About this file
This document is a Commercial Solutions Opening (CSO) Area of Interest (AoI) issued by the Army Contracting Command-Red River Army Depot (ACC-RRAD) for a Fixture Removal BFVS Hull system. The Army seeks an innovative solution to remove fixtures from Bradley Fighting Vehicle System (BFVS) 7017-aluminum alloy hulls, with specific requirements to improve safety and efficiency. Current methods involve chipping hammers, air hammers, grinders, and cut-off wheels, but the depot wants to eliminate the chipping hammer due to safety concerns like repetitive stress and loud noise.
The AoI requires interested companies to submit a written solution via email by 5:00 P.M. (CDT) on 20 NOV 2025, with the subject line "INNOVATIVE SOLUTION" to usarmy.rrad.acc.mbx.cso@army.mil. The proposed system must be faster, safer, and maintain hull metal alloy integrity, and must be approved by the RRAD Safety office. Companies must be registered in the System for Award Maintenance (sam.gov), and any equipment must be operable and maintainable by Red River Army Depot. The solicitation emphasizes innovation, defining it as new technology, processes, or methods, or new applications of existing technologies as of the proposal submission date.

Federal Agency: Army Office: Army Contracting Command-Red River Army Depot (ACC-RRAD) AoI Title: Fixture Removal BFVS Hull CSO AoI Number: W911RQ-26-S-C001-A001 AoI Release Date: 20 OCT 2025 Responses: See W911RQ-26-S-C001 CSO for Procedure Details
1. General Information
1.1 Introduction
This announcement is for a Fixture Removal BFVS Hull Area of Interest (AoI) under the ACC- RRAD Commercial Solutions Opening W911RQ-26-S-C001-A001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-RRAD CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI Responses.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.
ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001, dated 01 OCT 2025. The CSO authority is DoD Class Deviation 2022- O0007.
1.2 AoI Background
RRAD is performing work to reconfigure the hulls for “Bradley Fighting Vehicle System” (BFVS).
Currently we are using multiple methods to remove various fixtures from the 7017-aluminum alloy hull inside and out. Due to the nature of the alloy using heat such as from a plasma arc system is not allowed for removal of fixtures. Currently the process methodology in use uses a chipping hammer, an air hammer with a chisel affixed, grinders, and cut off wheels. Our goal is to eliminate the chipping hammer from the process as there are safety concerns from repetitive stress and the loud noise that it creates especially inside the hull. Some of the options that we have explored, such as specialized cutting disk pose their own safety risk and cannot be permitted for use by workers.
1.3 Fixture Removal System
RRAD is interested in a system that would allow for the removal of the fixtures to be done faster, safer, with a high degree of quality, and repeatability. The system must meet the requirements of the program management office to maintain the integrity of the hull’s metal alloy. The system must be cleared by the RRAD Safety office and show improvement for worker safety. Any equipment that is part of the system must be operable and maintainable by Red River Army Depot.
2. AoI Constraints
1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).
3. Submission Requirements
A written solution must be sent via e-mail submission by 5:00 P.M. (CDT) on 20 NOV 2025, with subject line stating INNOVATIVE SOLUTION to usarmy.rrad.acc.mbx.cso@army.mil
Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.
AoI Open Period – This AoI shall close at 5:00 P.M (CDT); 20 NOV 2025.
