Michael Spivack DESCRIPTION This amendment adds specification 02 82 13.13 Glovebag Asbestos Abatement to the list of specifications in section B.2, 2.10 A) of this solicitation.

This amendment answers received vendor questions.

This amendment adds specification 02 82 13.13 Glovebag Asbestos Abatement to the list of specifications in section B.2, 2.10 A) of this solicitation.

This amendment answers the following vendor questions:

1. Submission and reference deadlines Please confirm that quotations are due October 16, 2026 at noon Eastern daylight time, as shown in SF 1442 Block 13 and the updated SAM.gov notice. Block 10 states 10:00 EST, Amendment 0001’s narrative states 12:00 EST, and its cover contains a September 16 date. Also confirm whether the revised Exhibit C deadline of October 14 at noon local time remains the required deadline for references to return their questionnaires directly to the VA.

Response:

The solicitation shall close on October 16, 2026 at 12:00EST, the date and time listed in block 11 of the SF30 for amendment 0001 is incorrect.

Upon review of the deadline listed in Exhibit C for the return of questionnaires, the deadline shall be extended to be the same as the solicitation.

2. Correct wage determinations Both WD-Essex.docx and WD-Somerset.docx contain the same schedule headed NJ20260031, Modification 2 dated July 28, 2026, for Essex County. Please provide the correct applicable wage determination for Lyons/Somerset County and confirm the governing determination and revision for East Orange/Essex County. Please also clarify how subsequent wage-determination changes will be incorporated and priced during the five-year ordering period.

Response:

The correct version of the Sommerset Wage Determination (WD) has been attached to this amendment.

In regards to updating WD during the five-year lifespan of this contract, WDs shall be checked for updates when issuing new work orders. If there is an update to the WD, an administrative modification shall be issued to incorporate it into the base contract. When a wage determination update has occurred that impacts either location, the contractor is able to update pricing through a Request for Equitable Adjustment to compensate for any increase in labor costs as direct result of a WD update.

3. Corrected pricing schedule and payment basis Please issue a verified pricing workbook with confirmed units and estimated quantities. Examples needing clarification include masonry-wall removal priced by EA (item 5), door/frame removal by SF (items 9–10), lockset removal by LF (item 11), ceiling-grid removal by LF (item 12), light-fixture removal by SF (item 15), and carpet removal by EA (item 21). Please confirm the intended distinction between flooring items 1 and 7, the required entry location and application of the off-hours multiplier, and how mobilization, containment/ICRA measures, and disposal are to be allocated without duplicate billing. The workbook also references New York 12 NYCRR Part 56; please confirm the applicable New Jersey requirements govern this work.

Response:

The following corrections have been made to the attached EO Line-Item Bid Sheet DA IDIQ file:

A) Line item 7 is a duplication of line item 1 and has been removed, subsequent line item numbers have been adjusted.

B) Correcting line item unit for:

Line item 5) is changed to SF Line item 8) is changed to EA Line item 9) is changed to EA Line item 10) is changed to EA Line item 11) is changed to SF Line item 14) is changed to EA Line item 20) is changed to SF

C) Reference to 12NYCRR Part 56 has been replaced with NJAC 5:23-8 AND NJAC 12:120

D) The description of Line item 27 has been changed to “Mobilization/Demobilization fee for all demolition activities. (One building)” to indicate that the scope of this line item encompasses all work performed in one building. If multiple buildings are involved in a work order multiple mobilizations may be quoted. This line item includes all containment/IRCA measures required in a given work order.

E) The description of line item 50 has been changed to “Mobilization/Demobilization fee for all Abatement Activities at above the glovebag limit. (one location)” and line item 51 to “Mobilization/Demobilization fee for all Abatement Activities at or below the glovebag limit.(one location)” to indicate that the scope of these line items encompasses all work performed in one location. If multiple locations are involved in a work order or the location is large/complex, multiple mobilizations may be quoted. This line item includes all containment/IRCA measures required in a given work order.

F) The description of line item 54 has been changed to “Rate multiplier for any of the above services to be performed off-hours or during the weekend.”. Line item pricing for line items 1 through 51 are for regular business hours only. If all or a portion of a work order is to be performed outside of regular business hours, the rate multiplier shall be applied to those line items representing the work being performed outside of regular business hours.

G) The description of line item 53 has been changed to “Payment Protections (FAR 28.102-1 (b), individual work orders above $35,000.00)”. This line item is a mechanism for the contractor to quote and invoice for costs incurred with either obtaining a payment bond or an irrevocable letter of credit (ILC) in accordance with FAR 28.102-1 (b). This line item has no fixed quantity or unit price, and shall not be included in the price evaluation. The contractor shall enter the cost of the bond or ILC in this line item when generating quotes or invoices, if applicable. The contractor shall be required to provide supporting documentation when invoicing this line item.

H) As stated in line item descriptions, the cost of removal and disposal is included in the unit price.

4. Compliance certificate and NAICS The attachment named VAAR-852.219-75.docx contains an unrelated determination and findings for contract 36C24226C0084, rather than the required certification. Please provide the correct attachment or confirm that the completed, signed certification in solicitation Section C.9 is sufficient. Please also reconcile the NAICS 236330 printed in SF 1442 Block 10 with NAICS 236220 on SAM.gov, and confirm that the general-construction category selected in Section C.9 governs the limitation on subcontracting.

Response:

A) A corrected version of file “VAAR-852.219-75.docx” has been attached to this amendment.

B) The reference to NAICs code 236330 is an error, the correct NAIC code for this procurement is 236220.

C) Based on the NAIC code used, the general-construction category has been selected for VAAR clause 852.219-75.

5. Task-order bonds and their payment Please reconcile the task-order security requirements. SF 1442 Block 10 requires performance bonds for projects over $35,000, while SOW Section 2.4(B) calls for a payment bond or irrevocable letter of credit. Please confirm the required instruments and applicable thresholds, and explain how their cost will be paid when pricing-sheet item 55 specifically says “LEAVE BLANK.”

Response:

See response G) of question 3.

6. Prime contractor asbestos insurance Amendment 0001 permits use of a licensed asbestos subcontractor. Please confirm whether Section C.6(d) requires the prime’s own general liability policy to have no asbestos exclusion, or whether an identified asbestos subcontractor’s coverage, together with specified prime pollution/asbestos coverage and endorsements, is acceptable. Please identify any required asbestos/pollution coverage limits and endorsements.

Response:

Section C.6(d) requires the prime’s own general liability policy to have no asbestos exclusion, there are no alternatives to this requirement.

There are no additional insurance requirements for the company providing asbestos abatement services other than having adequate liability/occurrence insurance for asbestos work as required by the state of New Jersey.

All other terms and conditions remain the same.
