About this file
This is a Commercial Solutions Opening (CSO) Area of Interest (AoI) announcement for innovative solutions to support media blasting capability at Red River Army Depot.
The Army Contracting Command-Red River Army Depot (ACC-RRAD) seeks innovative commercial solutions for the acquisition of one T-158LL Track Shoe and Pin Assembly Press capable of safely, efficiently, and reliably inserting rubberized pin bushings into track shoe assemblies used on tracked military vehicles. Vendors must propose systems that meet functional assembly process outcomes and include a vendor-identified hydraulic power unit suitable for press operations, with demonstrated operational performance and reliability per provided track assembly specifications. The Government will provide engineering drawings as baseline reference but encourages vendors to propose alternative designs, modern manufacturing practices, or design deviations that optimize operational efficiency, reduce maintenance and costs, or improve overall press life-cycle, subject to prior Government approval for final design deviations. The Government will furnish necessary T-158LL track components as Government Furnished Material (GFM) during vendor testing and development, with final acceptance based on successful performance demonstration using provided materials. Innovation is defined as any technology, process, or method new as of proposal submission date, or any new application of existing technology as of that date. Selected companies must be registered in the System for Award Maintenance (sam.gov). Written solutions must be submitted via email to usarmy.rrad.acc.mbx.cso@army.mil by 5:00 P.M. CDT on June 10, 2026, with subject line "OIB SOLUTION." Late submissions will be discarded. The Government is not obligated to extend an RFP or make an award, and this announcement does not authorize performance or obligate the Government for any offeror costs. Interested parties should review the full CSO W911RQ-26-S-C001 on sam.gov for complete submission procedures and evaluation criteria.

Federal Agency: Army Office: Army Contracting Command-Red River Army Depot (ACC-RRAD) AoI Title: Media Blast capability CSO AoI Number: W911RQ-26-S-C001-A010 AoI Release Date: 19 MAY 2026 Responses: See CSO W911RQ-26-S-C001 for Procedure Details
1. General Information
1.1 Introduction
This announcement is for innovative solutions for Media Blasting Booth Area of Interest (AoI) under the ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001.
Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-RRAD CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI Responses.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.
ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001, dated 01 OCT 2025. The CSO authority is DoD Class Deviation 2022-O0007.
1.2 Objective / Problem Statement
The Red River Army Depot (RRAD) Rubber Products Branch is seeking innovative commercial solutions for the acquisition of one (1) T-158LL Track Shoe and Pin Assembly Press. The primary operational objective is to acquire a system capable of safely, efficiently, and reliably inserting rubberized pin bushings into track shoe assemblies utilized on tracked military vehicles.
2. Performance & Technical Requirements Vendors are invited to propose systems that meet the functional outcomes of the assembly process. The proposed solution must:
• Include a vendor-identified hydraulic power unit suitable for the press operations.
• Demonstrate successful operational performance and reliability in accordance with the provided track assembly specifications.
3. Innovation and Design Flexibility The Government will provide engineering drawings as a baseline reference for the required general characteristics of the desired item. However, vendors are encouraged to propose alternative designs, modern commercial manufacturing practices, or deviations from these reference drawings that optimize operational efficiency, reduce maintenance, reduce cost, or improve the overall life-cycle of the press. Prior Government approval is required for final design deviations to ensure compatibility and for technical documentation purposes.
4. Testing and Government Furnished Material (GFM) To facilitate successful prototype development, adaptation, and performance testing of the proposed commercial solution, the Government will provide necessary T-158LL track components as GFM during the vendor's test and development phase. Final acceptance will be based on a successful performance demonstration using these provided materials.
5. AoI Constraints
1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).
6. Submission Requirements
A written solution must be sent via e-mail submission by 5:00 P.M. (CDT) on 10 JUNE 2026, with subject line stating OIB SOLUTION to usarmy.rrad.acc.mbx.cso@army.mil
Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.
AoI Open Period – This AoI shall close at 5:00 P.M (CDT) 10 JUNE 2026.
