About this file
This document outlines requirements for a federal contract opportunity to provide temporary emergency power services. The U.S. Army Corps of Engineers Pittsburgh District will award four contracts for generator set support during natural or man-made disasters. Contractors may submit proposals for one or more of four geographical quadrants. The contracts have a base period of one year with four optional one-year extensions, not exceeding five total years. Services include assessing power needs, installing, fueling, operating, maintaining, and repairing generators ranging from 5KW to 3MW at critical public facilities. Contractors must be able to deploy resources within 21-24 hours of a task order. Awards will be made using best value tradeoff based on technical and price proposals submitted in response to a solicitation planned for March 5, 2018, with proposals due 30 days thereafter.
This is the fifth amendment issued against solicitation W911WN18R3005. Due to system error, the document is numbered Amendment 0009.

QUESTION 112 CLARIFICATION
The Government’s answer to question 112 was incorrect and is hereby revised to reflect the following:
112. Page 126 of Conformed Contract, Item b. Content Requirements under Proposal Preparation: RFP states that “Each volume of the proposal shall consist of a table of contents, a summary section, and the narrative discussion.”
The guidance for Volume II (Factor III) Past Performance states that each project narrative is limited to 3 pages, but no page count is given for the summary. Question: Please confirm we can add the requested summary to the front of this volume without impacting page count.
A112. The summary for Volume II will be excluded from the page count. Each volume shall consist of a table of contents, a summary section, and a narrative section. There is no overall page limit for Volume II. However, each project summary is limited to three pages excluding CPARS, PPQ-Os, and any other supplementary documentation.
