About this file

This is a Commercial Solutions Opening (CSO) Area of Interest (AoI) announcement for innovative solutions related to media blasting capability.

The Army Contracting Command-Red River Army Depot (ACC-RRAD) seeks innovative commercial solutions for the acquisition of one T-158LL Track Shoe and Pin Assembly Press capable of safely, efficiently, and reliably inserting rubberized pin bushings into track shoe assemblies used on tracked military vehicles. The proposed system must include a vendor-identified hydraulic power unit suitable for press operations and demonstrate successful operational performance and reliability in accordance with provided track assembly specifications. The Government will provide engineering drawings as baseline reference and encourages vendors to propose alternative designs, modern manufacturing practices, or design deviations that optimize operational efficiency, reduce maintenance and cost, or improve overall life-cycle performance, subject to prior Government approval. During prototype development and testing, the Government will furnish necessary T-158LL track components as Government-Furnished Material (GFM), with final acceptance based on successful performance demonstration using provided materials. Any selected company must be registered in the System for Award Maintenance (sam.gov). Written solutions must be submitted via email to usarmy.rrad.acc.mbx.cso@army.mil with subject line "OIB SOLUTION" by 5:00 P.M. CDT on 15 June 2026. The AoI closes at 5:00 P.M. CDT on 15 June 2026, and late submissions will be discarded. The CSO AoI is not an authorization to begin performance and does not obligate the Government for any costs incurred by offerors. Questions should be directed to the CSO AoI POC at jacob.j.horn.civ@army.mil or the Contracting Officer at travis.n.peterson2.civ@army.mil.

This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.

ACC-RRAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-RRAD Commercial Solutions Opening W911RQ-26-S-C001, dated 01 OCT 2025. The CSO authority is DoD Class Deviation 2022-O0007.

1.2 Objective / Problem Statement

The Red River Army Depot (RRAD) Rubber Products Branch is seeking innovative commercial solutions for the acquisition of one (1) T-158LL Track Shoe and Pin Assembly Press. The primary operational objective is to acquire a system capable of safely, efficiently, and reliably inserting rubberized pin bushings into track shoe assemblies utilized on tracked military vehicles.

2. Performance & Technical Requirements Vendors are invited to propose systems that meet the functional outcomes of the assembly process. The proposed solution must:

• Include a vendor-identified hydraulic power unit suitable for the press operations.

• Demonstrate successful operational performance and reliability in accordance with the provided track assembly specifications.

3. Innovation and Design Flexibility The Government will provide engineering drawings as a baseline reference for the required general characteristics of the desired item. However, vendors are encouraged to propose alternative designs, modern commercial manufacturing practices, or deviations from these reference drawings that optimize operational efficiency, reduce maintenance, reduce cost, or improve the overall life-cycle of the press. Prior Government approval is required for final design deviations to ensure compatibility and for technical documentation purposes.

4. Testing and Government Furnished Material (GFM) To facilitate successful prototype development, adaptation, and performance testing of the proposed commercial solution, the Government will provide necessary T-158LL track components as GFM during the vendor's test and development phase. Final acceptance will be based on a successful performance demonstration using these provided materials.

5. AoI Constraints

1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).

6. Submission Requirements

A written solution must be sent via e-mail submission by 5:00 P.M. (CDT) on 15 JUNE 2026, with subject line stating OIB SOLUTION to usarmy.rrad.acc.mbx.cso@army.mil

Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.
