PROJNET INQUIRIES

The following Bidder Inquiry and subsequent corresponding Government Response are hereby incorporated:

Bidder Inquiry 8899407: Presently a recent project is defined to be no older than seven(7) years preceding the date of issuance of the Solicitation. Some of the required relevant project criteria is very specific and as a result, competition will be limited with only a seven year time period. We request that the recent time period be revised to 10 years.

Government Response to 8899407: Factor 1 recent experience changed from seven (7) years to ten (10) years.

Please see amendment 0001 posted to beta.SAM.

Bidder Inquiry 8900094: This proposal was solicited previously and cancelled which allowed for previous experience up to 10 years prior for Factor 1. The current RFP limits to only 7 years for previous experience. Please allow for 10 years from the date of solicitation in order to expand the allowable competition based on the specific requirements.

Government Response to 8900094: Factor 1, recent experience changed from seven (7) years to ten (10) years.

Bidder Inquiry 8912027: I need clarification on the gas pressure regulators serving the two boilers (B-1 and B-2), the steam generator (SG-1), and the domestic water heater (PH-1), shown on the natural gas riser diagram on Sheet P-607. The riser, just downstream of VNG's meter indicates a service pressure of 14 in. w.c., and each gas fired appliance shows a gas regulator to reduce the pressure from 14 in. w.c. down to 7 in. w.c. A 14 in. w.c. service pressure is very unusual. For this type of facility, VNG normally would provide a 5 PSIG service pressure. I suspect that the service pressure will be 5 PSIG, and NOT 14 in. w.c. Are you able to confirm with VNG what service pressure they will be providing to this building at Langley AFB? If it is 14 in. w.c., as indicated on the drawings, then you may not need regulators at all. The 14 in. w.c. pressure may be suitable for the appliance regulators on each appliance. Also, regulators to reduce a service pressure of 14 in. w.c. down to 7 in. w.c. is difficult. Please advise.

Government Response to 8912027: Provide regulators as shown for boilers and steam generators. Regulators are not required for domestic water heaters. HDR has confirmed with vendors that a regulator sized for 14psi to 7psi is readily available.

Bidder Inquiry 8920195: We were asked tor review the solicitation for Audio Visual requirements. We do note that in the description there is reference to Secure VTC - additionally, the Furniture Amendment shows rooms that would require AV, however, there is no mention of AV. Is AV intended to be part of this solicitation or will it be procured separately.

Government Response to 8920195: We are providing pathways only on this project.

Bidder Inquiry 8932260: Part 3 of section 01 03 00 has several Clin options / alternates but the alternates are not included in Attachment 8 Clin Schedule or the Solicitation. Please advise.

Government Response to 8932260: Section 01 03 00 was removed from the solicitation in the amendment posted on 11/24. The CLIN schedule should now match the other bid documents.

Bidder Inquiry 8934140: The RFP states that each volume of our proposal should have the following page setup parameters: Margins – Top, Bottom, Left, Right – 1", Gutter- 0", From Edge – Header Footer .5", (11) point Arial or Times New Roman font. Does this mean that our proposal header and footer (i.e. page number, logo, font size, page indicators) have to fit within those parameters, or does apply solely to the response content?

Government Response to 8934140: This applies to all the content of the proposal.

Bidder Inquiry 8934658: AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT form is missing from addendum 3 upload.

Government Response to 8934658: Amendment 0003 is uploaded to beta.SAM.

Bidder Inquiry 8942489: Is it acceptable to use previously completed PPQ in our submission.

Government Response to 8942489: Per solicitation, section 5.3.1, "If there is not a completed CPARS evaluation, then an offeror shall submit Past Performance Questionnaire (PPQ) for each project included in Factor 1. Previously submitted PPQs are acceptable. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs."

Bidder Inquiry 8942507: Will the contractor be charged for power & water consumption? Section 011100, paragraph implies that these services can be provided from existing services at no charge. Notes 12 & 13 on Drawing CU101 seem to imply the same.

Government Response to 8942507: Yes, per 01 11 00 1.18 "All reasonable amounts of water and electricity required for this work will be made available..." There will be no charge to the contractor for consumption.

Bidder Inquiry 8942512: Will the entire construction site have to be enclosed by chain link fencing? If so, will fabric screening also need to be provided on the fencing?

Government Response to 8942512: The contractor will meet the requirements of 01 50 02.00 50 1.7.2 and 01 11 00 1.9.4. Chain link fence with screen are required.

Bidder Inquiry 8942519: Is wetland permitting required? If so, is the contractor responsible for obtaining & paying for the permits?

