In the last addenda only half of the dimensions were shown on the drawings. Will they submit another addenda with the rest of the dimensions for the translucent panel openings? On sheet A-201, the horizontal dimensions at the bay between column lines 1 & 7 on the East elevations and column lines 1 & 6 on the West Elevation. On sheet A-202, South elevation between column lines M & J.

Sufficient information has been provided in the contract documents to determine the nominal dimensions for translucent panels noted through a combination of floor plans, wall sections, and building elevations. An additional Addendum will not be issued.

Subpart 3.3 Spare Parts of Section 11 94 10 “Rigid Rail Fall Restraint System” of the specifications states, “Provide the following spare parts for each hangar facility 2 full body harnesses, 2 self-retracting lifelines with taglines and 2 trolleys.”
Please confirm our interpretation of the specifications; specifically, that “each hangar facility” means the entire hangar building; not each individual hangar bay.
In other words, please confirm that only one set of spare parts (2 full body harnesses, 2 self-retracting lifelines with taglines and 2 trolleys) is required; not three sets.
Confirmed. One (1) set of spare parts - two (2) full body harnesses, two (2) self-retracting lifelines with taglines, and two (2) trolleys - is to be provided.

Please confirm that the Government’s response is appliable to Section 32 13 14.13 in addition to Section 03 30 00 of the specifications.
Confirmed. Contractor is allowed to utilize an off-site testing laboratory. Contract documents have been updated to provide clarification. This has been updated as part of Addendum No. 04, dated 28 June 2022. Please see Addendum No. 04, Specification Section 32 13 14.13, Subpart 1.4.3.3.

Section Detail C1A and Section C1B on Sheet Number A-502 of the contract drawings provide details for the head and sill of the translucent wall panel assemblies, respectively.
Please provide a detail indicating the requirements at the jambs of the translucent wall panel assemblies. This information is missing from the contract drawings.
Jamb Detail is to be similar to Head Detail (C1A/A-502).
Contract documents have been updated to change title of Detail C1A/A-502 to Translucent Panel Head/Jamb Detail for translucent wall panels, Detail C1A/A-502. Additionally, the title of Detail C1B/A-502 has been updated to Translucent Panel Sill Detail for clarification. This has been updated as part of Addendum No. 04, dated 28 June 2022. The Government’s response to Question 21 clarified that the Contractor is responsible for providing the Downdraft Multi-Slot Vent Table (EQ11) and the Downdraft Slotted Vent Table (EQ12) indicated on Sheet Number A-702 of the contract drawings.

Sheet Number C-401, as revised by Amendment No. 0001, states, “Proposed 10’ Post and Panel Wall, 3 – 12’ Section = 36 L.F.”
Will it be acceptable for the Contractor to utilize three of the existing sections of the post and panel wall (removed at the location indicated on Sheet Number C-301) for the three sections indicated on Sheet Number C-401? If not, please provide design details and specifications showing the requirements, if a new post and panel wall is required.
Also, will a concrete foundation be required below the post and panel wall? If so, please provide design details showing the requirements.
See updated notes on Sheet C-401. The post and panel wall shall be provided as a delegated design based upon design criteria provided. Contract documents have been updated to provide requirements and design criteria for post-and-panel wall construction on Sheet C-401. Amendment No. 0001 added Section 26 42 13 Galvanic (Sacrificial) Anode Cathodic Protection (GACP) System to the specifications.
The only location within the contract drawings and specifications that we are able to locate a requirement for cathodic protection is Subpart 2.1.1.3 of Section 46 25 14 Coalescing Oil-Water Separators of the specifications.
Please confirm our interpretation of the contract documents; specifically, that cathodic protection is only required at the location described in Subpart 2.1.1.3 of Section 46 25 14 of the specifications, and is not required at any other locations for the project.

