Sheet Number C-601 shows and notes the new proposed 2” natural gas service line and meter for the new building. Keynote 11 on Sheet Number MP103 and Keynote 2 on Sheet Number M-602 state, “Project gas meter, gas pressure regulator, valves, piping and accessories shall be furnished by Madison Gas & Electric Company (MG&E) as an assembly for installation by the Contractor.”
Will the items required to be furnished by MG&E be contracted and paid for by the Government directly with MG&E, or will the Contractor be required to contract with and/or pay for the items furnished by MG&E directly with MG&E?
Also, is MG&E (the Government) or the Contractor responsible for furnishing and installing the new proposed 2” natural gas service line shown on Sheet Number C- 601?
As indicated by Keynote 11 on Sheet MP103, new proposed gas line will be furnished by the Utility Provider and installed by the Contractor. Contract documents have been updated to provide clarification. This has been updated as part of Addendum No. 03, dated 14 June 2022. Please see Addendum No. 03 Civil Plans, Sheet C-601.

Paragraph 3.6 of Section 08 71 00 Door Hardware does not include the door hardware schedules for any of the doors shown on Sheet Number A-600 Door Schedule. Additionally, there are no hardware sets listed for the doors shown on Sheet Number A-702 for Bid Option 1. Please provide the door hardware schedule for all the doors shown on Sheets A-600 and A-702.

Subpart 1.3 System Description of Section 02 65 00 Underground Storage Tank Removal states, “The work consists of removal, decontamination and disposal of two, [BLANK] gallon underground storage tanks and associated piping and ancillary equipment . . .”
Please provide the sizes (gallons) of the existing underground storage tanks. It appears the Government inadvertently omitted this information from Subpart 1.3.
Record drawings from previous construction work provided by the Government to A/E firm during design indicate the removal of underground tanks. A/E was not able to directly determine if underground tanks had, in fact, been removed.
If still in place, size of underground tanks would be as provided in Record Drawings noted. Record Drawings can be provided at the Contracting Office's discretion for use and review. Contract documents have been updated to provide clarification. This has been updated as part of Addendum No.

Section 09 67 23.16 Fuel Resistive Resinous Flooring, 5-Coat System includes certain prescriptive requirements for certain personnel (see below):
In general, Subparts 1.3.1 and 1.3.5.2 includes “Qualifications of Certified Protective Coatings Specialists (PCS),” Subpart 1.3.5.1 includes “Qualifications of Certified Industrial

First, Subpart 1.3.5.5 states, “All Contractors that perform surface preparation or coating application must be certified to SSPC QP 8 and should also be SSPC QS 1 certified . . .” The requirement for the Coating Contractor to have these SSPC certifications is overly restrictive and will eliminate most fully-qualified local (and non-local) small business coating contractors from submitting bids for the work. In fact, a search of certified SSPC QP 8 contractors reveals that there are only seven (7) within the United States and only one within the Wisconsin-region of the county. This typically results in unnecessarily expensive pricing from the limited competition.
Will the Government please consider removing the requirement for the Coating Contractor to be SSPC QP 8 and SSPC QS 1 certified? This will allow other fully-qualified and experienced coating contractors to bid the work and will result in much more competitive pricing for the Government without sacrificing quality.
Second, will the Government please consider removing the requirements for “Certified Protective Coatings Specialists (CPS),” “Certified Industrial Hygienist (CIH),” “Coating Inspection Company,” and “QC Specialists Coating Inspector?” Again, the specifications include qualifications for these individuals that are very restrictive and will substantially increase the cost of the work due to having all of these uncommon additional entities required to be involved with the project. We request that the Government consider allowing the Contractor’s CQC System Manager, CQC Personnel, and the subcontractor’s staff to fulfill all of the responsibilities in lieu of the requirements for the CPS, CIH, Coating Inspection Company, and QC Specialist Coating Inspector. This will result in much more competitive pricing for the Government without sacrificing quality.

In fact, a search of certified SSPC QP 1 and SSPC QS 1 contractors reveals that there are only two (2) within the Wisconsin-region of the country that have both qualifications, and only two (2) SSPC QP 1 contractors in the entire state of Wisconsin. Many of these contractors work in the oil & gas or power generation industries or are bridge and marine contractors and do not perform painting or coatings work for buildings and other architectural surfaces. This typically results in unnecessarily expensive pricing from the very limited competition.
Additionally, a search of certified SSPC QP 5 (QC Specialist Coating Inspectors) reveals that there are only seventeen (17) in the United States with the closest location a little over 380 miles from Madison, Wisconsin.
Will the Government please consider removing the requirement for the High Performance Coating Contractor to be SSPC QP 1 and SSPC QS 1 certified? This will allow other fully-qualified and experienced coating contractors to bid the work and will result in much more competitive pricing for the Government without sacrificing quality.

