ATTACHMENT 13 – Deployment Package Descriptions
Background Information and Deployment Package Types
Background Information USACE has the capability to provide local and state officials broad support for their unmet emergency power needs in coordination with other federal partners such as the Federal Emergency Management Agency (FEMA) and the Department of Energy. This support ranges from technical expertise/assistance to complete management of an emergency power mission including the procurement, installation, and operation of generators. USACE assets required to provide this support include the U.S. Army 249 th Engineer Battalion “Prime Power” (249th), Emergency Power Planning and Response Teams (PRTs) from across USACE, USACE-contracted forces (known as the Advanced Contracting Initiative (ACI) contractor), and USACE Deployable Tactical Operations Systems (DTOS) for communications.

During Emergency Power response activities, facilities requiring generators are typically prioritized in the following order:
Life Saving Facilities (911 centers, police, fire stations, and medical facilities) Life Sustaining Facilities (water and wastewater treatment facilities, shelters, and pumping facilities) Other municipal facilities to reinstitute local command and control, and post-event recovery
Technical Assistance Technical assistance the USACE assets can provide before, during, or after an event, includes but is not limited to:
Performing all hazards emergency power planning Assessing emergency power requirements for a facility Assessing conditions and capabilities of existing emergency generation equipment Assessing damaged electrical distribution systems and equipment Completing safety inspections of electrical distribution systems and equipment Troubleshooting, repairing, and operating emergency generation/distribution equipment Installing, operating, fueling, and maintaining emergency power generation equipment
Power Mission Management Complete management of an emergency power mission the USACE assets can provide, includes but is not limited to:
Providing assistance to state and local officials in determining priorities for generator assessments and installations at critical public facilities Procuring and/or leasing generators using USACE’s pre-established contracting tools Assessing facilities to determine generator suitability, placement/location and identification/configuration Preparing, hauling, and installing generators Operating, fueling, servicing, and maintaining installed generators
De-installing generators, which may include remediation of the generator installation site to its pre-installation site condition
Servicing and repairing generators prior to their return to long-term storage, which may include load testing
Replenishing Bill of Materials (BOM) used during execution of the mission
Generator Maintenance Operational maintenance of FEMA generators is performed by a combination of FEMA-contracted support and USACE-contracted support. FEMA-contracted support maintains generators on a routine basis at their long-term storage location. USACE-contracted (ACI contractor) support maintains generators during an emergency and prior to returning generators to their long-term storage location.
Deployment Package Types To align with FEMA’s National Response Framework and to streamline USACE’s response, USACE developed five (5) deployment package for all USACE assets required to support and execute an emergency power mission. The deployment packages are (in order from smallest to largest):
1. Type V Deployment Package
2. Type IV Deployment Package
3. Type III Deployment Package
4. Type II Deployment Package
5. Type I Deployment Package
