About this file
This is a Commercial Solutions Opening (CSO) Areas of Interest (AoI) announcement issued by the Army Contracting Command-Red River Army Depot (ACC-RRAD) for Caterpillar Engine Sustainment & Operations Support under CSO number W911RQ-26-S-C001-A015, released on August 11, 2026.
Red River Army Depot seeks innovative solutions to provide comprehensive, integrated sustainment support across all current and future families of Caterpillar engines to maximize equipment readiness and optimize lifecycle management. The AoI addresses three core objectives: (1) Condition-Based Maintenance (CBM)—proposing advanced predictive maintenance methodologies including data analytics, fluid analysis, and equipment telemetry to transition from reactive repairs to predictive sustainment; (2) Technical Support & Engineering—providing dedicated engineering, diagnostics, and troubleshooting assistance with innovative knowledge-transfer models, remote-support capabilities, and advanced diagnostic tooling for CAT engine platforms; and (3) Supply Chain & Logistics—implementing synchronized supply chain strategies with creative, agile, and technology-driven logistics solutions to optimize inventory levels, mitigate global supply chain bottlenecks, and reduce procurement lead times. Responses must be submitted via email to usarmy.rrad.acc.mbx.cso@army.mil by 5:00 P.M. CDT on August 28, 2026, with subject line "INNOVATIVE SOLUTION." Responses received after the deadline will not be evaluated. Selected companies must be registered in the System for Award Maintenance (sam.gov). The Government is not obligated to extend an RFP or make an award, and this announcement does not authorize performance or obligate the Government for any costs incurred by offerors. Questions should be directed to Jacob J. Horn at jacob.j.horn.civ@army.mil.

1. General Information
1.1 Introduction
This announcement is for innovative solutions for Caterpillar Engine Sustainment & Operations Support (AoI) under the ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC- RRAD CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI Responses.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections
1.2 and 1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission;
or any new application of an existing technology, process or method as of the proposal date.
ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001, dated 01 OCT 2025. The CSO authority is DoD Class Deviation 2022-O0007.
1.2 AoI Background
Red River Army Depot (RRAD) requires comprehensive, integrated sustainment support across all current and future families of Caterpillar (CAT) engines to maximize equipment readiness and optimize overall lifecycle management. This requirement encompasses the full implementation of CAT Condition-Based Maintenance (CBM) processes, advanced technical support, and robust supply chain management.
To ensure the depot remains at the forefront of military modernization, partners are strongly encouraged to propose innovative methodologies, next-generation technologies, and optimized approaches that exceed baseline standards and deliver enhanced operational efficiencies.
1.3 Core Objectives
Condition-Based Maintenance
(CBM)
Technical Support & Engineering
Supply Chain & Logistics
Objective & Innovative Direction Utilize advanced predictive maintenance methodologies, including data analytics, fluid analysis, and equipment telemetry. Solutions should propose modern, scalable, or alternative digital solutions to transition RRAD from reactive repairs to predictive sustainment, anticipating component degradation while minimizing operational downtime.
Provide dedicated engineering, diagnostics, and troubleshooting assistance to RRAD maintenance personnel. Solutions should highlight innovative knowledge-transfer models, remote-support capabilities, or advanced diagnostic tooling to rapidly resolve complex mechanical and electronic faults across the entire spectrum of CAT engine platforms.
Implement a synchronized supply chain strategy to guarantee the uninterrupted availability of critical parts and assemblies. The depot welcomes creative, agile, and technology-driven logistics solutions to optimize inventory levels, mitigate global supply chain bottlenecks, and reduce procurement lead times.
2. AoI Constraints
1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).
3. Submission Requirements