8.
Sheet Numbers C-401 and C-601 of the contract drawings show the location of the new electric drop beam barrier at a location just to the plan South of the new building; however, Keynotes 12, 13, 14 and 15 on Sheet Number ES101 of the contract drawings show the location of new underground conduits, cabling, and wiring to a location nowhere near the electric drop beam barrier location shown on Sheet Numbers C-401 and C-601 of the contract drawings.
Please confirm our interpretation of the contract drawings; specifically, that the work required by Keynotes 12, 13, 14, and 15 on Sheet Numbers ES101 of the contract drawings are intended to be installed toward the new electric drop beam
Confirmed. Contract documents have been updated to modify linework associated with Sheet Keynotes 12 - 15 included on Sheet ES101 and provide additional, related clarification in the contract documents. This has been updated as part of Addendum No. 04, dated 28 June 2022.

Amendment No. 0001 changed the title of Section 11 94 10 of the specifications from “Rooftop Fall Protection Anchors” to “Rigid Rail Fall Restraint System,” as well as completely replaced the content of Parts 1, 2, and 3 of the specification section to content specific to only the rigid rail fall restraint system within the hangar bays;
completely removing all specific requirements for the rooftop fall protection anchors.
Please confirm our interpretation of the contract documents; specifically, that as it relates to the rooftop fall protection system indicated by the Fall Arrest Protection System at Roof detail B3 on Sheet Number S-002 of the contract drawings, the only product that the Contractor is required to provide for the rooftop fall protection system are the actual 1’-5” minimum tall 4” round pipe max with loops as indicated by the Fall Arrest Protection System at Roof detail B3 on Sheet Number S-002 of the contract drawings at the locations indicated on Sheet Numbers SF105, SF106 of the contract drawings.
Contract documents have been updated to provide Specification Section 11 94 10 Rooftop Fall Protection Anchors and to change specification number for Rigid Rail Fall Restraint System to 11 94 10.01. Provide material and components for the rooftop fall protection system to meet the requirements included in 11 94 10 Rooftop Fall Protection Anchors. This has been updated as part of Addendum No. 04, dated 28 June 2022. Paragraph 2.2.1.4 of Section 08 33 23 of the specification states in part, “Provide complete manufacturer’s standard vision panels assembly consisting of clear acrylic glazing panels or fire-rated glass as required…” However, the Door Types on Sheet A-702 Floor Finish, Plan, Room Finish Schedule – Bid Option 1 do not show door lites in this exterior overhead coiling door. Additionally, there are no details regarding the Head, Jamb, or Sill for Door Mark 144C.
Please provide the Head, Jamb, & Sill details for Door Mark 144C – Bid Option 1, as well as clarifying the need for vision lites in this door and if so, what type glazing is to be installed in this exterior overhead door.
Paragraph 2.2.4.1 of Section 08 33 23 of the specification indicates we are to provide, “Manual Chain-Hoist Door Operators” and Paragraph 2.2.5 indicates we are to provide, “Electric Door Operators”
Please clarify if this overhead coiling door is to be manually operated or provided with electrical door operators.
Vision panels are not required in overhead coiling door.
Information for Door Type; and Head, Jamb, and Sill detail references have been added to the Bid Option Door Schedule on Sheet A-702. This has been updated as part of Addendum No. 04, dated 28 June 2022. Please see Addendum No. 04 Architectural Plans, Sheet A-702. Overhead door will be operated electrically; Subpart 2.2.4 has been removed from Specification Section 08 33 23. Provide a galvanized and shop-primed finish. Subpart 2.2.6.2 and Subpart 3.1.1 has been removed from Specification Section 08 33 23. This has been updated as part of Addendum No. 04, dated 28 June 2022. Paragraph 2.2.6.1 of Section 08 33 23 of the specification indicates we are to provide a, “Galvanized and Shop-Primed Finish” and Paragraph 2.2.6.2 indicates we are to provide a, “Baked-Enamel or Powder-Coat Finish” and Paragraph 2.1.1 indicates a “Field Painted Finish”
Please clarify the desired finish for this exterior overhead coiling door.
11.
High Roof Framing Plan Note 11 on Sheet Numbers SF105 and SF106, as amended by Amendment No. 0001, states, “Fall Arrest Anchor Similar to Detail B3/S-002 Using Secondary Beam Instead of Angle L4x4.”
Please confirm our interpretation of Note 11; specifically, that the “Secondary Beam(s)” referenced in Note 11 are the beams already specifically indicated and sized on Sheet Numbers 105 and 106, and that additional beams that are not already specifically indicated and sized are NOT required.

