.

89. Question: Please confirm that the sand filter and associated storm piping shown on CS310 – Civil

Grading Plan Bid Additive items are associated with ABI No. 8: Additional POV Parking. Currently there is not Bid Additive designation

Answer: Please refer to all Civil Drawings. All of the piping and storm drainage structures with detailed information on inverts, slope, material, etc. are for ABI No. 8: Additional POV Parking.

This also includes the sandfilter adjacent to the POV lot that this pipe network passes through.

90. Question: The spec in question in in section 271513‐8 Paragragh K. Faceplate: K. Faceplate:

"5. Four use with snap‐in jacks accommodating and combination of twisted pair, optical fiber, and coaxial work area cords. a. Flush Mounting jacks, positioning the cord at a 45‐Degree

Angle." Is this requiring the stainless steel faceplates to be angled or the jack itself? Angled

Stainless steel faceplates are standard flat, angled may have a significant cost increase. I would like to verify which you are asking for to make sure we quote the correct and requested style part.

Answer: See amendment 0002, revised section 271513. Angled faceplates or jacks are not required. Flat stainless steel faceplates are acceptable

91. Question: Due to the expense of the following requirements, please verify that the following

Electrical Engineering Applications are required on this project; Specification section 260573.13

“Short Circuit Studies”, Specification section 260573.16 “Coordination Studies”, Specification section 260573.19 “ARC‐FLASH HAZARD ANALYSIS”.

Answer: The studies specified in the Sections in the question are required as specified and needed to support the requirement of the arc‐flash analysis which is required per the National

Electrical Code (NEC).

92. Question: Drawing TS100 Notes 2 & 3 indicate the conduit for the communications is to be concrete encased, Drawing ES010 Note 9 & 12 located in the same area as communications does not appear to be concrete encased. Please advise if all conduits are to be concrete encased in this location.

Answer: Telecom conduits shall be concrete encased per TS100 and details on T‐503.

93. Question: Drawing A‐713 General Note #18 details to review the “Building Identification Sign at Roadway” per the Landscape Drawings. Landscape drawings note an existing Monument to remain protect during construction, but no additional signage work. Please clarify that no signage work is to be included in this scope regarding a Monument / Roadway Sign.

Answer: No Building Identification Sign is required at the roadway per Landscape Drawing L‐100

Landscape Plan.

94. Question: Spec section 014000 Quality Requirements and section 014536 Statement of Special

Inspections are conflicting as to who is paying for testing for the project, whether that is quality control testing or special inspections testing.

Answer: 014000 is general procedures for contractor quality control. The specific testing is not listed in 014000. 014536 & 014537 is clear in stating the contractor pays for special inspections.

Reference 014536 section 1.3.A. Reference 014537 section 1.6.A.

95. Question: Drawing A‐554 Detail D4 provides details for the cages and gates in the Unit Storage.

Details pertaining to the cages and gates in the Unheated Storage areas are not provided. The doors in this area appear to be sliding gates. Can you additional information be provided for these cages as well?

Answer: Dimensions are more critical at the cages that have swinging gates so details are provided as noted. Sufficient information is provided in the contract documents Drawing 102a and b, Section 102213 Wire Mesh Partitions to bid and install the sliding gates.

96. Question: We routinely bid air barrier testing and infrared scanning of projects similar to the one listed above. Testing and scanning are mentioned in the current specs for this project but the exact requirements, usually spelled out in sections "07 05 23" and "07 27 10" , are missing. Is this a possible over site?

Answer: No, there is no oversite. Whole building leakage testing is not required.

97. Question: In spec. section 010000 paragraph 1.31A it states that the contractor shall pay for all necessary permits. Is permitting by local authorities required on this project? If so, is the permitting authority New Hanover County or the City of Wilmington?

Answer: NC DEQ Stormwater and Erosion Control permits process has been completed. Cape

Fear Public Utility Authority has indicated no review submissions are required for private sewer and water extensions. Requirements by Contractor: NCDHHS‐ All permits for hazardous materials removals through the State of North Carolina are responsibility of the contractor.

98. Question: 072119, 1.5(B)1. refers to an "Independent Inspector". "Independent Inspector" isn't mentioned anywhere else in the specification section. Is there a requirement for an Independent

Inspector for the foamed‐in‐place insulation?

Answer: Intent of article is to include all parties with an interest in the foamed‐in‐place insulation. Invitations to pre‐construction meeting needs to be extended to all. Thermal barrier over foamed‐in‐place insulation is subject to special inspections as specified in Section 072119

1.5.B.1.

