National Guard Readiness Center, Wilmington, North Carolina
135. Question: Specification 010000, 1.29‐ Says it was determined that Government operated utilities are not adequate and will not be furnished to the contractor. Does that overrule section 015000 which says we can use owner utilities for construction use? Please clarify.
Answer: See Amendment 0004, revised Section 015000
136. Question: Sheet E‐701 lists (7ea) Type F COMB/HOAP. Please provide specifications for these items. More information is needed for supplier and electrical subcontractors to price accurately.
Answer: See Amendment 0004 revised Section 262913.03 para. 2.4
137. Question: On the Civil drawings part of the curb and gutter will be remove, refer to CS101, but the remaining curb and gutter has a measures of 24 inches base on field measurements at Pre‐ bid. The new curbs and gutter will measure 30 inches, refer to CS700 C1. I would like some clarification to whether us 24 or 30 inch curbs and gutter?
Answer: See Amendment 0004. Revised Detail C1 on Drawing CS700
138. Question: Drawing I‐001 Interiors Finish Legend Indicates SC‐1 for both Integral Colored Concrete and Concrete Floor Sealer. Is the colored concrete to be used at all locations where sealed concrete is used?
Answer: See Amendment 0004, Drawing I‐001. No integral colored concrete is required. Use
Concrete Floor Sealer SC‐1 only for all locations. Drawing I‐001 Finish Legend has been revised to delete Integral Colored Concrete from the schedule.
139. Question: Spec section 014000 paragraph 1.7.B.1 states the quality‐control manager may also serve as project superintendent. Can the superintendent also serve as Site Safety Health
Officer or is a separate individual required for that position?
Answer: The superintendent can serve as the Site Safety Health Officer. See Amendment 0004, Section 010000 Article 1.1.E.
140. Question: In spec. section 010000 in paragraph 1.26B an additional office trailer is called for separate from the one specified in section 015000 paragraph 2.2B. Is it correct to assume that two office trailers will be required on this project?
Answer: Only one office trailer for GOVERNMENT use is required. The specifications for the trailer shall be as indicated in SECTION 015000 Article 2.2.B. See Amendment 0004, Section
010000
141. Question: Under 084113, 3.5(A), the specification reads, "Testing Agency: Owner will engage a qualified testing agency to perform tests and inspections". Under 084413, 3.5(A), the specification reads, "Testing Agency: Engage a qualified testing agency to perform tests and inspections". Since the same tests are required under each of these specification sections, it would seem that the same testing agency would handle all of this testing. Will hiring the testing agency be the responsibility of the Contractor or of the Owner?
Answer: Testing will be by Owner per Sections 084113 and 084413. No changes are required.
The only storefront is the entrance doors at the vestibule and some interior glazing at Family
Readiness.
142. Question: Required sump containment ‐ 12" minimum sump containment required exceeds the
FM requirements of 25% required of the total volume for this building. Increasing the sump will raise the height of the building by 12" and increase the costs unnecessarily.
Answer: The dimensions and minimum depth of containment of 12 inches shall be as specified in Section 133423.10 and as indicated on Drawing A‐801 Detail D3.
143. Question: The Asbestos Survey Prepared by Withers & Ravenel, Inc. Dated December 2007 only has POSITIVE 9’’ Floor Tile & Mastics shown on the 1st floor Main Rooms #1 – 16, 19 – 23, 27, 29, 31, 32, and 33. Also, the TSI in the Boiler Room in the Basement Room #15. The report shows that the 12’’ floor tile and mastics on the 2nd floor came back NEGATIVE. After visiting the site and doing some investigating, it was found that the 12’’ floor tile was laid over OSB board and the OSB boards was laid over the old 9’’ Floor Tile that was found to be POSITIVE containing asbestos on the 1st floor. Can we confirm that the 9’’x9’’ floor tile is throughout the
2nd floor and not just the 1st floor.
Answer: The report provided in the contract documents is the latest information available. No additional information is forthcoming.
144. Question: Sheet A‐610 details the locations of the manual roller shades that are specified in section 122413. However, detail B5 on sheet A‐610 indicates that a shade is to be installed on the door with the note “NOTE: POWER ROLLER SHADE SHALL BE IN CHANNELS AT DOOR”. Is this a different specified shade, or a wrong indication, or something that is supposed to come with the door?
Answer: The door in question is a storefront door into Family Readiness. It is fully glazed with manual roller shades in channels to hold the shade in place when the door is opened and closed.

145. Question: Please provide a fuel tank size/run time for the generator
Answer: Minimum of 4 Hrs (Class 4) running time as indicated on generator EPSS Class (Refer to
Spec section 263213.13‐2.3‐C & 263213.13‐2.5‐F. 2).
146. Question: Please provide a sound attenuation level/db(A) for the generator enclosure.
Answer: 90 dBA or less at 25ft (Refer to 263213.13‐2.4‐F‐2).
147. Question: Per plumbing fixture schedule on drawing P‐601 the Urinal is listed as Zurn Z5755‐U and the Lavatory is listed as Zurn Z5755‐U. Per Zurn's website the Z5755‐U is an Urinal. Please advise on the model number for the Lavatory.
Answer: See Amendment 0004, Drawing P‐601. Model number for Lavatory is Zurn Z5220.
148. Question: Our company does air barrier testing and infrared scans of new federal construction.
The specifications for this work are typically listed in sections "07 5 12" and "07 27 10" . I have not been able to locate these specifications for this project. Is this a possible over site?
Answer: No, there is no oversite. Whole building leakage testing is not required.
