Inquiry ID: 9533780 On the SF1442 the due date is listed as 20 January, but on page 5 in the Electronic Bid Submission in DoD SAFE instructions the due date is stated as 14 January.

Can you please confirm the due date?

Government Response: 9533780 Per the instructions on Page 5 Electronic Bid Submission in DoD SAFE:

All proposals must be uploaded into DoD SAFE infrastructure not earlier than 14 January 2022 and not later than the date/time specified in Block 13 of the solicitation. Bidders will require a unique "request code" to upload bids into DoD SAFE, which must be obtained by email only to the following POCs: Allen Scott Brainerd at allen.s.brainerd@usace.army.mil and Dianne Grimes at Dianne.K.Grimes@usace.army.mil and cc'd PPMDContracts@usace.army.mil with your email request. The POCs must receive the mail for the "request code" NLT 1:00 PM (EDT) 19 January 2022.

The due date is specified in Block 13. The 14th as stated above is the earliest you can upload the proposal.

Inquiry ID: 9546805 Due to the weather there was some confusion at the site walk yesterday and a delay in the visitor center opening.

Some contractors left not knowing there was a delay. Can you schedule another site walk?

Inquiry ID: 9546818 On the site visit we noticed several holes in the ground near the existing transformer. They appear to be a drain of some sort. What is the intent for these holes?

Government Response: 9546818 The holes in the ground are not in the scope of this project. There is space for the generator pad to be located clear of the holes.

Inquiry ID: 9546979 Due to weather and associated delays, we were unable to attend the site visit on 1/5/22. Would the government be willing to schedule another site visit for sometime the week of January 10th? If so, will previously registered attendees need to resubmit personal/vehicle information for the second site visit?

Inquiry ID: 9549040 In room 126, there are four duct detectors that are not listed on the drawings. Are these to be demoed and removed or are they to be saved and reused?

Government Response: 9549040 The duct detectors are not needed and can be demoed and removed.

Inquiry ID: 9549068 Please reference the thickness for the overhead coiling doors on the door schedule. Door schedule calls for a 3" thick door; however, the standard thickness for coiling doors is 25/32". According to our vendor, there are no suppliers that supply a 3" thick door per this specification. Is this a mistake?

Government Response: 9549068 Door schedule is incorrect. Specifications are correct. Product specified is an Insulated Heavy-Duty Rolling Door.

Inquiry ID: 9549148 Please clarify the finish for the interior slats of the overhead coiling doors. Should they be bare metal like the existing or painted Manor Brown like the exterior? Also, will the bottom four slats on the interior require the safety yellow paint like the existing?

Government Response: 9549148 Bare metal with the bottom four slats (12 inch AFF min.) painted safety yellow.

Inquiry ID: 9550578 Demo Keynote 10 on sheet AD102 states that the contractor is to breakdown the HDC storage units and store them in a location designated by the DSCR. Has a space been identified for storing these units? Will contractor be allowed to store in a warehouse location on-site or is contractor expected to store these in contractor provided temporary storage units? Lastly, will these units be reassembled in the same location in Room 111 (High Density Compact Storage)?

Government Response: 9550578 DSCR staff will provide a space on-site for storage. No off-site storage or contractor temporary storage will be required. The units are expected to be reassembled in the same location/configuration in room 111.

Inquiry ID: 9550935 01 35 26, 1.5.1.1 states that the SSHO cannot serve as the Quality Control Manager or serve as the Superintendent.

01 45 04 states that the QC cannot serve as the SSHO or the Superintendent.

This would lead us to the conclusion that 3 personnel employed by the prime contractor must be on site 100% of the time to serve as separate and independent Site Superintendent, SSHO, and QC. No one person can dual hat either position.

Please confirm the wording in these spec sections are correct and the government intends to require 3 full time managers/supervisors on site 100% of the time during construction?

Government Response: 9550935 The wording is correct in those specification sections. The Government requires 3 separate persons for the position of SSHO, Superintendent and QC Manager on site 100% of the time during construction

3.4.2 states that the CQC System Manager shall have projects with a minimum total value of $35,000,000. The government's estimate for this job is $1,000,000 - $5,000,000; why is $35,000,000 the MINIMUM requirement for personnel?

Inquiry ID: 9551064 Can you please provide more information on the HDC storage units to be relocated? What's the quantity, breakdown & install instructions, etc? Also, can you please provide pictures of the units, so we can have an idea on how to price accordingly. Please provide manufacturer cut sheets and O&M's.

How far will the units need to be moved; within the same building or to another location?