1) In the UFGS 08 34 16.20 - Section 2.3.6 Controls it states, Provide each Door Module with the following operators:
a. Main Control Panel (Station) NEMA Type 4 enclosure.
b. Remote (Auxiliary) Control Panel (Station) at the opposite end of the hangar door.
In UFGS 08 34 16.20 – Section 2.3.12 User Interface with Diagnostics it states, Supply a human machine interface (HMI) on the face of the Main Control Panel and all Auxiliary Control Panels.
In UFGS 08 34 16.20 – Section 2.8.2 Electrical Operation it states in the third paragraph the following, A touch screen (HMI) control panel station is required at the main and at all auxiliary stations.
Correct. There will be THREE (3) Main Control Panels and THREE (3) Remote (Auxiliary) Control Panels. All Control Panels should include HMI Touchscreens.
RFI Question: As these doors are single leaf doors does each door require a Main Control Panel with and HMI touchscreen AND a Remote (Auxillary) Control Panel (Station) with an HMI touchscreen?

There are references to having Foam Fire Protection in the GBCI Sustainability Narrative and the Spec. reference UFC 4-211-01, but there isn't any reference on the scope drawings or in the Fire Protection Spec. Is foam needed? Where does the FP contract start - with the underground pipe or at the lead-in? The FP drawings show a Stainless-Steel water lead-in, but C-601 shows a Ductile Iron lead-in. What should be figured or is that to be done by the site contractor?
Contractor is not required to provide a HEF system. Wet pipe system was added in luei of HEF System in Addendum No. 01, dated 22 April 2022. FP contract is to start at five feet outside the building line and carry inside the facility.
8.
Door hardware sets do not appear to be called out in specification 08 70 00 or on the drawings. Please clarify.

The Door Schedule on Sheet Number A-600 is missing several door frame types.
Please provide the frame type for Door Marks 105C, 145, & 146.

The Door Schedule on Sheet Number A-600 indicates that Door Marks 105A, 114A, 114B, 127A, and127B are exterior Aluminum Doors that are to be installed in Steel Door Frames. Additionally, there are no Head, Jamb, or Sill Details shown on the schedule for most of these doors and some appear to be mislabeled. Specifically, Door Mark 127A the Jamb Detail shown is B2/AE-505 which is a curtain wall detail and the Sill Detail shown is B3/AE-502 which does not appear to be correct. In fact, all of the details on the door schedule point us to Sheets AE-500 through AE-505 which are not provided with the plans. Should these be Sheets A-500 through A- 505?
Please confirm that it your intention to install these exterior Aluminum Doors in Steel Frames, provide the Head, Jamb, & Sill Details for these frames, and confirm that the drawings referenced on the Door Schedule are correct.

The Door Schedule on Sheet Number A-600 indicates the Door Type for Door Mark 142 as “SFB” and the Door Types indicate an “SFB” is a Steel 45-Min Rated door.

The Door Schedule on Sheet Number A-600 only provides Sill Details for one of the frames listed on the door schedule and that detail does not appear to be a door frame sill detail. All of the other details (head and jamb) on the door schedule point to Sheet Numbers AE-500 through AE-505 which are not a part of the drawings issued for this project. Additionally, some of these appear to be curtainwall details and not the details for the door frames. Please provide these drawings or confirm that Sheet Numbers A-500 through A-505 are correct and confirm the correct head, jamb, and sill details for the doors shown on Sheet Number A-600 Door Schedule.

The Bid Option Door Schedule shown on Sheet Number A-702 indicates Door Marks 144.1*, 144.2*, 144.3*, and 144A* are to be provided as Type SFB doors. The Door Types indicate that a Type SFB door is a Steel 90 Minute Fire Rated door. However, the door schedule indicates only a 45 Minute fire rated door and only for 2 of these doors. Please confirm the correct fire rating for these doors.

The Bid Option Door Schedule shown on Sheet Number A-702 does not include any information related to hardware for these doors. Additionally, it does not include any information related to the frame heads, jambs, or sills. Please provide the door hardware sets and schedule for these doors as well as the head, jamb, and sill details for the door frames for these doors shown on the Bid Option Door Schedule.

