About this file
This document provides guidelines for preparing an in-brief presentation for a value engineering workshop related to a federal design-build contract opportunity for a fighter wing apron replacement project at Hill Air Force Base. The presentation guidelines outline topics the designer should cover, including the scope of design work, participating firms, site conditions, regulatory requirements, basis of design, design concepts, user input received, constraints imposed by the owner, applicable codes, cost estimate, and construction phasing. Providing this information will help the value engineering team understand the factors that influenced the design and avoid duplicating prior efforts. The federal contract opportunity involves removing and replacing the pavement and sunshade shelters on the West portion of the 388th/419th Fighter Wing apron at Hill Air Force Base, which has exceeded its 40-year design life. In addition to new pavement and shoulders, one additional crew shack will be provided and the apron will be re-marked. The awarded design-build contractor is responsible for completing the design and construction in accordance with the criteria and standards specified.

Preparing the In Brief Presentation for Day 1
General guidelines
The Designer, the Client, and the VE team are all actively involved in the planning and design of the project and are vested in providing the best solutions available to make each and every project a success. They have spent a great deal of time and effort in developing the design and their insight is invaluable in further evaluating the options and alternatives that could potentially be implemented.
The design, typical for most projects, is influenced by outside input from many sources. To perform our work most efficiently, the value engineering team needs to understand the factors that have influenced the design to date. The goal is to avoid duplication of efforts and to aid the VE team in becoming familiar with the project.
To achieve this objective, the Designer is asked to give a presentation at the beginning of the VE workshop session on day one. To assist the Designer, the following information, at a minimum, is listed to guide the discussion:
● Scope of the Designer's effort
● Participating firms
● Existing site conditions
● Regulatory requirements
● Basis of design
● Rationale and steps in the development of design
● Design concepts for civil, landscaping, etc.
● Pertinent information from user participation
● Constraints imposed by the Owner
● Appropriate codes
● Explanation of information provided by the Designer to the VE team
● Summary of the cost estimate
● Construction phasing
This information is provided as an outline to aid the discussion. The presentation is the Designers’ responsibility and they may conduct the initial presentation in the manner they feel most comfortable.