Government Response: 9551064 The HDC Storage units will be removed from the scope of work for this project. They will instead be disassembled and moved by others before construction. Will be Incorporated in Amendment 0005.

Inquiry ID: 9551065

Note 1 states to remove ceiling tiles but retain grid. Can the grid remain in place or should it be removed in it's entirety and stored until we are ready to install new ceiling tiles, after MEP work?

If the grid is to be removed and stored for reinstallation at a later date, is there a storage location at the facility or do we need to coordinate for transportation and storage in the laydown area?

Government Response: 9551065 The grid can be removed at the contractor's discretion and reinstalled at a later date. Contractor can provide storage in laydown area not exposed to the elements

Inquiry ID: 9551071 The laydown area is on the opposite side of the artifacts building located at bldg 54. Is there a route through the building to transport materials and haul out trash? Or must we follow the haul route on G-003 for everything?

Government Response: 9551071 There is not an alternate route through the building.

Inquiry ID: 9551075 Will daily or weekly staging of small amounts of material be allowed in the parking lots on the west side of the building?

Will any contractor personnel be able to park in the parking lots on the west side of the building or must all contractor vehicles remain at the storage area and be transported in and out daily to Bldg 54?

Government Response: 9551075 The awarded contractor will need to provide a site plan with their requested area for the staging. For bidding purposes, assume that all material will need to be stored in allocated laydown area or within the building at the loading dock area. No parking will be permitted in the parking lots on the east side of the building. The west side of the building is the construction area for the B54 roof renovation project.

Inquiry ID: 9551083 Note 1 says to reinstall salvaged grid. There is no way 100% of the ceiling grid will remain undamaged during demo. Nor is it likely that all of the existing grid is 100% salvageable. In order to make sure all bidders make the same cost assumptions, and to avoid unnecessary claims for the government, is it possible for the government to mandate an allowance in the base bid for damaged grid, and add a Unit Price Item to the bid form for unsalvageable materials?

Government Response: 9551083 Bidders shall assume a percentage of the ceiling grid to be replaced. Each bidder can decide what percentage to use in their cost assumption.

Inquiry ID: 9551106 In the wall infill details, there are several notes for a steel post and plate shoring assembly. Can you provide additional details and/or a sketch for the shoring system required? Without as-builts and existing building loads, it would be hard to make sure bidders are making fair and even assumptions to cover appropriate costs for the shoring system.

Government Response: 9551106 For shoring post and plate associated with sections E1 and K8 on A-301, see revised sheets AD-101 and A-301. This shoring system will be left in place after glass block removal. For Shoring details D13 and J18 see revised sheets AD-101 and A-301. Will be Incorporated in Amendment 0005.

Inquiry ID: 9551132 There are a few locations where the roof needs to be cut and patched. There are no specifications for the roof. Can you provide more details on the type of existing roofing, patching required, and a spec section?

Are there any existing roof warranties that we should be concerned about?

Are there any special phasing considerations we should know about for working around building occupants or moving fixtures & equipment?

Will night and weekend work be required at all?

Government Response: 9551141 The hours of operation for this building are 0700 to 1700 Monday through Friday. No inside work after 1700 or on the weekends allowed.

Inquiry ID: 9551161 With the existing sprinkler main to be demo'd, will a 24 hour/7 days a week fire watch be required to be provided by the contractor during the sprinkler outage? If so, what is the square footage of the building sprinklers affected by the fire main to be demo'd on FD101?

Government Response: 9551161 Fire Watch to be provided in accordance with NFPA 241, NFPA 25, and Base Fire Plan. Only area affected by the removed main shall be placed out of service. Zone may be shut down for a short duration as required to isolate and cap the main at the location indicated on FD101. Remainder of zone must be placed back into immediate service.

Fire watch shall include only areas with sprinkler system impairments

Inquiry ID: 9551176 The existing equipment pad for CU-1 is being demo'd and a new concrete pad for ACC-1, in what looks like the same location. Is it necessary to demo the pad and install a new one in about the same footprint, only slightly smaller?

Government Response: 9551176 The existing CU-1 is a lighter piece of equipment. The new pad must be constructed to support the new 5000# chiller per the detail on M503. Pad shall be replaced to support the heavier equipment.

Inquiry ID: 9551199 Will both CLIN 0001 and CLIN 0002 be awarded at the same time? Or is it possible that only CLIN 0001 will be awarded and CLIN 0002 will not be excecated?