The Bid Option Door Schedule shown on Sheet Number A-702 shows a “Fabric Rolling Door” at Door Mark114.2B*. Please provide a basis of design or provide the specifications for the Fabric Rolling Door.
Basis of Design for Fabric Rolling Door is RYTEC – Clean-Roll High Performance Door. The door operator must be linked with the Fire Alarm System to “Fail Open” when the Fire Alarm is activated (see cutsheet provided). Contract documents have been updated to update note for Door 144C "INSULATED OVERHEAD COILING DOOR" and to add door tag for Door 144.2B. This has been updated as part of Addendum No. 03, dated 14 June 2022. Please see Addendum No. 03 Architectural Plans, Sheet A-702.

Item A14 on the toilet accessories list on Sheet Number A-401 indicates single tier metal locker 12” w x 18” deep. Subpart 2.1.1 of Section 10 51 13 of the specifications indicates single tier 18” w x 18” deep. Item A20 indicates double tier locker 12” w x 18” deep. Subpart 2.1.2 of Section 10 51 13 of the specifications

Subpart 3.1 Acceptance Tests and Inspections of Section 26 08 00 Apparatus Inspection and Testing requires the Contractor to contract with a first-tier subcontractor (NETA organization independent of the supplier, manufacturer, and installer of the equipment) to “Perform acceptance tests and inspections on applicable equipment and systems specific in the following sections:
a. Section 26 12 19.10 Three-Phase, Liquid-Filled Pad-Mounted Transformers,
b. Section 33 71 02 Underground Electrical Distribution. Medium voltage cables and grounding systems only,
c. Section 26 13 00 SF6/High-Firepoint Fluid Insulated Pad-Mounted Switchgear,
d. Section 26 24 13 Switchboards, and
e. Section 26 35 44 270 VDC Solid State Converter. The NETA ATS representative must coordinate with the Contractor and the Converter Manufacturer’s representative to witness, document, and validate the Converter Field Quality Control, Inspection and Testing. These tests will be performed by the converter manufacturers’ representative, however include the documentation in the overall NETA report as well.”
Section 26 12 19.10 is not included in the specifications; as this work is being performed by
MG&E.

Additionally, Subpart 3.2 of Section 26 05 26.00 40 Grounding and Bonding for Electrical Systems states, “The requirements of Section 26 08 00 Apparatus Coordination, Inspection and Testing apply to this section” and states, “Perform the following tests in the presence of the Contracting Officer;” however, there are not specific tests listed after this statement.
Additionally, Section 26 05 26.00 40 is not included in the list of specification sections included in Subpart 3.1 of Section 26 08 00.
Will the Government please update Subpart 3.1 of Section 26 08 00 of the specifications to clearly indicate which specifications sections require the Contractor’s use of the NETA testing organization to perform acceptance tests and inspections.

Certain wall sections within contract drawings include ambiguous references to “air barrier” and “vapor barrier” behind the insulated metal wall panel assemblies. One example is the Wall Section A1 on Sheet Number A-305. This wall section includes the note “Air Barrier,”
Correct, the Insulated Metal Panel System specified in Section 07 42 63 provides an "Air Barrier" not a "Vapor Barrier." An additional "Vapor Barrier" is not intended where Insulated with an arrow pointing to the backside of the insulated metal wall panel assembly. Another example is the Wall Section A4 on Sheet Number A-307. This wall section includes the note “Vapor Barrier,” with an arrow point to the backside of the insulated metal wall panel assembly.
Please confirm our interpretation of the contract drawings; specifically, that the insulated metal wall panel assembly, provided per Section 07 42 63 of the specifications, create and form the actual “air barrier” (or “vapor barrier”) and a separate “air barrier” (or “vapor barrier”) in addition to the insulated metal wall panel assemblies is not required where the wall panel assemblies are installed on the structural steel girts.
We believe this interpretation is correct due to the fact that (1) there is no substrate outside of the structural steel girts to which a separate air barrier (or vapor barrier) could be attached; (2) the Section Detail B1 on Sheet Number A-502 clearly does NOT indicate a separate air barrier (or vapor barrier) is required; and (3) Section 07 42 63 Fabricated Wall Panel Assemblies of the specifications requires certain “Air Infiltration” and “Water Penetration” requirements for the insulated metal wall panel assemblies.
Metal Panels are attached directly to the structural steel girt system. Refer to all of the Wall Sections, a "dashed line" indicates the "air barrier" line, a "Dash-Dot-Dash" line indicates a "Vapor Barrier" line. Contract documents have been updated to change note from "VAPOR BARRIER" to "AIR BARRIER." This has been updated as part of Addendum No.
03, dated 14 June 2022. Please see Addendum No. 03 Architectural Plans, Sheet A-307.

