This document provides information on a forthcoming federal contract opportunity for Advanced Contract Initiative (ACI) Temporary Emergency Power services. The U.S. Army Corps of Engineers (USACE) Pittsburgh District will require contractor support for generator set activities in response to natural and man-made disasters in the United States and territories. USACE uses ACI Emergency Power to support the Federal Emergency Management Agency during disaster declarations. Four firm fixed price requirements contracts will be awarded, each covering a different geographic quadrant and having a value between $75-110 million. Contractors may bid on any or all quadrants. The base period of performance for each contract is anticipated to be one year with four additional one-year options, not to exceed five years total. Prospective contractors must submit technical and price proposals by 30 days after the anticipated March 5, 2018 solicitation date. Source selection will use the best value tradeoff method in accordance with FAR Part 15.

CONTRACTOR QUESTIONS

1. Rates for G&A and Profit are referenced under Section B, Table 1 but there is no provision for these rates within the Rate Schedule (Attachment 1). Where and how are these rates required to be submitted within the proposal? Are all twenty three (23) pages of Section B considered part of the Price Factor and required to be included for submission?

A1. The Attachment 1 Rate Schedule has been revised to include G&A and Profit. This language has been removed from Section B, and Section B is not required in the proposal submission.

2. Are letters of commitment required for subcontractors and if so where in the proposal should they be inserted?

A2. See Page 115, subparagraph (f) and Revised Attachment 15, sections (F)(1), (F)(2), and (F)(3). Letters of commitment/enforceable agreements are not required; however, those that furnish evidence of enforceable agreements to small businesses in the form of letters, subcontracting agreements, etc. may be rated higher for Factor IV.

3. Are there any bid bond or financial document requirements that must be submitted with the proposals and if so please specify?

4. Are there any performance/payment bond requirements?

A7: Additional generator and BOM requirements are filled by FEMA. In reference to the PWS C.3.7.8.2, “The Contractor may be requested to procure and provide materials to augment the FEMA sourced BOM Kits to meet existing and/or anticipated generator installation needs and/or to replenish the provided BOM Kits. The Contractor may also be requested to provide miscellaneous equipment, electrical parts, and materials to assist in the overall response efforts, such as a transformer. These materials procured by the Contractor will be a Negotiated Item and incorporated into the Task Order via modification.”

8. Attachment 13 references “spools of larger cable” for the Type II and III deployments. If these spools of cable are provided by FEMA, can you please provide the approximate sizes of the reels and weights?

A8: FEMA provided cable are on 24” reels. Weights vary based on the type of cable. See Attachment 2 for additional details.

9. The bid packages are grouped by Quadrant and each one contains multiple FEMA Regions.

Each region has multiple States. Each state has multiple wage rates and they are different. Which labor rates should be used for the deployment package estimates to determine the CLIN pricing?

A9: The proposal shall include one regular and one standby wage rate for each labor category proposed within the quadrant, which is compliant with the wage determinations for the entire Quadrant.

10. Because the wage rates vary by region, state and county how many rate sheets are required for each Quadrant package?

Additionally, the state may have identified the size of generator required to fulfill a specific tasking. See Attachment 17 for additional generator data.

12. What is the size of the FEMA provided generator for the staging area for each of the deployment packages referenced in Attachment #13?

a. Anticipated initial fuel needs. The list of assumptions indicates a quantity of 4,000 gallons of diesel fuel. Is this the fixed amount that should be used for all fuel requirements? If not, what is the 4,000 gallons for?
