B54 DESIGN FOR HVAC SYSTEMS IN NAVY ARTIFACT ROOM
SPECIFICATION CHANGES
The following specification is revised as of 2/25/2022:
1) 01 45 04.00 50 CONTRACTOR QUALITY CONTROL
a. 3.4.2 CQC System Manager
(i) Remove the second sentence in its entirety that reads:
“The CQC System Manager is the same individual as specified in Section 00 22 11, Paragraph 6.4.2.2.5.c.”
(ii) Delete the third sentence and replace with:
“The CQC System Manager shall have at least five (5) years' experience as a project quality control officer on projects involving multiple trades and subcontractors to include a project having a minimum gross area of 15,000 square feet or a minimum total value of $5,000,000.”
b. 3.4.3 CQC Personnel Remove the description paragraph in its entirety and replace with:
“In addition to CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist the CQC System Manager for the following areas: electrical, mechanical, architectural. As specified below, a separate individual does not need to be assigned to each discipline/trade area listed in the preceding sentence; however, the individuals performing the CQC function for the listed areas must be qualified for the area as noted below. In addition, separate individuals are not required to perform the administrative and submittals roles but they must have sufficient time to perform their duties as noted below. These CQC personnel must be directly employed by the prime Contractor and may not be employed by a supplier or subcontractor on this project; be responsible to the CQC System Manager; be physically present at the construction site during work on their areas of responsibility; have the necessary education and/or experience in accordance with the experience matrix listed herein. These individuals may perform other duties but must be allowed sufficient time to perform their assigned quality control duties as described in the Quality Control Plan. A single person may cover more than one area provided that they are qualified to perform QC activities in each designated and that workload allows.
Experience Matrix Area Qualifications
a. Mechanical 5 yrs related construction QC experience with mechanical features of work in the field
b. Electrical 5 yrs related construction QC experience with electrical features of work in the field
c. Architectural 2 yrs related experience”
Specification 01 45 04.00 50 has been updated with the above changes and attached herein.
END OF AMENDMENT
SECTION 00 70 00 - CONDITIONS OF THE CONTRACT
The following have been modified:
252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)
(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.
(b) The Contractor shall--
(1) Check all drawings furnished immediately upon receipt;
(2) Compare all drawings and verify the figures before laying out the work;
(3) Promptly notify the Contracting Officer of any discrepancies;
(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and
(5) Reproduce and print contract drawings and specifications as needed.
(c) In general--
(1) Large-scale drawings shall govern small-scale drawings; and
(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.
(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.
(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:
