About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks fire suppression system maintenance and kitchen exhaust cleaning at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana, with proposals due December 1, 2026. The procurement is set aside for Service-Disabled Veteran-Owned Small Business concerns. Quotes are due by 10:00 a.m. EST and submitted electronically by email to the contract specialist, Stacie Hill, at the VA Network Contracting Office in Kettering, Ohio, who also takes questions.
Work is performed at the Roudebush VA Medical Center, 1481 West 10th Street, Indianapolis, Indiana 46202, and at an additional service location at Building 402, 9045 East 59th Street, Indianapolis, Indiana 46216. The contractor maintains five kitchen fire suppression systems and five Kidde IND-21 Hazmat dry chemical systems, performs monthly inspections of all ten, and completes semiannual maintenance and service certification and annual maintenance tasks. Each of the five hoods requires quarterly exhaust inspection and complete interior and exterior cleaning. The Building 402 grease trap requires quarterly inspection, pump-out, and cleaning. The prime contractor remains responsible for all subcontracted work.
Personnel must hold manufacturer training and certifications. Work must comply with applicable NFPA standards, manufacturer specifications, and VA procedures, and the ANSUL wet chemical systems fall under NFPA 17A. Work windows are restricted to specific evening, overnight, and weekend hours depending on location. Each service requires its own identifiable record, and a kitchen cleaning report does not satisfy suppression, inspection, or grease-trap documentation. Records go directly to the COR within five business days of each visit in searchable PDF and editable spreadsheet formats, with monthly reconciliation reports due by the fifth business day of the following month.
The base period runs January 1, 2027, through December 31, 2027, with four one-year options extending through December 31, 2031. Pricing is firm-fixed for 120 monthly unit inspections and 20 semiannual maintenance services annually. The estimated contract value is $12.5 million. The solicitation applies the Service Contract Act wage determination for nine Indiana counties and requires a VAAR 852.219-75 Notice of Limitations on Subcontracting certificate with the proposal, capping subcontracted payment at 50% for this services acquisition.