Government Response to 8942519: There are no wetlands located within the project site. Not wetlands permits are required.

Bidder Inquiry 8942527: In Details A4, B4, C4, A1, B1 & D1 on drawings A-521, it indicates to put wallcovering WC-1 on the face of the acoustical wall panels (AWP-1). However, in the Finish legend on drawing I-001, acoustical panels AWP-1 already have a Maharam fabric facing indicated. Are we to install WC-1 wallcovering on top of the fabric facing of the acoustical wall panels?

Government Response to 8942527: Acoustic panel to only have one fabric, which is the Maharam. WC-1 is not to be applied on top of the AWP-1 fabric. Future Technical Amendment will remove WC-1 text on details A4, B4, C4, A1, B1 & D1 located on sheet A-521 in future submission.

Bidder Inquiry 8942875: There are no fire extinguishers or fire extinguisher cabinets indicated on the drawings.

There is also no specification section for fire extinguishers or cabinets. Are we to assume that none will be required?

Government Response to 8942875: Fire extinguishers and cabinets are not required.

Bidder Inquiry 8943175: Would it be possible to push the bid date on the Air Force Targeting Center to January 7th? Due to the holiday and the multiple military projects bidding in the next few weeks, we hear from our subs that they're not going to have enough time. We want to assure the best value for the Corp and that are small disadvantage business community has the time to compete.

Government Response to 8943175: Please see amendment 0005 posted to beta.SAM for proposal due date extension details.

Bidder Inquiry 8947107: Decorative Film DF-2, 3M Product Pixela SH2FGPX has been discontinued. Also, while Aerina film (DF-1)is still available, it is not available in the size or configuration specified. Aerina comes in a 50" wide roll and has a linear gradation of 88% transmission at the top to 56% transmission at the bottom (see PDF).

The job specifications call for a swath of film that is 84" high with 24" of gradated film at the top, then 36" of non-gradated film, then 24" of gradated film at the bottom (see attached PDF's). It may be possible to create this effect using two different films with three separate pieces on each pane of glass, but it would be extremely difficult to perfectly line up the seams on all 71 panes. Please provide direction.

Government Response to 8947107: Replace with a similar product, DF-2 to be Lattice-G SH2FGLT-g. DF-1 is a custom gradient that 3M confirmed they can provide the product as specified. DF-1 to be a continuous sheet with a custom gradient that can be installed on the panes of glass. Will update finish key on Sheet I-001 in the next amendment.

Bidder Inquiry 8947423: Please provide another date when requesting a Request for Upload Code under Amendment #1 Instructions to Offerors 2.5.2. Confirm that this date should be earlier than the submission date of 12-17-2020 and earlier than 12-14-2020 for early submission.

Government Response to 8947423: Please see amendment 0005 posted to beta.SAM with updated information on proposal submission.

Bidder Inquiry 8947424: Under Amendment #1 Instructions to Offerors 5.4.1.2.1 #2, please confirm that the intention was to follow the Evaluation Criteria listed under 5.4.2. There is no 6.2.2 in the spec.

Government Response to 8947424: 6.2.2 is incorrect and the next amendment will show Section 5.4.1.2.1 Paragraph 2 is revised to replace 6.2.2 with 5.4.2.2.

Bidder Inquiry 8947497: In Shower Rooms 232 & 233 elevations are a bit confusing. The elevations do not show the tile pattern. There are some arrows, but it's very hard to tell what walls get tile and what walls do not. For instance, there are enclosed toilet rooms in the shower rooms. Plan Page A-411, detail A6 shows this wall but does not show a toilet so I can't see if those wet walls get tile. Also on that page, detail A1 has 2 arrows for CWT-1, but the North wall is in between them with no arrow. Am I to assume the north wall does not get tile? Lastly, there is no clear indication of shower surround tile. Do you know if the shower floors or walls get any tile? I see that some of the elevations show wall tile leading to the shower, but I need to know what goes in the shower if anything. Please clarify.

Government Response to 8947497: All walls in shower rooms 232 & 233 to receive CWT-1 as indicated on the finish plans, refer to IN102C. Paint is indicated on the walls above the large format tile, U.N.O. Showers to have a shower pan, refer to specification section 22 00 00. Basis of design- shower pan to be acrylic, integral flange, center drain with removable drain cover and one piece construction. Will indicate extents of tile and the shower pan product specification for the next amendment.

Bidder Inquiry 8952915: CH-1 and CH-2 shown to require both 400A and 600A disconnects. Which is correct?