On Sheet Number C-404 of the drawings, there are three (3) areas of proposed PCC Pavement shown on the plan east side of the building with hash marks. According to the legend in the upper left corner of the page, the hash marks represent “Proposed Reinforced Concrete Slabs”. We have not been able to find any details of the reinforcement.
Is reinforcement required in these three (3) areas, and if so, please provide the appropriate details.

General Note L on Sheet Number IG-500 indicates Sign Type 7 is to be provided at all workstations. However, the Interior Signage Schedule on Sheet Number IG-600 indicates only (1) one Sign Type 7 is to be placed in room 125. Please clarify.

Subpart 3.4.8d of Section 21 13 13 states, “All penetrations through the boundary of rooms/areas identified as secure space area must meet ICS 705-1.”
Please clarify which specific areas of the building, if any, are considered “secure space.”
There are no secure spaces within the facility required to meet the ICD/ICS 705 standard. Contract documents have been updated to remove Subpart 3.4.8.d from Specification Section 21 13 13. There are no secure spaces within the facility required to meet the ICD/ICS 705 standard. Contract documents have been updated to remove Subpart 3.3.8.d from Specification Section 21 13 18. Sheet Number C-601 indicates various locations where new fire hydrants will be constructed. Please clarify if four (4) pipe bollards are required to be constructed around each fire hydrant. This is unclear due to the small size of the information on Sheet Number C-601.
Yes; four (4) bollards are required to be installed at each fire hydrant location. Contract documents have been updated to provide clarification on bollards required. This has been updated as part of Addendum No. 03, dated 14 June 2022.

Note 4 on Sheet Number FX102 states, “Bid Option 1. Paint booth shall be per NFPA 33. Provide control valve w/ TS on wall outside of classified area at 5’ AFF for sprinklers serving packaged paint booth and associated exhaust duct. Provide thin paper or cellophane bags on paint booth and duct sprinklers per NFPA 13, and gasketed access doors on duct. Provide sprinkler(s) for packaged mix room and sanding booth per NFPA 13. Base Bid: Provide sprinklers in room where paint booths reside.”

The fall protection anchor layout on Sheet A-140 does not appear to correlate with the structural beam layouts on Sheet S-002. Please provide roof fall protection anchor quantities and locations on Structural Fall Arrest Diagram on Sheet S-002 to coincide with Roof Framing as shown on Sheet Number A-140.

Two (2) Self Retracting Life Lines (SRLs) are noted on Fall Arrest Elevation Details A1, B1, C1, A4, B4 and C4 on Sheet SF210. It is our interoperation that a quantity of two
(2) SRLs are required per each length of uninterrupted beam. For example, Plan North Hangar Bay would have a total of 14 SRLs and Plan South Hangar Bay would have a total of 16 SRLs. Please confirm the required quantity of Self Retracting Lifeline systems.
Similar to Bid Question #72 provided. Provide two (2) trolley per continous beam of the system. Per fall arrest elevations provided, two (2) trolleys are required per aircraft wing.

(R-16).” Additionally, the East Elevation – Bid Option 1, West Elevation – Bid Option 1, and North Elevation – Bid Option 1 on Sheet Number A-701 all indicate “Exterior Insulation Finish System,” not “Horizontal Insulated Metal Panels.”
Please confirm our interpretation of the contract drawings; specifically, that “Horizontal Insulated Metal Panels” are not required on the additional exterior walls of Bid Option 1.