Many of the “Section(s)” included in the “Framing Details” on Sheet Number SF503 indicate that “1” Dia A36 Steel Rod Typ” are required. These rod braces at the high roof spans require lengths longer than 20 linear feet. The 1-inch diameter rod only comes in 20-foot lengths.
Please clarify if splices with turnbuckles in the middle are an acceptable solution. If not, please clarify what the designer of record requires for lengths greater than 20 linear feet.
Splices with turnbuckles are acceptable for rod lengths greater than can be fabricated. Bracing Rod Notes have been added to Sheet SF503 to provide clarification. This has been updated as part of Addendum No. 04, dated 28 June 2022.

13.
Sheet Number C-301 indicates certain existing utilities (natural gas, electric, tele-communications) below the existing roadway (Mitchell St.) that are required to be removed.
Would it be acceptable for the existing utilities to be abandoned in place where the existing utilities are located below the existing roadway?
See updated notes on Sheet C-301. Any utilities in existing ducts shall be pulled; other existing utilities can be abandoned in place if they do not interfere with proposed construction. 14.
Window Type K shown on Sheet A-601, Window Elevations, appears to be a standard fixed window to be installed in a punched opening between Room 113 Break/Training Room and Room 119 Fuel Cell Hanger and between Room 107 Classroom and Room 119 Fuel Cell Hangar Rooms. The head, jamb, & sill details for these windows on Sheet A-500 appear to support this assumption. However, Sheet Keynote No. 1 indicates this window is part of the curtainwall system. Additionally, Window Type K is to be provided as Aluminum Curtain Wall and glazing does not require a fire rating.
these windows are to be installed in a 2 hour rated partition with a fire shutter and Sheet Keynote No. 3 indicates “Glazing in Hangar Shall Be Insulated.”
Please clarify if these windows are to be provided as aluminum or hollow metal windows and if the glazing for these windows is to be fire rated insulated glazing.
15.
The Government’s response to Question 21 with regard to EQ11 – Downdraft Multi- Slotted Vent Table, and EQ12 – Downdraft Slotted Vent Table states in part, “EQ11 and EQ12 will be provided by contractor…” However, there are no details or drawings provide for either of these vent tables. Please provide the specification or basis of design for these two vent tables.

