About this file
This is a Commercial Solutions Opening (CSO) Area of Interest (AoI) announcement from the Army Contracting Command-Red River Army Depot (ACC-RRAD) seeking innovative commercial solutions for establishing a modernized, mil-spec compliant wire harness manufacturing facility.
The Army seeks a complete turnkey operational capability for wire harness manufacturing that addresses the objectives outlined under the Organic Industrial Base Modernization Plan. The proposed solution must integrate: (1) facility layout and flow design using lean-optimization principles to minimize material handling and maximize safety; (2) equipment procurement and integration including advanced automated and semi-automated production, crimping, marking, braiding, and testing machinery; (3) parts and material management through an intelligent, digitally enabled inventory tracking and supply chain management system supporting high-reliability mil-spec parts, either through in-house or collaborative vendor/partner models; (4) mil-spec certification and First Article Testing (FAT) with structured FAT methodology to verify manufacturing setup, automated machinery, and processes are capable of producing high-reliability, defect-free assemblies before full-scale production; and (5) comprehensive personnel training and workmanship certification programs ensuring all technicians, operators, and quality assurance inspectors achieve industry-recognized certifications including IPC/WHMA-A-620 Class 3, MIL-STD-2003, and related military crimping/soldering certifications prior to working on production hardware. The facility must support low-volume, high-mix production of complex, ruggedized wire harnesses and cable assemblies capable of withstanding extreme tactical environments while reducing dependence on external supply chains and improving depot-level maintenance cycle times.
Written innovative solutions must be submitted via email to usarmy.rrad.acc.mbx.cso@army.mil by 5:00 P.M. CDT on 30 September 2026 with subject line "INNOVATIVE SOLUTION." Any selected company must be registered in the System for Award Maintenance (sam.gov). Questions regarding the AoI should be directed to the CSO AoI Point of Contact, Jacob J. Horn, at jacob.j.horn.civ@army.mil. ACC-RRAD is not obligated to extend an RFP or make an award and reserves the right to modify AoI requirements.

Federal Agency: Army Office: Army Contracting Command-Red River Army Depot (ACC-RRAD) AoI Title: Modernized, Mil-Spec Compliant Wire Harness Manufacturing Facility Setup CSO AoI Number: W911RQ-26-S-C001-A019 AoI Release Date: 02 SEP 2026 Responses: See CSO W911RQ-26-S-C001 for Procedure Details
1. General Information
1.1 Introduction
This announcement is for innovative solutions for Wire Harness Production Area of Interest (AoI) under the ACC-RRAD Commercial Solutions Opening W911RQ-26-S- C001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-RRAD CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI Responses.
This CSO AoI seeks innovative commercial solutions that meet the objectives detailed in Section 1.2 below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term 'innovative' is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements, to close capability gaps or provide potential innovative technological advancements, and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated.
ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001, dated 01 OCT 2025. The CSO authority is DoD Class Deviation 2022-O0007.
1.2 AoI Background
The RRAD Directorate of Maintenance currently performs minor repairs and makes minor approved alterations to existing wire harness from several different combat vehicle platforms. As part of the Army’s Organic Industrial Base (OIB) Modernization Plan and the integration of
Industry 4.0/5.0 paradigms, RRAD is seeking to establish an agile, highly automated, and resilient end-to-end Wire Harness Manufacturing Facility. This initiative is aimed at reducing dependence on vulnerable external supply chains, improving depot-level maintenance cycle times, and scaling up rapid prototyping and overhaul capabilities. The facility must support low-volume, high-mix production of complex, ruggedized wire harnesses and cable assemblies capable of withstanding extreme tactical environments. Addressing these challenges is critical to enhancing our maintenance capabilities and ensuring the effective utilization of resources.
1.3 Wiring Harness Assembly Capabilities
The objective of this AOI is to solicit innovative commercial solutions for the complete design, equipment procurement, and parts management system setup of a modernized wire harness manufacturing facility at RRAD.
Proposed solutions must deliver a turn-key operational capability that integrates:
Facility Layout & Flow Design: A lean-optimized manufacturing floor plan minimizing material handling and maximizing safety.
Equipment Procurement & Integration: Acquisition and calibration of advanced automated and semi-automated production, crimping, marking, braiding, and testing machinery.
Parts & Material Management: An intelligent, digitally enabled inventory tracking and supply chain management system to support high-reliability mil-spec parts. This may be executed through an in-house model or via a collaborative vendor/partner-managed model.
Mil-Spec Certification & First Article Testing (FAT): Direct alignment of the facility’s manufacturing processes, tooling, calibration, and validation protocols with rigorous military and aerospace standards. Proposed solutions must incorporate a structured First Article Testing (FAT) methodology. FAT must be successfully executed on initial production runs to verify that the manufacturing setup, automated machinery, and processes are fully capable of producing high-reliability, defect-free assemblies before starting full-scale production.
Personnel Training & Workmanship Certification: A comprehensive personnel development program. Proposed solutions must outline a formalized training curriculum and certification pathway to ensure all technicians, operators, and quality assurance inspectors are fully certified to industry-recognized standards (such as IPC/WHMA-A-620 Class 3, MIL-STD-2003, and related military crimping/soldering certifications) prior to working on production hardware.
2. AoI Constraints
1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).
