Federal Agency: Army Office: Army Contracting Command-Red River Army Depot (ACC-RRAD) AoI Title: Media Blast capability CSO AoI Number: W911RQ-26-S-C001-A011 AoI Release Date: 13 AUG 2026 Responses: See CSO W911RQ-26-S-C001 for Procedure Details

1. General Information

1.1 Introduction

This announcement is for innovative solutions for Building 325 Repairs and Civil Site Infrastructure (AoI) under the ACC-RRAD Commercial Solutions Opening W911RQ-26- S-C001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-RRAD CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI Responses.

This CSO AoI seeks innovative commercial solutions that meet the objectives detailed in Section 1.2 below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term 'innovative' is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements, to close capability gaps or provide potential innovative technological advancements, and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated.

ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001, dated 01 OCT 2025. The CSO authority is DoD Class Deviation 2022-O0007.

1.2 AoI Background

Building 325 and its surrounding site infrastructure are compromised due to multiple failing elements. This includes a failing roof, walls, floor system and foundation piers. The exterior site suffers from inadequate drainage, failed paving and non-compliant access ramps/sidewalks, which collectively pose operational and safety risks. An adjacent structure, building 325A, is also slated for demolition. The primary objective is to restore building 325 to a fully functional, safe, and modern facility. This shall be achieved by constructing a durable, weather-resistant building shell, installing new energy-sufficient systems, and correcting site-wide drainage and paving issues to ensure long-term sustainment.

1.3 Building 325 Repairs and Civil Site Infrastructure

The project encompasses a full-scale renovation of the building and restoration of the surrounding site through the following key activities

• Demolition: Removal of failing building components including roof, walls and floor system.

Demolition of exterior concrete/asphalt paving, drainage systems, and building 325.

• Structural and Foundation Repair: Repair elevated foundation and floor system using helical piles and a concrete deck. Erection of pre-engineered metal building structure with brick veneer walls and a standing seam metal roof.

• Interior Fit-Out: Complete buildout of the interior, including new walls, insulation, drop ceilings, flooring, and finishes for offices, conference rooms, and restrooms.

• Site and Civil Work:

o Paving & Access: Replace existing paving, curbs, ADA-compliant parking, sidewalks, and entrance ramps.

o Drainage: Re-grading of the site to ensure positive drainage away from the building and repair drainage channels to improve overall water management.

• MEP Systems: Complete replacement of all mechanical, electrical, plumbing, and fire suppression systems with modern, efficient infrastructure, including a new Variable Refrigerant Flow (VRF) HVAC system.

2. AoI Constraints

1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).

3. Submission Requirements

A written solution must be sent via e-mail submission by 5:00 P.M. (CDT) on 20 AUG 2026, with subject line stating INNOVATIVE SOLUTION to usarmy.rrad.acc.mbx.cso@army.mil

Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.

AoI Open Period – This AoI shall close at 5:00 P.M (CDT); 20 AUG 2026.