16.
Detail C1/A-506 on Sheet Number A-506 shows “metal panel” placed directly on 12” CMU that begins near Column Line 17 and B.9 but does not show where it terminates. Please clarify this detail and confirm this is the correct location for this metal panel and if so, where does this metal panel terminate and does it extend to the roof deck at this location only?
Confirmed. This detail is indicated in the correct location.
Metal panel is to be provided on the back (plan west) wall of Wash Bay, Room 128, and extends up to the top of CMU wall at this location. Metal panel is not intended to be carried up to the roof deck.
17.
Subpart 3.10.1.7 of Section 03 30 00 of the specifications states to apply a Penetrating Water Repellent Treatment to the slab after 28 days. There is no material specification for the penetrating water repellent treatment contained in Section 03 30 00 of the specifications.
Considering that the building slabs are to receive various floor finishes (sealed concrete, resinous flooring, tile, carpet, etc.), as indicated on the Room Finish Schedule on Sheet A-602 of the drawings, please confirm that a penetrating water repellent treatment is required for the building slabs on grade?
If so, are all slabs on grade at the building to receive a penetrating water repellent treatment?
Pentrating Water Repellent Treatment is only applicable to areas noted in contract documents to receive sealed concrete floor finish. All other slab-on-grade areas are to receive concrete preparation in accordance with manufacturer's approved preparation/installation requirements for applicable floor-finish system to be installed.
18.
Details A1, B2, B3, and B4 on Sheet A-500 of the drawings show 3/4" plywood sheathing over the cold-formed metal framing at the soffit and at the exterior walls.
The Wall Sections A1 through A5 on Sheet A 303 of the drawings show 1/2" glass matt gypsum sheathing as specified by Subpart 2.1.4 of Section 09 29 00 of the specifications.
Please provide 3/4" plywood for horizontal surfaces (soffits) and 1/2" glass mat sheathing for vertical applications (EIFS).
Please clarify which material type and thickness is required?
19.
The Government’s response to Question 36 contained in Amendment No. 0001 clarified that “Undercut amount . . . to be determined by Contractor from information provided in contract documents and the geotechnical report for the project.” However, the undercut amount cannot be determined by the Contractor because it is missing from the contract documents and the geotechnical report.
Note 6 on Sheet Number S-001 requires the Contractor to strip and undercut the building pad area (including five feet (5’) beyond the building perimeter) to a depth “determined by the Geotechnical Engineer.” Note 9 then requires the Contractor to place and compact structural fill material where the building pad area was undercut.
Please clarify for the bidders to what depth the Government’s Geotechnical Engineer determined that the building pad area (including five feet (5’) beyond the building perimeter) shall be undercut and replaced with compacted structural fill material.
This is potentially a substantial amount of work that cannot be estimated and bid without the Government’s clarification as to the depth of undercut required. As an example, if the Government requires a 5-foot-deep undercut, it would require approximately 6,500 CY of material to be excavated from the building pad area, hauled and removed from the project site, and then replaced with compacted structural fill material.
Geotechnical report indicates that "Site preparation should start with removal of surficial topsoil, buried organic soil…, vegetation, and debris or other deleterious material, if encountered." Review of the soil borings provided indicates this depth to be 3.8 feet for boring B-1, 4.1 feet for boring B- 2, 4.5 feet for boring B-3, and 1.6 feet for boring B-4.
However, it is also noted in the geotechnical report that "...soil observations, fill depths and topsoil thickness estimates were made in small diameter boreholes.
Therefore, it should be understood that thicker or thinner deposits of the individual strata are likely to be encountered within other portions of the project." Additionally, it is stated in the geotechnical report that "the depth of excavation required to expose suitable bearing material may vary in areas not explored..." Contractor is responsible to provide soil work necessary to remove material noted to be removed in the geotechnical report across area(s) noted or inferred in the contract documents, and to provide suitable bearing material for foundation construction. Contractor shall provide a cost associated with cut (and subsequent fill) based on the best information provided in the contract documents and the provided geotechnical report, with the understanding that, by the very nature of geotechnical investigations, this information is subject to change during construction.
20.
The Door Schedule on Sheet Number A-600 shows a coiling counter door at Door Mark 126C. Please provide a basis of design or provide the specification for the coiling counter door.
Provide coiling counter door to meet requirements included in Specification Section 08 33 23 Overhead Coiling Doors.
21.
Fluid Applied Membrane Air Barrier is indicated behind Exterior Insulation and Finish System (EIFS) on detail C1 and B1 on Sheet Number A-503. Wall Sections indicate a vapor barrier behind EIFS on Wall Sections on Sheet Number A-303.
Section 2.5 of Section 07 24 00 Exterior Insulation and Finish of the specifications
Vapor barrier is required behind EIFS system. Contract documents have been updated to provide clarification to Detail B1/A-503 and Detail C1/A-503. This has been updated as part of Addendum No. 04, dated 28 June 2022. Please see Addendum No. 04 Architectural Plans, Sheet A-503.
indicates a water-resistive coating for the EIFS system. Please clarify what type of air or vapor barrier is required behind EIFS system.
22.
Sheet Numbers SF105 and SF106 (both revised by Amendment No. 0001) indicate locations where rooftop fall protection anchors are to be provided. Sheet Number A-140 (revised by Amendment No. 0001) also indicates locations where rooftop fall protection anchors are to be provided. However, the quantity of rooftop fall protection anchors indicated on Sheet Numbers SF105 and SF106 differs from the quantity of rooftop fall protection anchors indicated on Sheet Number A-140.
Please clarify whether the bidders are to provide the quantity of rooftop fall protection anchors indicated on Sheet Numbers SF105 and SF106 or the quantity indicated on Sheet Number A-140.
Contract documents have been updated to coordinate number of rooftop fall protection anchors indicated on Sheet A-140 to match that indicated on Sheets SF105 and SF106.