Government Response to 8952915: Please provide clarification. The sheet referenced is not part of the project drawing set and/or the comment is not an issue or applicable to the project.

Bidder Inquiry 8952922: EF-3 is shown to require #8 and #10 branch circuits protected by 80A fuses and a 40A breaker. Which is correct?

Government Response to 8952922: Please provide clarification. The sheet referenced is not part of the project drawing set and/or the comment is not an issue or applicable to the project.

Bidder Inquiry 8952925: DC-3 is shown to require #8 and #3 branch circuits. Which is correct?

Bidder Inquiry 8952930: Is wireless allowed as an alternate for Lighting Control? One benefit you can promote here is that with the project requiring lighting control sensors to be tied into the BMS for HVAC control, a wireless system can save a significant amount of labor and material since all sensors are wireless. Only the central gateway (maybe 2-3 for this job) needs to be tied back to the BMS and can work with any BMS protocol; BACnet IP and MS/TP, Metasys, Lonworks, and MODBUS as well as integrate with AV systems.

Government Response to 8952930: Due to cybersecurity requirement, wireless control is not currently allowed.

Bidder Inquiry 8952932: The controls details show individual fixture control for interior spaces and zoned control outside of the secured perimeter. This is essentially the entire project minus a small section of utility rooms on sheet EL-101C. Individual control will get very expensive. It requires every fixture to have individual dimming controllability which I've never seen used. We would typically provide a zoned approach – which would give the rooms or created "zones" controllability. This we can do either way you want....again the individual is probably 2x- 3x the project cost.

Government Response to 8952932: Please clarify which control detail is being referred? The lighting controls riser diagram on sheet E-604 is a common or typical for a networked lighting controls. The construction documents information including specifications are showing the requirement, functions and capabilities. I understand that different lighting controls manufacturer can achieve similar results with different equipment or method.

The lighting controls design is based on digital controls that have integral units inside each of the fixtures. This allows for ease of installation and future programing flexibility. The project also includes tunable white LED lighting which does require the digital controls. There are many different manufactures that can provide this lighting controls concept. 2x to 3x does not accurately represent additional material cost, as we expect there to potentially be some savings when compared to non-integral digital lighting controls after factoring in total installation costs. The material cost adder is minimal.

Bidder Inquiry 8953238: Specification Section 28 31 76 INTERIOR FIRE ALARM AND MASS NOTIFICATION SYSTEM, 2.18 Amplifiers, Preamplifiers, Tone Generators states: Submit data to indicate that the amplifiers have sufficient capacity to simultaneously drive all notification speakers at the maximum rating plus 50 percent spare capacity. The requirements to supply 50% capacity over the maximum device capability increases the cost of the project, adds unneeded equipment to the project and increases the maintenance cost of the completed installation. The Unified Facilities Guide specification 1.9.1.8 lists requirements for amplifier spare capacity to simultaneously drive all notification speakers at their tapped settings plus 25 percent spare capacity. Other sections of this specification require the systems to provide 50% spare capacity beyond the design of the system and is not related to the capabilities of the individual devices. The audible system as designed will be set to provide proper audibility and intelligibility levels for the project. We would request the specification read in line with other sections of this same specification and allow a 50% spare capacity over the designed settings.

Bidder Inquiry 8953572: Please see attached for an RFI from one of our vendors.

Text from the attached RFI - We would request consideration of the following specification clarification.

Specification Section 28 31 76 INTERIOR FIRE ALARM AND MASS NOTIFICATION SYSTEM, 2.18 Amplifiers, Preamplifiers, Tone Generators states: Submit data to indicate that the amplifiers have sufficient capacity to simultaneously drive all notification speakers at the maximum rating plus 50 percent spare capacity. The requirements to supply 50% capacity over the maximum device capability increases the cost of the project, adds unneeded equipment to the project and increases the maintenance cost of the completed installation. The Unified Facilities Guide specification 1.9.1.8 lists requirements for amplifier spare capacity to simultaneously drive all notification speakers at their tapped settings plus 25 percent spare capacity. Other sections of this specification require the systems to provide 50% spare capacity beyond the design of the system and is not related to the capabilities of the individual devices. Paragraph 1.9.3: Response: An approved Erosion and Sediment Control Plan and Stormwater Management Plan have been provided in the construction plans. Bidder Inquiry 8976108: STC ratings are not consistent across the plans and specifications. Specification section 102219 indicates single-glazed are 35 and double glazed are 45, plan sheets A-606 and A-607 indicate STC 40 in the storefront schedules, and plan sheets A-601 and A-602 indicates STC 30, 40, and 45 at various locations in the door schedules. Which STC rating requirements are correct?

