Summary: Army CSO Areas of Interest – 468 Electrical Repairs
This is a Commercial Solutions Opening (CSO) Areas of Interest announcement issued by Army Contracting Command-Red River Army Depot (ACC-RRAD) for innovative solutions to address electrical infrastructure challenges in Building 468, a multi-use administrative facility that includes administrative offices, training rooms, an auditorium, and an active clinic. The facility currently operates multiple independent electrical service feeds across three voltage configurations (480V, 240V, and 208V/120V), creating significant maintenance complexity, emergency power complications for clinical loads, and increased life-safety risks. The project seeks a turnkey installation for full-scale renovation of Building 468's electrical services and main distribution panels, encompassing design and implementation of a centralized, single-point utility service drop with transformer bank and main switchgear/switchboard sized for current capacity and scalable future growth, as well as integration of modern digital metering and power quality monitoring.
Interested parties must submit written solutions via email to usarmy.rrad.acc.mbx.cso@army.mil with the subject line "INNOVATIVE SOLUTION" by 5:00 P.M. CDT on 24 SEPT 2026; late submissions will not be evaluated. All selected companies must be registered in the System for Award Maintenance (sam.gov). Questions regarding the AoI should be directed to CSO AoI POC Jacob J. Horn at jacob.j.horn.civ@army.mil. The Government is not obligated to issue a Request for Proposal or make an award, and this announcement does not authorize performance or obligate the Government for any costs incurred during response development.

Federal Agency: Army Office: Army Contracting Command-Red River Army Depot (ACC-RRAD) AoI Title: 468 Electrical Repairs CSO AoI Number: W911RQ-26-S-C001-A020 AoI Release Date: 24 SEPT 2026 Responses: See CSO W911RQ-26-S-C001 for Procedure Details
1. General Information
1.1 Introduction
This announcement is for innovative solutions for 468 Electrical Repairs (AoI) under the ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-RRAD CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI Responses.
This CSO AoI seeks innovative commercial solutions that meet the objectives detailed in Section 1.2 below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term 'innovative' is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements, to close capability gaps or provide potential innovative technological advancements, and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated.
ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001, dated 01 OCT 2025. The CSO authority is DoD Class Deviation 2022-O0007.
1.2 AoI Background
Building 468 is a multi-use administrative facility supporting critical base functions, including administrative offices, training rooms, a high-occupancy auditorium, and an active clinic. Due to historical expansions and varied functional demands, the facility currently relies on multiple independent electrical service feeds operating across three distinct voltage configurations: 480V, 240V, and 208V/120V.
This fragmented multi-feed, multi-voltage layout introduces significant maintenance overhead, complicates secondary emergency power routing (especially for clinical loads), and increases life-safety and operational risks.
1.3 468 Electrical Repairs
The project encompasses a full-scale renovation of building 468 electrical services and restoration of the main distribution panels for the entire building to include the clinic. RRAD is seeking a turnkey installment for this AoI.
• Design and implementation of centralized, single-point utility service drop, transformer bank, and main switchgear/switchboard sized for current capacity plus scalable future growth.
• Integration of modern digital metering and power quality monitoring.
2. AoI Constraints
1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).
3. Submission Requirements
A written solution must be sent via e-mail submission by 5:00 P.M. (CDT) on 24 SEPT 2026, with subject line stating INNOVATIVE SOLUTION to usarmy.rrad.acc.mbx.cso@army.mil
Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.