99. Question: 072119, 1.5(B)6. Reads "Review field quality control procedures". The specification section doesn't seem to include anything about field quality control procedures. Please advise.

Answer: The field quality control procedures are the responsibility of the manufacturer, applicator and contractor and methodologies and protection of adjacent surfaces and workers should be reviewed at the meeting.

100. Question: substitution request made for the use of the following item: Masterseal AWB 660 product

Answer: The applicable specification is SECTION 072726 FLUID APPLIED MEMBRANE AIR

BARRIERS. Substitution requests are not being evaluated at this stage of the project.

Substitution requests will be evaluated in accordance with SECTION 012500 SUBSTITUTION

PROCEDURES after award.

101. Question: ABI 1 is for Fabricated Storage Building—what electrical will be required inside the building?

Answer: The contractor is only responsible for providing a feeder to terminate into a single point of connection ( panelboard provided as part of this fabricated building). All electrical work within the building should be part of the building package as indicated in spec section 13 34

23.10‐2.2 (Fabricated Storage Building).

102. Question: Sheet ES010 indicates conduits for future Guard House—where is this to be located?

Answer: The future Guard House is not part of this project. Provide empty conduit and handhole at location shown on ES010.

103. Question: Sheet ES010 references future Guard House—what are the electrical requirements?

Answer: The future Guard House is not part of this project. Provide empty conduit and handhole at location shown on ES010.

104. Question: Future guard house is not referenced as one of the additive bid items—are we to provide electrical pricing for this?

Answer: The future Guard House is not part of this project. Pricing shall include only conduit(s) and handhole(s) to the location as shown on drawing ES010.

105. Question: Sheet E‐601 note 5 states if ABI 1 is accepted install wiring to guard house—ABI 1 is for fabricated storage building—are we to include pricing for the guard house with this ABI?

Answer: Keyed Note 5 on sheet E‐601 references Fabricated Storage Building not the Guard

House.

106. Question: Sheet ES010 note 5 indicates dimensions for a in ground hand hole for future control waste building, this symbol is indicated at a few other locations on sheet ES010 with no notes are these Hand holes the same size as note 5 hand holes?

Answer: Yes. Use the same size as note 5 handhole.

107. Question: Control waste building is not listed as an ABI, is pricing to be provided—if so what are electrical requirements?

Answer: Specification section 012300; Article 3.1.A calls for ABI No. 1 to be the Controlled Waste

Handling Facility. It is specified in Section 133423.10 ‐ Fabricated Storage Building".

108. Question: We have reviewed the specification and drawing that you provided and I have several concerns regarding the requirements. It appears that the specification does not align to what is shown on drawing A‐801. The specifications provided to me will require a custom building to meeting the specifications listed and will not be labeled FM Approved as required by the specification.

Answer: The requirements shall be as specified in Section 133423.10.

109. Question: Drawing A‐801 shows 2 types of buildings ‐ The chemical storage building is labeled as D3 for a 2 Bay Storage Building. However the specifications do not match the drawing shown, but reference an onsite steel building addition. Please confirm if there is an additional specification for the chemical storage building only.

Answer: There are two separate ABI's shown on Drawing A‐801. Refer to Section 012300 Additive

Bid Items (ABI) for definition.The requirements for the Fabricated Storage Building shall be as specified in Section 133423.10.

110. Question: Submittals ‐ The detailed submittals listed exceed what is provided for standard chemical storage buildings purchased with GSA pricing, but are typically seen for an onsite design building projects. If PE Stamped submittal and a custom Operation Manual are required, the submittal charges will increase the order costs in excess of $6000.

Answer: The requirements shall be as specified in Section 133423.10. Signed and sealed anchor bolt calculations are required per Article 1.3.B.1.

111. Question: NC State Approval if needed ‐ If a NC State Approval is required for the project by the Local Fire Marshal supporting the site, then additional options will be required and the costs will increase a minimum of $8000. Please confirm if this location is on a military base or supported by a Local Fire Marshal. This will determine what submittal approvals will be needed.

Answer: Local permits are not specified in Section 133423.10 and are not required.

112. Question: Samples ‐ Samples are not provided for chemical storage submittals.

Answer: The requirements shall be as specified in Section 133423.10.