Government Response to 8976108: Sheet A-601 & A-602 indicates the minimum STC Rating of doors at various locations. These are correct and components for each door should meet the minimum STC rating. Sheet A-606 and A-607 indicates the minimum STC rating of the demountable / storefront system. These are also correct. STC of doors and walls will not always match, but ratings for each must be met. In many cases the glazing type of the door will match the adjacent demountable system (for consistency) even if an STC rating is not required.

Spec Section 102219 has been updated to remove the STC certifications for a STC 35 single-glazed panel system.

Certifications for minimum STC 40 has been added (along with the existing STC 45 certification) for the double glazed panel system. A revised spec section will be provided in next Amendment.

Bidder Inquiry 8976109: The door schedules on plan sheets A-601 and A-602 indicate some of the doors are door type "DG" with glass type GL-6. Is door type "DG" a framed or frameless door? Also, glass type GL-6 is not defined. What type of glass is this?

Government Response to 8976109: DG is a framed door as shown on Sheet A-603. Door Stiles should be wide enough to accommodate door hardware and control access components. A. DESCRIPTION OF THE PROJECT

The Air Force Targeting Center Facility (TCF) project will provide a suitable facility to support the Air Force (AF) Program Action Directive (PAD) 14-02 direction to standup a new Intelligence, Surveillance, and Reconnaissance Wing (ISRW) providing 24/7 mission capability for Command and Control (C2) of AF Target and Threat Analysis, and meet the intent for a single reach-back targeting threat and analysis capability for the United States (US) Air Force.

The project will construct a new Targeting Center facility for the 25th AF utilizing conventional design and construction methods to accommodate the mission of the facility. The facility will be compatible with the Department of Defense (DoD), Air Force, and Langley Design Guide standards. Local material and construction techniques will be used where cost effective. The facility will be designed as a permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200- 02, High Performance and Sustainable Building Requirements. The project will comply with DoD minimum Antiterrorism Standards for buildings per UFC 4-010-01.

The project also includes emergency generators, site improvements, special foundations above mean high tide sea level, parking and all necessary supporting facilities.

B. ACQUISITION APPROACH

The acquisition approach is to solicit for a competitive Single Award stand-alone construction contract using full and open competition. The basis of award will use the Best Value Trade-off process, as authorized by FAR

1. OVERVIEW

1.1 The purpose of these instructions is to establish a uniform procedure for evaluating proposals by the Source Selection Evaluation Board (SSEB) and making a Best Value decision by the Source Selection Authority (SSA) using the Best Value Tradeoff Process (See Federal Acquisition Regulation 15.101-1). In as much as the proposal shall describe the capability of the Offeror to perform the resulting contract, the proposal shall be specific and complete in every detail as well as be prepared simply and economically, providing a straightforward and concise description of capabilities to satisfactorily perform the contract.

1.2 The Government will conduct a Best Value Tradeoff of four evaluation factors. The factors are as follows:

Non – Price Factors Factor 1 – Specialized Experience Factor 2 – Past performance Factor 3 – Small Business Participation Plan Factor 4 – Price

The relative order of importance of the evaluation factors is Factor 1 and Factor 2 are approximately equal importance to each other; Factor 3 is less important than Factor 1 or Factor 2. When the proposal is evaluated as a whole, the non-price factors, when combined, are considered approximately equal to price.

The SSA will select the source whose proposal offers the best value to the Government in accordance with the evaluation criteria and basis of award stated in the solicitation. If award is not made on initial offers, the SSA will determine the competitive range, authorize discussions with only those Offerors determined to be in the competitive range and document the decision through approval of the Competitive Range Decision Document (CRDD).

Upon completion of the evaluation of final proposal revisions submitted by the Offerors in the competitive range, or if award is made on initial offers, the SSA will select the Offeror whose proposal offers the best value to the Government. 2.0 GENERAL INSTRUCTIONS

Offerors are STRONGLY encouraged to avoid waiting until the last minute to attempt to transmit their proposals.

Receipt of Submissions For the purposes of establishing whether a proposal submission is considered timely, the government considers the date and time the submission is completely uploaded in the DoD SAFE website. For proposals larger than the 2GB capacity of the DoD SAFE website and require multiple submissions, the Government will consider the date and time the last submission is completely uploaded into the DoD SAFE website. Do not assume that electronic communication is instantaneous. It can take several minutes or even hours in some cases. The electronic proposal submittal contents shall conform to the details of the solicitation and subsequent amendments.
