Administrative items- Site Visit

A site visit will follow this presentation
The site visit address is 2412 Infantry Rd Wilmington NC 28405, Approximately 4.5 mile drive. The intent is to begin the site visit 20 minutes after closing out the Q&A session
Any questions you have during the site visit should be followed up in writing for an official response in accordance with the solicitation.
A secondary organized site visit is not scheduled but might be if deemed necessary only by the Government
Pre-Bid Conference and Site Visit: Please write your questions in the index cards provided. Provide your name, title, company name, email and phone number. Questions and answers will be discussed during the conference after a break session.
IMPORTANT: Submit all questions (including questions provided in the index cards) in writing via email following the instructions in Section 00100 of the solicitation.
Submit questions to MAJ Derek Meilinger and Karla Garcia. See Section 00100 for instructions.
Questions and official answers will be posted on FBO on a non-attribution basis with solicitation information at www.fbo.gov
Submit questions NLT 5th business day prior to bid opening (currently Aug 24th). Do not contact the A/E or any Gov engineering personnel directly.
Amendments will be only issued only if there is a change in the solicitation, specifications or plans

Process for Questions and Answers

Project Overview

Permanent construction 50,150 SF building with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems
Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project.
Will meet a USGBC LEED® Silver Certifiable level of construction.
Will support training and administrative requirements for the North Carolina Army National Guard (NCARNG)
High-priority reprogramming action of Congress to replace a facility damaged through an act of nature.
This project is critical to the state of North Carolina due to the current situation of the Wilmington Readiness Center being uninhabitable due to mold and other life, health, and safety concerns brought on when Hurricane Irene hit in 2011.

Invitation for Bids Procedures

IMPORTANT: Refer to the solicitation and FAR Part 14 for details

Public bid opening occurs. Prices are read to the public. There will be no discussion
Bidders must submit sealed bids to be opened at the time and place stated in the solicitation for the public opening of bids
After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.

Determination of Responsibility IMPORTANT: Refer to the solicitation and FAR Part 9 for details

A bidder is determined to be responsible in accordance with FAR 9.104

To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work.

CLINS 0003 through 0012 are additive bid items.

The Government will determine apparent low bidder in accordance with the procedure described in provision 252.236-7007, Additive or Deductive Items.

Invitation for Bids Procedures Additive Bid Items- DFARS 252.236-7007 How is the low offeror determined and the items to be awarded determined?

The Gov will determine the amount of funds available before the bid opening
Low offeror shall be:
Eligible for an award
Offers the lowest aggregate amount for the first or base bid item, plus or minus (in the order stated in the list of priorities in the bid schedule) those additive or deductive items that provide the most features within the funds determined available

How is the low offeror determined and the items to be awarded determined?

Invitation for Bids Procedures Additive Bid Items- DFARS 252.236-7007 The KO will evaluate all bids on the basis of the same additive or deductive items.

If adding another item from the bid schedule list of priorities would make the award exceed the available funds for all offerors, the Contracting Officer will skip that item and go to the next item from the bid schedule of priorities; and

Add that next item if an award may be made that includes that item and is within the available funds.

The Contracting Officer will use the list of priorities in the bid schedule only to determine the low offeror. After determining the low offeror, an award may be made on any combination of items if –
It is in the best interest of the Government;
Funds are available at the time of award; and
The low offeror's price for the combination to be awarded is less than the price offered by any other responsive, responsible offeror.

Example The amount available is $100,000.

The aggregate amount of offeror A's bid for purposes of award would be $99,000, which includes a base bid plus the first and fourth additives.

The second and third additives were skipped because each of them would cause the aggregate bid to exceed $100,000.

What to expect at the Bid Opening Bid opening officer (BOO) will announce exact time bids are due and that no more bids will be accepted If there are ABI’s, the amount of funds available will be announced, and announced for each source of funds Bids are opened and read out loud with no comment on responsiveness (FAR 14.301) of bids, and recorded BOO opens Government estimate, records Abstract will be certified and posted to www.fbo.gov as soon as practical. Low bidder determined in accordance with DFARS 252.236-7007

IAW Clause 252.236-7008, Contract Prices- Bidding Schedules (Dec 1991).The prices shown in the Bidding Schedule must reflect ALL costs involved in performing the work, as described in the plans and specifications.
Section 00600, Reps and Certs
In addition, the offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov
Acknowledge all Amendments (SF 30)
Bid Bond/Guarantee, 20% (Standard Form 24)
The bid opening will occur at the time and date specified in Block 13 of the SF1442 at 4201 Reedy Creek Road Raleigh NC 27607 United States Property and Fiscal Office Conference Room
Hand Carried Bids- must be deposited in the repository prior to the time established for opening of bids.
Mailed bids- must be received at the location specified in block 7 of the SF1442 prior to the time established for opening of bids.

Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304 and in accordance with clause 52.214-7.