113. Question: Required sump containment ‐ 12" minimum sump containment required exceeds the

FM requirements of 25% required of the total volume for this building. Increasing the sump will raise the height of the building by 12" and increase the costs unnecessarily.

Answer: The requirements shall be as specified in Section 133423.10 and as indicated on Drawing A‐

801 Detail D3.

114. Question: Standard warranty ‐ Our standard warranty is 15 years structural, but only 1 year for manufacturer defects and installed options. Our warranty is attached for your review.

Answer: The requirements shall be as specified in Section 133423.10.

115. Question: Wind load and seismic category ‐ Confirm the wind load and seismic category required. The wind speed and seismic category specified are custom for the Risk Category III and

IV building types. There will be a difficulty in meeting a Seismic Category D when only C is required when a 150 MPH wind load is required, because the wind load requires additional structure to provide strength; whereas, Seismic Category D requires additional flex in the steel building design that will not allow the wind load required using standard FM construction as listed. We recommend a 150 MPH wind load and the Seismic Category C as required for the location for Risk Category III and IV building types.

Answer: See amendment 0002, revised Section 133423.10. section 2.1.A.5 for wind load requirements Reference specification 133423.16 section 2.1.A.6 for seismic requirements. The fabricated storage building shall be Risk Category III. The Seismic Importance Factor shall be 1.25.

The Seismic Design Category shall be C.

116. Question: Sloped sump ‐ Slope sumps are not standard for chemical storage buildings and will require a custom base design to provide for the required spill containment.

Answer: The requirements shall be as specified in Section 133423.10 and as indicated on Drawing

A‐801 Detail D3.

117. Question: Roof and gutters ‐ A flat roof and gutters are not provided for chemical storage buildings. FM approved construction includes a sloped roof design to prevent water accumulation and gutters and downspouts will not be provided.

Answer: D5/A‐801 indicates a sloping roof. It is the design intent that the roof of the fabricated storage building slopes to drain. See Amendment 0002, revised section 133423.10 2.2.g.

118. Question: Electrical supply of 480 voltage /3 phase ‐ We can provide a transformer to accept a

480v/3ph electrical supply, but the alarm panel and water heater will need to be provided by others in the field using a separate connection.

Answer: Provide electrical power service per Section 133423.10 Article 2.2.H. The general contractor is responsible for split of responsibilities and means and methods.

119. Question: Audible and visual alarms ‐ Alarms for interior use are not standard items for chemical storage buildings, since these buildings are not a personnel occupied buildings. Any audible and visual alarms supplied will be mounted on the outside of the building and be non‐ explosion proof electrical options as required per industry standards. Any audible and visual alarms required for inside the building will need to be supplied by others and installed in the field

Answer: All required fire alarm devices within the interior of the chemical storage building shall meet Class 1, Division 1 classification per Section 133423.10 Article 2.2.O. Exterior fire alarm devices are not required to be explosion proof.

120. Question: Sprinkler system ‐ Please confirm the options required for the water sprinkler system that will need to be supplied as part of the building design or will be installed by others in the field. Please provide additional information for the water supply hook‐up needed, so that we can confirm the components needed.

Answer: Provide fire protection systems per Section 133423.16 Article 2.2.P. The general contractor is responsible for split of responsibilities and means and methods.

121. Question: Fire alarm panel ‐ The custom fire alarm panel will need to be supplied by others and installed in the field. This is a custom fire panel that is not typical for a chemical storage building.

Answer: Provide fire alarm systems as specific in Section 133423.10 Article 2.2.O. A fire alarm panel is not required for the chemical storage building. Chemical storage building fire alarm system devices to interface with Readiness Center fire alarm system control panel via addressable modules.

122. Question: Ventilation ‐ FM requires 6 air changes per hour for buildings with mechanical ventilation. Minimum air changes per hour cannot be confirmed for passive ventilation buildings, so a mechanical ventilation system is required.

Answer: Specification Section 133423.10 Para 2.2.E provides the heating and ventilation design requirements. Space was designed per National Guard DG 415‐1, Table 3 Mechanical

Requirements ‐ Part 1. FM not applicable.

123. Question: Eyewash and shower water supply ‐ We can provide an eyewash and shower to be shipped loose for field installation by others, but we will not provide the tank‐less water heater or water supply to the eyewash and shower. Installing the water heater inside the chemical storage building require a Class 1 Division 1 explosion proof water heater that will add a minimum of

$12,000 to the project. It is recommended that we ship the eyewash and shower loose and the contractor providing the water supply provide the installation of the eyewash and shower in the field at a nearby location. This will eliminate the need of the eyewash and shower being mounted on the exterior of the building.

