About this file
This is a Commercial Solutions Opening (CSO) Area of Interest announcement for innovative solutions to manufacture and supply rubber strip stock for military applications.
The Red River Army Depot (RRAD) Rubber Products Branch seeks commercial contractors to supply seven different variations of rubber strip stock compounds according to RRAD's proprietary rubber formula for the manufacture of military track and roadwheel parts. The procurement follows a three-phase CSO process. Phase 1, closing September 2, 2026, at 5:00 P.M. CDT, requires contractors to submit rubber manufacturing capabilities and company information regarding uncured rubber manufacture and supply via email to usarmy.rrad.acc.mbx.cso@army.mil with subject line "OIB SOLUTION." Phase 2 requires execution of a Nondisclosure Agreement to receive detailed specifications and laboratory testing protocols; contractors must then manufacture and submit test samples to RRAD for evaluation. Phase 3, contingent upon successful Phase 2 sample testing and compliance with all constraints, requests quantity details and a formal Commercial Solution Proposal. The resulting contract is expected to be a multi-year agreement lasting three to five years. Contractors must be registered in the System for Award Maintenance (sam.gov) and, if requesting export-controlled technical data packages, must obtain DD Form 2345 certification from the U.S./Canada Joint Certification Office. The Government is not obligated to make an award and reserves the right to modify requirements. Points of contact are Jacob J. Horn (CSO AoI POC) at jacob.j.horn.civ@army.mil and Travis N. Peterson (Contracting Officer) at travis.n.peterson2.civ@army.mil.
