SECTION 00100 INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS
1. Description of the Project:
The 115th Fighter Wing at Dane County Regional Airport -Truax Field, Madison, WI has a requirement for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to construct project XGFG189002 F-35 Construct 3-Bay Specialized Hangar facility. This project is to construct a new 3-Bay hangar compatible with the F-35 mission to be able to support fuel cell operations, indoor wash requirements, squadron level surface coating operations and weapons load training (WLT) operations. Construction will also require the complete demolition of Building 414 (19,875 SF) prior to building the new 3-Bay Specialized Hangar (31,000 SF). Scope of work will include, but is not limited to, demolish Building 414 completely and construct a new three bay hangar and associated shop and administrative space. Hangar bays will consist of pre-conditioned aircraft air, 270 VDC aircraft power, fire suppression, and hangar bay HVAC. Administrative and shop spaces as well as space to accommodate future paint booth and composite make-up clean/dirty spaces. Facility will also require a lightning protection system, fall protection (interior and exterior) and an Advantor security system. This project will be registered with the United States Green Building Council (USGBC). All work will be in accordance with design requirements, specifications, and drawings provided within the master specifications. This solicitation will result in a single construction contract for both new construction and demolition. The magnitude of construction for this project is between $25,000,000 and $100,000,000.
2. Instructions to Bidders:
2.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) W50S9F-22-B-0001 F-35 3-
Bay Specialized Hangar, Project Number XGFG189002, at Truax Field, Madison, WI.
2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.
2.3. Solicitation is Unrestricted. In accordance with FAR Clause 52.219-4 Notice of Price Evaluation
Preference for HUBZone Small Business concerns the HUBZone preference of 10% is applicable.
3. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT:
3.1. A pre-bid conference will be conducted on 18 May 22 at 10:00 a.m. CT for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held in Building 1210 at the 115 Fighter Wing, located at Truax Field, Madison, WI. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference.
3.2. Due to security conditions, all offerors must register to attend this conference and site visit. Email the attached SFS Form 12 (Attachment 08) with information for all attendees to Major Dave Mattila at the following addresses:

3.3. This information must be provided in advance, 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site.
3.4. Visitors must who are properly registered will be added to the base Entry Authorization List (EAL) and will be able to access the installation with a valid drivers license. Be prepared to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
3.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
3.6. A record of the conference shall be made and furnished to all prospective bidders via posting at www.SAM.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.

4.1. Submit all questions in the format shown below by email to the contracting office at the addresses show below. Do NOT contact AE or Engineering personnel directly. Doing so will only delay your answer. All questions must come through the Contracting Office.

4.1. Any explanation desired by a bidder regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bid.

4.3. Any changes to the drawings, specifications, etc. will be issued in the form of an amendment. However, any answers that clarify or provide an interpretation to the drawings, specifications, etc. will NOT be posted via amendment but rather as a response to the RFI on SAM.gov at https://www.SAM.gov.
4.4. Receipt by the bidder must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of bids.
4.5. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Contract Opportunities (SAM.gov) system. See complete instructions on SAM.gov. SAM.gov is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with SAM.gov before accessing the system.
4.5.1. Amendments, if/when issued will be posted to https://www.SAM.gov for electronic downloading.
This will normally be the only method of distributing amendments prior to closing; therefore, it is the bidders responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons.
5. BID REPOSITORY AND BID OPENING:
5.1. A bid repository is provided for hand carried bids and is located in Building 500, Dining Facility, 3110
Mitchell Street, Madison, WI. Hand carried bids must be deposited in the repository prior to the time established for opening of bids. Bidders are cautioned that they will be required to sign-in and obtain a visitor’s pass to enter the facility and should allow time to accomplish this. You must submit the SFS Form 12 no later than 3 Business Days prior to the bid opening to ensure access to the installation. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.
5.2. The bid opening will occur at the time and date specified in Block 13 of the SF1442 at 3110 Mitchell
Street, Madison, WI 53704, Building 500 in the Dining Facility. All interested bidders and their major subcontractors are encouraged to attend the bid opening.
Early In-Person Bid Submission – Bids will be accepted in advance of the bid opening, bidders will be required to coordinate early in-person submission with the 115 FW Base Contracting Officer, Major Dave Mattila.

6. WAGE DETERMINATION:
6.1. Construction Wage Rates are applicable to this project are General Decision Number: WI20220005 04/29/2022 as shown in Section 00800.
7. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS: This IFB does not commit the Government to pay costs incurred in preparation and submission of bids or for other costs incurred prior to award of a formal contract.
8. CLAUSES:
8.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
9. DISPOSITION OF UNSUCCESSFUL BIDS:
In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids including the bid bond.
10. BIDDERS QUALIFICATIONS:
To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.
11. Subcontracing Plan will be required of the apparent low bidder, if they are a Large Business. The small business subcontracting plan will be requested by the Contracting Officer after the public bid opening. If required, offerors shall prepare and submit their subcontracting plan in accordance with FAR Clause 52.219-9 Alt II and DFARS Clause 52.219-7003. The National Guard Bureau Subcontracting Goals for use in development of your plan are as follows: Small Business, 32%; Small Disadvantaged Business 5 %; Woman-owned Small Business 6.9%; Service Disabled Veteran Owned Business 4% and Hubzone firms 3%
11.1. Submit the Small Business Subcontracting Plan in a format to accommodate evaluation in accordance with
AFARS 5119.704. In accordance with FAR 19.7, “The Small Business Subcontracting Program”, and FAR clause 52.219-9, “Small Business Subcontracting Plan”, subcontracting plans shall be evaluated for acceptability by the contracting team using the criteria set forth in AFARS Appendix DD-Subcontracting Plan Evaluation Guide that can be found at http://www.acquisition.gov. Subcontracting goals shall be consistent with NGB Goals unless non-consistency is well justified. Goals must be challenging but achievable. To be acceptable, plans must adequately address the required statutory elements.