Answer: Per Section 133423.10 Article 2.2.R. Emergency eyewash and shower as well as tankless instantaneous water heater to be provided and installed exterior to building, outside of Class 1, Division 1 requirements. Provide heat trace as required by Section 133423.10 Article 2.2.I. The

General Contractor is responsible for the split of responsibility and who shall furnish these fixtures.

124. Question: Rough‐in inspections ‐ Our chemical storage buildings are prefabricated with all options installed and tested at our factory prior to shipment. Any construction inspections required will need to be scheduled at our plant in Wilkesboro, NC and will increase the costs of the project due to scheduling requirements.

Answer: The requirements shall be as specified in Section 133423.10.

125. Question: Inspection written reports ‐ No inspection reports will be provided.

Answer: The requirements shall be as specified in Section 133423.10.

126. Question: Will Oracle Elevator Company be considered an approved elevator manufacturer for this project?

Answer: The applicable specification is SECTION 142100 ELECTRIC TRACTION ELEVATORS.

Substitution requests are not being evaluated at this stage of the project. Substitution requests will be evaluated in accordance with SECTION 012500 SUBSTITUTION PROCEDURES after award.

127. Question: Will Abell Lift Systems be considered an approved elevator manufacturer for this project?

Answer: The applicable specification is SECTION 142100 ELECTRIC TRACTION ELEVATORS.

Substitution requests are not being evaluated at this stage of the project. Substitution requests will be evaluated in accordance with SECTION 012500 SUBSTITUTION PROCEDURES after award.

128. Question: Drawing A‐713 General Note 15 details that “Privately Occupied Rooms Shall Have a

Removable Name Tag for Occupant.” Sign Type RI (B4 / A‐713) details “For Private Offices, Sign

Message Shall Be 6” – 7” Type Written Insert.” Sign Schedule per A‐711 & A7‐12 Note #6 details and identifies (6) specific locations where we are to “Provide Instructor or Occupant Identity Sign

Mounted with Bottom 3” Above Top of Sign Type RI.” Please clarify exactly which rooms are to include Window Signs (ie. Insert Windows integral to the ADA Sign) and/or which are to include a

Separate Insert Window NOT Attached to the ADA Signs. Please provide a detailed drawing of all required sign types/sizes and a schedule detailing their location(s).

Answer: The location and sign schedules are provided on the signage plans on drawings A‐711 and

A‐712, and in the signage details on A‐713.

129. Question: Drawing A‐713 General Note #18 details to review the “Building Identification Sign at Roadway” per the Landscape Drawings. Landscape drawings note an existing Monument to remain protect during construction, but no additional signage work. Please clarify that no signage work is to be included in this scope regarding a Monument / Roadway Sign.

Answer: No Building Identification Sign is required at the roadway per Landscape Drawing L‐100

130. Question: I am in receipt of the amendment #2. There is a lot of information to process in‐ which we required additional time to distribute to our subcontractors. Can an extension be granted, please advise?

Answer: See Amendment 0003

131. Question: Is it your intent to bid the project on Thursday? Due to the size of this amendment we would certainly appreciate you postponing the project.

Answer: See Amendment 0003

132. Question: requests an extension of the bid date due to the number of questions and answers, so that the subcontractors will have enough time to review and respond accordingly

133. Question: Due to the sheer volume of information that we just received in amendment #2, we would like to request a bid due date extension to at least August 29, 2017.

134. Question: I’m review the new section 00010 – Table 1.

CLIN 003 ABI #1 – Controlled Waste Handling Facility. Where are we to insert the number for CLIN

0003 AB #1 for Controlled Waste Handling Facility. This also applies for CLIN 0004 ABI #2 General

Purpose Training Bay.

The Total CLIN 0001 to CLIN 0012 this will the total project times if we add the Site Improvements, Building General, Building ‐ Fire Suppression and Alarm Systems, Building ‐Plumbing, Building ‐

Mechanical HVAC, Building – Electrical, Building ‐ Communications and Security Systems from

CLIN 0001, CLIN 0003 and CLIN 0004

Answer: See Amendment 0002 pages 9 to 11. A dollar sign is identified for each element of each

CLIN where a price is required. A dollar sign is also identified where totals prices are required. The total for CLINS 0001 to CLIN 0012 is the total for all CLINs totals.