Sheet Number’s A-103 & A-104 show four (4) fire shutters to be installed at the “Type K” windows. Two (2) of the fire shutters appear in the partition between Room 113 Break/Training Room and Room 119 Fuel Cell Hanger and the other two
(2) appear in the partition between Room 107 Classroom and Room 119 Fuel Cell Hangar. The Window Details for “Window Type K” on Sheet Number A-601 state, “Fire Shutter On Hangar Side.” The Fire Alarm & Mass Notification System Riser Diagram on Sheet Number FA601 indicate there are to be four (4) Fire Shutters installed in Rooms 113 & 107. Please clarify where these four (4) fire shutters are to be installed (which side of the wall) and provide a specification and/or basis of design for these fire shutters.
There are four (4) fire shutters required on the south wall of Fuel Cell 119, as shown by Sheet Keynote 13 on Sheet A-103 and Sheet Keynote 11 on Sheet A-104. Two (2) shutters open into Room 113, and two (2) open into Room 107. Two (2) control modules are shown on FA101 and FA102 to activate two (2) fire shutters in Fuel Cell 119 opening into Room 113, and two (2) to activate two (2) fire shutters at Room 107.
Contract documents have been updated to relocate the control modules noted to the hangar bay side of the wall to interface with the Firefly controlling the shutters. This has been updated as part of Addendum No. 03, dated 14 June 2022. Please see Addendum No. 03 Fire Protection Plans, Sheets FA101 and FA102. Additionally, the room designation for the four fire shutters will be identified as 119 on revised Sheet FA601. This has been updated as part of Addendum No. 03, dated 14 June 2022. Please clarify if the Contractor will be required to obtain any type of temporary construction permit from Dane County, Dane County Regional Airport, Truax Field ANGB, or any other local entity prior to the erection of a crane at the project site.
Contractor will be required to submit a revision to FAA 7460- 1 for erection cranes anticipated to be used on the project.
Contracting Office to provide final direction. FAA 7460-1 has been submitted for building elevations and can be provided by the Contracting Office for use and review.

The Window Elevations on Sheet Number A-601 for Window Types I & J indicate, “Privacy Film – Refer to Sheet AE-402/B1. “Detail B1/A-402 on the Interior Elevations Sheet Number A-402 indicates we are to provide “Privacy Film (PRF) Government To Choose Custom Graphic.” The Room Finish Schedule & Finish Materials Schedule on Sheet Number A-602 under Misc. Finishes indicates “PRF, Privacy Film, Custom Design to Be Selected by Base.” It is impossible from a cost standpoint to select what brand or manufacturer the government intends for this application. Many of these privacy films are quite costly and will add unnecessary cost which will in turn be passed on to the government. Please provide the basis of design or manufacturer for this privacy film, the exact custom graphic can then be chosen from the manufacturer at a later date.

It appears that the Government intends on sole sourcing Det-Tronics for certain system components associated with the preaction sprinkler system(s); however, the solicitation did not include a “Simplified Acquisition Procedures (SAP), Determination Memorandum for Sole Source Acquisitions Over the Micro-Purchase Threshold but not Exceeding the Simplified Acquisition Threshold FAR 13.106- 3(b)(3)(i)” document for sole sourcing “Det-Tronic” systems components.
Will the Government please confirm whether or not the Contractor is required to only utilize “Det-Tronics” as specified within Section 21 13 18 of the specifications?
Provide Det-Tronics X3301 Multispectrum flame detectors and Eagle Quantum Premier releasing panel are required as specified and by UFC 4-211-01.

The utility spec (Sec 33) only includes the storm sewer, the Sanitary sewer spec is not there at all. I cannot find a spec on the knife gate valves or the sanitary pipe that they are going on to.
Sanitary pipe type and size is included in the Sanitary Schedule shown on Sheet C-604. All specific sanitary items should meet the local requirements of the City of Madison, as detailed.

Refer to detail C4/SF508 which shows the HSS member passing through the W Shape Beam. Is this correct, or is the HSS Member actually two members attached separately to the top and bottom of the web similar to detail C3/SF508?

a. 2.3.1.1 Portland Cement – Type I/II is no longer available in our market. Type IL is now used. There is no provision in spec for IL. Please confirm Type IL is acceptable.
b. 2.3.3 Aggregate – Please consider allowing WISDOT-approved aggregates in place of 03 30 00 Spec.
c. 2.5.2.1 – In lieu of this section, please consider allowing WISDOT-approved aggregates to be used. ASTM 1293 testing takes (1) year.
A. 1L cement is acceptable for use. This has been updated as part of Addendum No. 03, dated 14 June 2022. Please see Addendum No. 03, Specification Section 03 30 00 Cast-in- Place Concrete, Subpart 2.3.1.1. B. WISDOT approved aggregates are acceptable. Could you please reach out to the engineers for this project and ask for them to please provide existing grading contours of the site? On page C-501 they are providing us with proposed contours but they are not providing us with existing contours. We need to figure out if this project will be long or short on dirt. I can’t proceed with our actual grading number until I have this.
