About this file
This document outlines requirements for a federal contract to provide temporary emergency power services. The U.S. Army Corps of Engineers Pittsburgh District will award four contracts to support the Federal Emergency Management Agency during disaster relief efforts. The contracts cover four quadrants aligned with FEMA regions, with values up to $75-110 million each.
Contractors must install, fuel, operate, maintain and repair government-provided generators between 5KW and 3MW at critical facilities like hospitals, water infrastructure and shelters within 21-24 hours of task orders. The best value selection method will evaluate technical and price proposals due 30 days after a March 5th anticipated solicitation date. Awards are not necessarily made to the lowest bidder. Contractors must register in the System for Award Management and the procurement is unrestricted and open to all businesses.

ATTACHMENT 15 - Small Business Participation Proposal (SBPP)
Offerors should use the following format or substantially the same as that contained in this Attachment.
INSTRUCTIONS:
The Small Business Participation Proposal is not a subcontracting plan. Do not submit a subcontracting plan in place of the SBPP.
Additionally, Offerors shall not use the amount of expected subcontracting as a base for percentage computation for this proposal. All calculations for the SBPP are based on the total contract value (ceiling) for each Quadrant (CLIN) listed in Section F, Geographic Performance Areas” of the solicitation.
Starting with a subcontracting plan and working backwards is not recommended, as this may result in skewed percentages, incorrect calculations, missing information or erroneous percentage entries. Further, Offerors shall develop and submit a separate, independent SBPP for each Quadrant based on its unique business area characteristics and small business resources available/anticipated for use.
All Offerors (both small and large businesses) are required to complete a Small Business Participation Proposal for evaluation. Offerors should propose the level of small business participation in the performance of the acquisition relative to the objectives and goals set forth in the solicitation. Small Business Prime contractors shall count their portion of performance as part of the total small business participation proposed. The template below is recommended for use to build the offeror’s Small Business Participation Proposal for inclusion in its project proposal.
Address in detail paragraphs A-F below in detail in the SBPP, inserting additional lines in tables as needed or including, as an attachment, information substantially the same as required. – Note: Any organization classified as “Other Than Small” must be included in the proposal under “Large” category, whether as the Prime Offeror or as intended participants, and the dollars intended must also be added in the appropriate category (Other than Small OR Small/socioeconomic category, as applicable). System for Award Mangement (SAM) (www.sam.gov) database may be used to verify this status or a self-certifying affidavit from the organization may be used if not registered in SAM.
(A) Check the applicable size and category(ies) for the PRIME offeror only –
Large Prime
Other than Small (e.g. State or local governments, Not-For-Profit organizations, Historically Black Colleges or Universities/Minority Institutions (HBCU/MI) or any other category not classified as “small.”)
OR
Small Business Prime; also categorized as a-- (check all applicable)
Small Disadvantaged Business (SDB)
Woman-Owned Small Business (WOSB) http://www.sam.gov/
Historically Underutilized Business Zone (HUBZone) Small Business
Veteran-Owned Small Business (VOSB)
Service-Disabled Veteran-Owned Small Business (SDVOSB) (SDVOSB is a subset of VOSB)
Include if applicable, any HBCU/MI organizations that are verified as “small” category in accordance with the instructions above. Do not assume all HBCU/MI’s are “small” or “small disadvantaged.” Do not include in both sections.
(B) Submit the total combined percentage to be performed by both large and small businesses (to include the percentage of work to be performed by both Prime & Subcontractors). This is the “total value of the acquisition” – percentage of small (to include self- performance if a small prime) + percentage of large must = 100% of the Quadrant Ceiling specified in the Table in Section F. Also indicate the amount of Prime offeror self-performance, whether large or small business
Example 1: If the Prime offeror proposes a price of $1,000,000 (including options), and a small business will provide $250,000 as either a prime or a subcontractor, the % planned for small business is 25% ($250,000 / $1,000,000); 75% would be performed by large, equaling 100%.
Example 2: If the prime offeror proposes a price of $1,000,000 (including options) and, as a small business, will perform $100,000 itself, with additional subcontracting to other small business categories in the amount of $250,000, the total for small business is $350,000, or 35% small business participation (small prime + small subs); 65% would be performed by large, equaling 100%. The small prime contractor’s portion is included with the small business total participation percentage.
(a) TOTAL PERCENTAGE OF SELF-PERFORMANCE BY PRIME OFFEROR: (a) %
(b) TOTAL DOLLARS OF SELF-PERFORMANCE BY PRIME OFFEROR: (b) $
((a) X $TL Value)
(c) * TOTAL PERCENTAGE TO BE PERFORMED BY LARGE (Other Than Small) BUSINESS (ES): (c) %
(d) TOTAL DOLLARS TO BE PERFORMED BY LARGE (Other Than Small)

