OPTIONS

PART 1 GENERAL

1.1 SUMMARY

This section specifies administrative and procedural requirements for options along with their technical descriptions.

1.2 DEFINITIONS

"CLIN" means Contract Line Item Number.

"Option" means a unilateral right in a contract by which, for a specified time, the Government may elect to purchase additional supplies or services called by the contract, or may elect to extend the term of the contract.

Notice to proceed of individual options as noted below shall not affect the Completion Date of the base Contract as determined by the base Contract Notice to Proceed.

"Bid Alternate" contract line items stated on the Schedule for certain work defined in the requirements may be added or deducted from the base bid amount if the Government decides to accept a corresponding change either in the amount of construction to be completed or in the products, materials, equipment, systems, or installation methods described in the Contract Documents.

1.3 GENERAL

1.3.1 Base Bid

1.3.2 Bid Options/Alternates

The extent of work for each option is indicated in the documents.

1.4 COORDINATION

The Contractor shall coordinate related work and modify or adjust adjacent work as necessary to ensure that work affected by each exercised option is complete and fully integrated into the project. The Contractor shall be provided appropriate detailing to properly terminate or transition from option to base bid work and option to option work.

The Contracting Officer shall review and approve in writing any and all Contractor generated documents.

1.5 SCHEDULE

A "Schedule of Options" is included as part of this section. Specification sections, referenced in the schedule contain requirements for materials and methods necessary to achieve the work described under each option.

Include as part of each option, miscellaneous devices, accessory objects and similar items incidental to or required for a complete installation whether or not mentioned as part of the option.

PART 1 GENERAL

1.1 SUMMARY

The Langley Air Force Targeting Center is a control administrative facility including: command suites; open and individual administrative offices areas; a large lecture style multi-purpose room; conference, training and video tele-conference (VTC) rooms; break and lounge areas;

storage and support rooms, generator, passenger elevator, chilled beam mechanical system; lightning protection, fire protection, fire alarm mass notification, and intrusion detection systems.

Supporting facilities include all required utility systems and connections; electric (including general and security lighting); water, sewer, and gas; paving, walks, curbs and gutters; parking and site circulation; storm drainage.

Work shall include, but is not necessarily limited to, the furnishing of all labor supervision, materials, tools and equipment, miscellaneous items and performing all work necessary to complete all construction to the satisfaction of the Government.

All construction work shown on the contract drawings and not expressly mentioned in the specifications, and all work specified and no shown on the contract drawings but obviously necessary to the proper execution of the same shall be performed by the Contractor, as it is not the intent to delineate or describe every detail and feature of the work.

1.3.1 Submittal Procedures

1.3.1.1 Schedule of Material Submittals (Eng Form 4025-12)

Information, shop drawings, certificates, test data, etc., listed on the attached Eng Form 4025-12, Schedule of Material Submittals, shall be submitted for approval by the Contracting Officer, or his/her designated representative in accordance with the General Provisions. Whenever in this contract materials or drawings are required to be submitted by the Contractor to the Contracting Officer for approval and the material or drawings submitted are at variance with the specifications or Government drawings, but are, nevertheless, approved by the Contracting Officer, inadvertently and without consciousness of the variance, and regardless that a closer review could have revealed the variance, then such approval shall not be final unless the Contractor expressly noted in a memorandum to the Contracting Officer, on the material submittal or drawing that "this material or drawing varies from specifications in the following aspects -" or uses other works of similar clear meaning. In the event of such an inadvertent, erroneous approval, the Contracting Officer, upon

SECTION 01 11 00 Page 2 discovering the variance at any stage, have the right to require the Contractor to do such rework and/or material replacement as is necessary to obtain compliance with the specifications, and the expense of such rework and material replacement shall be borne solely by the Contractor.

a. Submittals for technical compliance of finishes may be made individually for each material. SUBMITTALS FOR PATTERN, COLOR, TEXTURE, ETC., SHALL BE MADE SIMULTANEOUSLY FOR EACH ROOM OR AREA.

Finishes shall be scheduled for each room/area to include surface, type material, manufacturer, brand name or product number, and space for the Government selection of pattern/color.

1.4 SCOPE OF WORK

The work under this project consists of a completed administration building for the Langley AFB as shown in the provided documents.

1.4.1 Work Hours

Normal duty hours for Langley AFB, JBLE are 0730 through 1630, Monday through Friday. Work on weekends, recognized Federal holidays, or other than normal duty hours must be coordinated and approved with the Contracting Officer (CO) or his/her designated representative.

1.4.2 General Working Conditions

a. Work shall be performed in such a manner as to cause minimum disruption to the users in the area.

b. The Contractor shall notify the Contracting Officer or his/her designated representative when he intends to work so Government inspection can be provided while work is in progress.

1.5 ORDER OF WORK

The Contractor shall coordinate all work with the Contracting Officer, or his/her designated representative. Before starting work at the job site, provide five days' notice to the Contracting Officer or his/her designated representative.

1.6 PHASING OF WORK

The Contractor shall use the following Sequence of Work in preparing his/her Contract Progress Schedule. It lists only highlights of the construction program and is not intended in any way as a complete scope of work. Each item shall be completed before the next item may be started.

Work items not listed may be scheduled at any time. Work to include:

a. Site preparation and excavation to include work on previous Transient Lodging Facility (TLF) site and the Munitions Response Area (MRA) within the areas of construction as necessary to safely proceed with construction. Construction of AF Targeting Center Facility as required and in accordance with the Section 01 11 00.01 CONSTRUCTION

SECURITY PLAN.

1.8 SALVAGE

Title to all materials and equipment to be demolished, shall be vested to the Contractor upon removal from the base except as noted below. All unsalvageable material will be disposed of legally off base.

1.8.1 Items Salvaged for the Government

The Contractor shall salvage the following existing materials to the Government as indicated below. Salvaged materials shall be cleaned, sorted, identified, bundled, boxed, etc. and delivered to the collection location identified as follows:

a. No items are identified by the Government for salvage.

1.9 CONSTRUCTION STANDARDS

1.9.1 General

The Contractor is reminded that the construction site must be operated and maintained according to these specifications and is subject to inspection and enforcement according to all federal, state and local codes/regulations.

1.9.2 Office Trailers and Storage Units

1.9.2.1 Office Trailers

If a trailer is required for work and at the discretion of the Government, an office trailer may be located at the project site. The Contractor shall request Contracting Officer approval for the trailer location. The Contractor shall make the request in writing at least fourteen calendar days prior to placement of trailer at site. All office trailers shall be restricted to the staging and storage limits as noted in the contract documents. The final location shall be approved by the Contracting Officer or his/her designated representative. Any office trailer or government field office shall be provided with a skirt on all sides, in like new condition, and painted either Langley Brown (Federal Standard 595a, 20100), Langley Beige, or white. Refer to Section 01 50 02.00 50 for Government Field Office requirements. Office trailers in need of painting and / or repairs or that are in an unsightly condition will not be allowed at the project site. Displayed on the exterior of all trailers shall be a nameplate which has the name of the Contractor's company, name for Contractor's point(s) of contact (POC) and telephone number where he or she can be reached, contract number, project number, title and date trailer was placed on site where located.

1.9.2.2 Storage Units
