This is a Determination and Findings document for a contract modification issued by the Department of Veterans Affairs Veterans Health Administration Network Contracting Office (NCO2). The modification extends the period of performance for contract 36C24226C0084 with Watson Engineering, PC by 76 days, from the original end date of September 15, 2026 to November 30, 2026. This is a no-cost time extension modification, with zero dollars added to the contract's total cost. The original contract value was $3,672,651.00, and total modifications to date amount to $180,958.80.

The modification is classified as a supplemental agreement authorized under FAR 52.243-4 and VAAR 852.243-70. The contracting officer determined the time extension is within the original contract scope and necessary to allow the contractor to complete an arc flash study. The modification has been documented in the eCMS system via SF30 form creation, and the contracting officer, Michael Spivack, determined the modification to be fair, reasonable, and in the best interest of the U.S. Government. The underlying contract supports demolition and abatement services for the VA New Jersey Health Care System at the East Orange and Lyons VA Medical Centers under an IDIQ vehicle with a minimum value of $10,000 and maximum value of $2,000,000.