Government Response: 9551199 Both CLIN 0001 and 0002 are base CLINs both will be award at time of award. This solicitation does not have any option CLINs

Inquiry ID: 9551214 What are the limits of construction for CLIN 0002. Is the concrete pad, natural gas piping, and electrical conduit in CLIN 0001 or CLIN 0002? If the generator itself is CLIN 0002, what about the ancillary items and rough in? Do we need to prep the site in CLIN 0001 for a future generator?

Government Response: 9551214 Generator rough in and ancillary items shall be included in CLIN 0002. CLIN 0001 will not included prep for a future generator.

Inquiry ID: 9551226 Once the AHU is removed, is the contractor responsible for temporary heating/cooling and dehumidification? Or are there redundant systems that can cool and dehumidify the artifact room while the mechanic system is being overhauled?

Government Response: 9551226 Temporary heating and cooling is not required

Inquiry ID: 9551232 Please provide the O&M's for the existing fume hood exhaust fan referenced in Note 2 for manufacturer's recommended maintenance.

Inquiry ID: 9551309 Demo Keynote 1 on AD122 states that the contractor is to cut portion of existing roof for installation of new curb and mech. equipment; however, demo keynote 1 on MD112 says to reuse the existing roof curb. Please clarify.

Inquiry ID: 9551315 Demo keynote 1 on page AD112 states that contractor is to remove and dispose of ACT. This note is not present in Room 128. Is contractor expected to perform this scope in room 128 as well?

On page A112, there are no keynotes for rooms 128 and 129. Please clarify it contractors are expected perform keynotes 1 & 2 in rooms 128 & 129.

Inquiry ID: 9551421 There is a wide flange girt welded to posts in the middle of this infill, is this part of the shoring system for the louver infill? There is no structural steel specification, can you provide further details on the steel requirement for this?

Inquiry ID: 9551426 There is excavation, reinforced concrete, masonry, structural steel, and welding on this job. However, it does not appear there are any special inspections required. Will the government be hiring a geotechnical engineer directly to provide tests and inspections? Or should the contractor include in CLIN 0001 costs for the special inspector? Please provide a schedule of special inspection for masonry, steel, and concrete.

Inquiry ID: 9551439 There are 2 new concrete pads, one for ACC-1 and one for the generator, but there is no concrete spec. Are the details on M-503 sufficient or should there be a Div 03 concrete specification we need to adhere to?

Inquiry ID: 9551449 The note on the "typical exterior door still detail", says to scarify "AS REQUIRED" 1 inch of slab on grade concrete and provide topping to install the door threshold. There are 3 doors on the schedule that reference detail A1. This seems to be an ambiguous requirement. What is the determining factor for "as required". Should we assume every door on the schedule with a reference to detail A1 is required to scarify and provide topping for bidding purposes?

Government Response: 9551449 This detail shall apply to all exterior doors as listed on door schedule. Existing concrete has settled in some locations and will need to be built-up for proper installation of door threshold.

Inquiry ID: 9552173 If the site visit occurred on 1/5, can you please provide a copy of the sign-in sheet?

Inquiry ID: 9553433 In the RFP it states ProjNet will remain open for questions until 10 days prior to the due date. In Amendment 0001 the revised due date is 1/27 and ProjNet would close 1/17, two days before the second site visit. Can ProjNet remain open until Friday 1/21 in order to submit any questions from the second site visit?

Inquiry ID: 9556614 Reference Spec. 236426, paragraph 3.1.1.3. This paragraph references non destructive examination (NDE) of welded pipe and requires a report per ASME B31.9. NDE of welded joints seems excessive for a project of this size, nature, and scope. Please confirm NDE of welded joints is required. If it is required, please advise what specific methods are necessary as no direction is given on methods in the specification.

1. DESCRIPTION OF PROJECT

The subject project will provide labor, material, and equipment to construct an energy efficient HVAC mechanical system to condition Building 54 Navy Artifact Restoration rooms. Work includes removal of the existing mechanical system and installation of a separate packaged and ducted dehumidifier to provide dehumidification to meet space humidity level requirements. In addition, work includes alterations to the existing electrical system to serve new HVAC equipment, building envelope improvements, fire protection modifications, and the addition of a generator. Contractor will provide Test, Adjustment and Balance (TAB) work for the new systems and provide electrical connections to support new HVAC equipment within the mechanical room.

2. MAGINITUDE OF CONSTRUCTION

The magnitude of construction is between, $1,000,000 and $5,000,000 per FAR 36.204.

3. SOCIO ECONOMIC STATUS VALIDATION

This is a 100% Small Business Set-Aside IFB, in order to verify the bidder’s socio-economic status, the System for Award Management (SAM) website will be used to verify.