149. Question: Do the locker details on C5 & D5/A‐552 apply to both locker types (type 1 and type 2)?
Answer: Details C5 and D5 on Drawing A‐552 apply to Locker Type 1. Locker Type 2 does not require detailing as the specifications cover them adequately.
150. Question: I have been unable to locate any access doors on the plans. Does section 083113 apply to this project? If so please provide locations.
Answer: Refer to Drawing A‐001 Architectural General Note #14 and Reflected Ceiling Plan A‐
111 General Note #23 for access door requirement.
151. Question: Four fire extinguishers are shown on sheet G‐105 but no brackets or cabinets are noted on A‐105b. Are fire extinguisher brackets and/or cabinets required at this area?
Answer: Fire extinguishers are required at these for locations as indicted on Drawing G‐105 The two in the corridor are in semi‐recessed fire protection cabinets. Those in Electrical and
Telecomm are bracket mounted. Contractor is required to identify mounting type with submittals per Section 1044131.4.F.
152. Question: The description of ABI #4 in section 012300 mentions Assembly Room 124. The
Assembly Hall is room 132. Is room 132 the correct room? If so is the Ground Face CMU for
ABI #4 required to be full height from floor to deck since there is no ceiling in this room?
Answer: Reference should be to Assembly Hall 132, not Assembly Room 124. See Amendment
0004, Section 012300.
153. Question: Are all CMU walls to be fully grouted per note 10 on S‐201?
Answer: The structural drawings indicate that all load bearing cmu walls shall be grouted solid.
Reference S‐201 note 10 and C1/S‐503 TYPICAL REINFORCED CMU DETAILS note 7. The structural drawings indicate that all non load bearing cmu walls shall be grouted at reinforced cells only. Reference C1/S‐503 TYPICAL REINFORCED CMU DETAILS note 5.
154. Question: I have been unable to locate any plastic paneling on the plans. Does section 06640 apply to this project? If so please provide locations.
Answer: Plastic panels are required in custodial closets. Reference detail A4 on Drawing A‐553.
155. Question: There is a spec section for intumescent fireproofing (078123) and intumescent paint
(099646). I have only been able to find references to intumescent paint at the top of CMU walls noted on some of the details on A‐511 and A‐512. If intumescent paint only required at the foamed in place insulation at the top of CMU walls as noted on the details on A‐511 and A‐
512? If required at any other locations please provide information. And does intumescent fireproofing apply to this project? If so please provide locations and information.
Answer: Drawings G‐104 and G‐105 have notes in a shadowed box explaining the extent of applied fireproofing. Intumescent paint is used as a thermal barrier over exposed foam insulation. Intumescent fireproofing is offered to contractor as an alternative to applied fireproofing.
156. Question: Is applied fireproofing only required at the columns along column line G noted on the details A1, A3 & A4/ A‐541? If required at any other locations please provide information.
Answer: Drawings G‐104 and G‐105 have notes in a shadowed box explaining the extent of applied fireproofing. Area with grey poche' is the area of the second floor that needs to be protected.
157. Question: My team is pursuing the subject solicitation as a Joint Venture (JV). We would like to know if a JV agreement should be included in our proposal to be submitted? Please advise
Answer: See Amendment 0004
158. Question: Please accept this email as an RFI to gain access to the electronic layered/vector files for the civil package for the Wilmington Readiness Center.
Answer: Electronic files will not be made available at this time
159. Question: This question is in regards to the metal shelving that is found inside of the wire mesh cages. Drawing A‐554, details D2 and D3 of this shelving is what I see in every one of the
Readiness and Reserve Center projects that bid. With the number of shelves, spacing requirements, side and back sway braces for an open shelving unit as shown in the details.
However, when you go to the specifications for this shelving; Section 105613, Specifically, page
4, paragraphs 2.2, Lines 4, 5 and 6. Line 4 is for the sway/cross bracing that the drawing elevations show. But lines 5 and 6, call out for the backs and end panels to have closed panels on them. Which is the opposite of using the sway braces. Which item is required? Sway/cross braces for open units or closed backs and sides panels?
Answer: End panel and back panel per article 2.2.A.5 and 2.2.A.6 are not required. See
Amendment 0004, Section 105613.
160. Question: Same spec Section 105613, specifically, page 4, paragraphs 2.2, Lines 14, items A and
B. A is the same closed end panel I asked about above, but Line B asks for shelf label holders.
Are the shelf label holders needed? They are not shown on the shelving elevations of A‐554 details D2 and D3, and I’ve never seen them on any one of the previous Readiness or Reserve
Center project before.
Answer: Article 2.2.A.14.a is not required. Article 2.2.A.14.b is required. See Amendment 0004, Section 105613
161. Question: I noticed on sheet G‐101 note 2 & 5 show that the structural steel on this drawing will have a 0 hr. rating, but there are specs for the fireproofing with SFRM and Intumescent paint. Let me know what hourly rating you would like these both to have (ie. 1 or 2hr). See the attached table 601.
Answer: The intumescent paint is for the purpose of a thermal barrier over exposed foam insulation.
Drawing G‐101, general note 1 states that the Life Safety Plan is supplemented by a fire protection and life safety report. The building is of construction type IIB and IBC Chapter 6 does not require a fire rating on various elements of the building. However, per both Drawing G‐101 and the report, the project is under the North Carolina Building Code, which is stricter than the
2009 IBC in terms of occupancy separation as explained.
Drawings G‐104 and G‐105 clearly poche’ areas of the second floor where a fire separation is required between the S‐1 occupancy on the first floor and the B occupancy on the second floor.
The boxed and shadowed notes explain the extent of the fire protection on the elements supporting the second floor in the areas of poche’.