(e) * TOTAL PERCENTAGE TO BE PERFORMED BY ALL SMALL BUSINESSES: (e) %
(f) TOTAL DOLLARS TO BE PERFORMED BY SMALL BUSINESS:
(f) $
((e) x $TL Value)
*Note: (c) + (e) should equal 100% and (d) + (f) should equal $TL Value of Quadrant
(C) For each small business who will participate in the performance of the contract, please indicate the total percentage of participation to be performed and indicate the small business subcategory (SDB, WOSB, HUBzone, VOSB, and SDVOSB) which applies. The percentage of work performed by a small business that qualifies in multiple categories must be counted in each eligible category. This includes small business performing as the Prime offeror. The totals of these entries will not equal the total small business percentage entered in
(B) above – do NOT add them together. No category may be greater than the total small business percentage.
1. The Offeror proposes the following percentage of participation for each socio-economic category: (Enter percentages proposed in the columns below. See Example below table for more information.
SDB% HUBZone% WOSB% VOSB% SDVOSB%
Example: To arrive at the percentage for each sub-category, the matrix approach is helpful. Add up each column; the total is the percentage to be entered in the table above under the individual subcategory. Add each subcategory separately. See sample table below:
*SDVOSB is a SUBSET of VOSB. VOSB is not automatically SDVOSB.
VOSB percentage will always be greater than or equal to SDVOSB. SDVOSB small business would count in both categories, but VOSB would only count in its own category.
2. Indicate a listing of any Historically Black Colleges and Universities/Minority Institutions that the offeror is intending to include in the performance of the contract as well as the anticipated work to be performed. Indicate whether each is “Other than Small” or “Small”

Include with “large” if the HBCU/MI is “Other than Small” Include with “small” if HBCU/MI is classified as “small, or small/disdadvantaged” as verified either in SAM or via self-certifying affidavit from HBCU/MI.
(D) List principle supplies/services to be performed by all Small Businesses, to include Prime Offeror, if small: Offeror may include table as a separate attachment, add rows to accommodate all of the data, or use its own format provided the same information below is presented for evaluation. Indicate specific company names if they have been identified or commitments have been made.

(F) Describe the extent of commitment to use small businesses for this specific acquisition. Include details regarding:
1. Company-wide policy statement and methods used to arrive at proposed participation percentages.
2. What types of enforceable commitments*, if any, are in place for this specific acquisition. Some types include: written subcontract agreement, joint-venture, mentor-protégé, master subcontract agreement (at the company level), etc. Include prime offeror if small. Include copies of executed applicable subcontracting agreements, joint ventures, mentor-protégé agreements, partnership agreements, teaming agreements, etc., as an attachment. Must be current and not expired.
*Note: an enforceable commitment is defined as an executed, written promise/agreement from the prime offeror to a potential subcontractor (that is signed by both parties) stipulating that if contract award is received, the subcontractor will receive a subcontract. Other documents such as consummated master subcontracting agreements, or other similar document promising participation or teaming are acceptable as well. This does NOT include letters from subcontractors promising to support the prime contractor “if and when” called upon. These one-way letters are merely evidence of the Prime Offeror assembling resources to perform the contract and will not be evaluated as enforceable commitments.
3. What types of other commitments are in place for this specific acquisition, if any? Some types include: verbal agreement, non-enforceable (not signed by both parties), other commitments not listed herein. Please elaborate.
4. Identify any activities that demonstrate company-wide commitment to ensure small business participation in government contracts (e.g. small business council affiliations or membership, outreach efforts, mentoring activities, volunteering, etc.) and how they will be used in reference to this specific acquisition. Please elaborate.
5. Identify any other information that the offeror deems appropriate to illustrate its commitment to small businesses. Information should be recent and relevant to the current acquisition or the company’s current small business policy. Details should demonstrate a company-wide commitment to small business through its companywide programs. For Example:
evidence of accolades or awards from small business groups or other government/civilian agencies, specific internal processes, its companywide small business program and organizational structure etc.) Please elaborate.
