4. Please verify that the basis of design shall be followed as closely as possible. In other words please verify that a CMU, Brick Veneer, Standing Seam Metal Roof is the required exterior construction type. On past projects competitors were permitted to construct pre cast non‐conventional structures that did not follow the SOW or bid drawing intent. It would make it very difficult for the government to compare apples to apples.
A. Yes. The basis of design shall be followed as closely as possible i.e., CMU, Brick Veneer, Standing Seam Metal Roof is the required exterior construction type.
5. Is the 144r available for this project? If so will it be distributed with an update?

A. No. An FA or MNS systems will NOT be required for this facility.
11. Attached please find the dimensions of the HVAC unit to be placed on the mezzanine. Given the size of the unit, it will need to be set prior to installing roof trusses or a structural opening large enough to install the unit will need to be considered. The unit has a ten (10) to twelve (12) week lead time after shop drawing approval. This will add barriers to the ability to complete the project in 180 days. Plus, once installed the 4x4 removable ceiling will not be adequate for future equipment removal/replacement.
a. Should we proceed as shown?
A. A value engineered HVAC system WILL be acceptable if it meets current performance‐based scope, Fort Benning, and Energy Code requirements.
12. The 20” dia duct from the HVAC unit serving the entrance door area will conflict with mezzanine access ladder/landing. How does the Government want to address this conflict?
A. A value engineered HVAC system WILL be acceptable if it meets current performance‐based scope, Fort Benning, and Energy Code requirements.
13. Please confirm which panel contractor will tie in to for latrine power.
A. Panel NL which is located inside the latrine.

A. Steel Telescopic attic stair equal to the basis of design manufactured by Calvert Attic Stairs Calvert USA, Inc. Dolomnons MD 20688 support@calvertstairs.com. Minimum dimensions of door 27.5" w x 43" long nominal; self‐adjusting height, handrail pulldown rod.
19. Please provide the wall assemblies for the plumbing chase walls. Are they CMU walls or framed and sheathed walls?
A. Chase walls are 4"x8"x16" CMU w/ an 8" wide interstitial space.
20. Please confirm that the contractor must install sod to extend 25' beyond the building perimeter and must maintain and water the sod for six months after beneficial occupancy per the project documents.
A. Yes. The contractor must install sod to extend 25' beyond the building perimeter and must maintain and water the sod for six months until sod has been established and taken root and cannot be pulled up by the use of a stiff steel garden rake of 2 inch tines.
21. Sheet A.6 doesn't seem to scale correctly. Can the Government please confirm that the drawing available on BetaSam has the correct scale shown on the drawing?
A. Recommend using the graphic scale provided.
22. Please confirm that a complete a lig site layout and contour grading plan designed by a Professional Civil Engineer is required along with the NPDES/BMP design.
A. Yes. A complete a surveyed site layout and contour grading plan designed by a Professional Civil
Engineer is required along with the NPDES/BMP design.
23. Please confirm that a soil testing of the site soils is a required design submittal and that a professional Geotech engineer must certify that the design of the project has been developed consistent with the industries standards.
A. Yes. Soil testing of the site soils is a required design submittal and that a professional Geotech engineer must certify that the design of the project has been developed consistent with the industries standards.
24. Section 4 Masonry paragraph #2 states that “the building shall be constructed with 8” polished faced concrete units laid in a stacked bond”. Is this correct?
A. No. Per the drawings, exterior walls shall be 8”x8”x16” standard CMU with steel reinforced in‐wall pilasters with all un‐reinforced cells filled with foamed in place insulation. Interior chase walls shall be

Government will accept and approve the testing firm.
28. Please confirm that the water service for this project is terminated 5’‐0” outside bldg. and that
CWW will bring service to the location 5’‐0” outside the building.
A. Yes. The water service for this project shall be terminated 5’‐0” outside the bldg. perimeter and CWW will bring service to the location 5’‐0” outside the building.
29. Please confirm that the Government requires the building pad to be undercut to a minimum of
2’‐0’ below the bottom of the footings regardless of pending soil test results. The building pad is then to be constructed out of engineered fill material.
A. Yes. The Government requires the building pad to be undercut to a minimum of 2’‐0’ below the bottom of the footings because no soils tests were undertaken during the RFP preparation. However if the pending soil test results prove the existing soils adequate and at the discretion of the Designer of
Record’s Geotech Engineer, the undercutting requirement can be lessened with Government approval.
a. If required to undercut can this excess soil be redistributed (balanced) on site or will the contractor be required to export this soil.
A. Yes. Excess soil resulting from undercutting operations CAN be redistributed (balanced) on site provided positive drainage away from the building is maintained. Otherwise, excess soils will have to be exported.
b. Does the Government have any special specifications or requirements on the engineered fill material?
A. Yes. Per the SOW (paragraph 9, page 24), all structural areas shall be compacted to 98% of the standard proctor, which shall be performed by a materials testing laboratory. All soils, both original and fill, shall be tested in accordance with the procedures outlined in the ASTM manual regarding nuclear density gauge testing.

31. Please clarify if the contractor will be required to provide 100% stamped
Architectural/Mechanical/Plumbing and Electrical drawings by an outside design firm or will the project be built with the Government’s current A/MEP designs. We fully understand that civil and structural designs are the responsibility of the contractor.
A. Contractor is required to bring all drawings to a 100% design completion. The main items of work such as architectural materials and finishes, exterior and interior, plumbing, and electrical will be maintained. A value engineered HVAC system WILL be acceptable if it meets current scope, Fort Benning, and Energy Code requirements. Structural drawings will be required on foundations, wall reinforcing and mezzanine. Civil designs will be completed as noted in drawings and/or SOW.
32. Page 48 of the scope of work calls for a KNOX box that holds the key for the padlocked disconnect on the outside of the building. Please confirm this is correct and a KNOX box with a switch that trips the main breaker in the 225A panel in not needed as has been required by the fire marshal for the last few years.
A. Contractor shall provide and install a disconnect switch near meter base with pad‐lock. Contractor shall provide and install a KNOX box near the disconnect switch. The pad‐lock key shall put inside the KNOX box.