23.
Plan Detail C1 on Sheet Number A-506 is supposedly a detail at the intersection of column lines 17 and B.9. However, the information contained in the referenced detail does not appear to coincide with the intersection of column lines 17 and B.9 on Sheet Number A-104 (i.e., dimensions, wall type, layout, etc.).
Please confirm that Plan Detail C1 on Sheet Number A-506 applies to the intersection of column lines 17 and B.9 on Sheet Number A-104.

24.
The plan West walls of Wash Bay 128 on Sheet Number A-104 is designated as Partition Type “M12C.” However, Partition Type “M12C” is not include on Sheet Number A-002.
Please provide the detail and requirements for Partition Type “M12C.”
Partition Type callout on Sheet A-002 is incorrectly noted as M12A. Contract documents have been updated to provide correct Wall Type callout at plan west wall of Wash Bay, Room 128., as noted. This has been updated as part of Addendum No. 04, dated 28 June 2022. Please see Addendum No. 04 Architectural Plans, Sheet A-002.

Reference is made to Question and Response 32 included in Amendment No. 0002.
We believe the Government may have misunderstood our original question.
Section B1 on Sheet Number SF504 includes a note that states, “Compact 1.4” x 0.25” x 2” Stainless Steel Eyebolt Anchor for Fall Arrest Anchor Point (OSHA
1910.140 and OSHA 1926.502 Approved).”
Please clarify the quantity of these stainless steel eyebolt anchors that are required.

Reference is made to Question and Response 33 included in Amendment No. 0002.
The response stated, “Ladder access protective swing gate is to be provided at the top of the roof access ladder only.”
Please confirm our interpretation of the Government’s response; specifically, that only one protective swing gate is required to be provided; specifically, only at the “Roof Access Ladder” leading from Mechanical Room 124 through the roof hatch;
and that protective swing gates are NOT required to be provided for the “Roof Access Ladder(s)” indicated on Sheet Number A-140 that provide access between the low and high-roof areas.
Confirmed.
27. Please confirm our interpretation that all trench grates indicated on Sheet Number SB502 are NOT bolted to the trench frames.
Confirmed. Trench covers are not required to be bolted down to trench frames.
28.
Subpart 1.4.4 of Section 07 24 00 requires the Contractor to provide the services of a “Third Party Inspector” for the EFIS system. Subpart 3.5 of Section 07 24 00 states, “No work on the EIFS is allowed unless the inspector is present at the job site.”
Please confirm that the Government will in fact require the third-party EIFS inspector to be on-site for the entire duration of the EIFS installation.
This is a substantial additional cost that the Contractors need to know whether or not to include in their bid amounts.
Work can proceed when EIFS inspector is not present at the job site. However, all other quality control and inspection requirements included in the contact documents must be maintained. Contract documents have been updated to remove restriction on EIFS work noted. This has been updated as part of Addendum No. 04, dated 28 June 2022.

29.
The solicitation and associated specifications appear to be missing the “Time Extensions for Unusually Severe Weather” clause. This clause is typically included in the solicitation and provides the Contractor with the “Monthly Anticipated Adverse Weather Delay Work Days,” which are typically included in the Contractor’s Project Schedule, and are used to determine time extensions resulting from delays caused by the actual adverse weather that occurs during each month.
Will the Government please provide the “Monthly Anticipated Adverse Weather Delay Work Days” that will be required to be included in the Contractor’s Project Schedule.
Contracting Office to provide final direction on applicability of this clause to the contract and the project. If clause is to be included, A/E firm will need to revise Subpart 3.3.8 of Specification Section 01 32 01.00 10 accordingly for consistency with project requirements.
