About this file
This is a Statement of Work (SOW) for an Indefinite Delivery Contract (IDIQ) solicitation for demolition and abatement services at VA New Jersey Health Care System (VANJHCS) facilities. The work will be performed at two locations: East Orange VA Medical Center (385 Tremont Ave, East Orange, NJ 07018) and Lyons VA Medical Center (151 Knollcroft Rd, Lyons, NJ 07939). The contract has a five-year term and will be issued on an as-needed basis with a minimum value of $10,000 and a maximum value of $2,000,000.
The contractor shall provide all labor, materials, equipment, tools, transportation, supervision, safety protocols, quality control, and management necessary to complete demolition and abatement tasks as defined in task orders issued by the Government. All work must comply with applicable Infection Control requirements, New Jersey Administrative Code (NJAC) 5:23-8 (Asbestos Hazard Abatement Subcode), and NJAC 12:120 governing asbestos abatement, licensing, and permitting. The VA will provide material testing and air monitoring services required for asbestos removal at no cost to the contractor. No work outside the defined SOW may be performed without written authorization from the Contracting Officer, and unauthorized work may be deemed an Unauthorized Commitment (UAC) and denied reimbursement. This document includes Amendment 0001, which addresses contractor questions regarding the solicitation.

A) This amendment confirms that solicitation 36C24226Q0857 closes on 10/16/2026 at 12:00EST as stated in the solicitation and not 10/14/2026 as stated in the SAM.GOV posting.
B) This amendment answers the following vendor questions:
1. Regarding the requirements below, can you please advise if these can be accomplished by our intended subcontractor.
"2. The following licenses and certifications, permits, certifications, and supporting documentation:
a) Active New Jersey Department of Labor Asbestos Abatement Contractor License.
b) Valid New Jersey Department of Labor Asbestos Supervisor Permit for each on-site supervisor.
c) Valid New Jersey Department of Labor Asbestos Worker Permit for all personnel performing asbestos abatement activities.
d) Documentation demonstrating that all asbestos personnel have completed all OSHA- and New Jersey-required asbestos training, including current annual refresher training, as applicable.
e) Documentation of a compliant Respiratory Protection Program, including current medical evaluations and respirator fit testing for employees assigned to asbestos work.
f) Proof of current Workers' Compensation Insurance and Commercial General Liability Insurance.
g) Documentation demonstrating the compliance with all applicable OSHA, EPA, and New Jersey asbestos regulations."
Response: Yes, you can use a subcontractor to provide asbestos abatement services, so long as the limitations on subcontracting stated in VAAR clause 852.219-73 are adhered to. The use of subcontractors or asbestos abatement personnel outside of those indicated in the offeror’s proposal shall not be allowed without prior authorization from the CO or the COR after contract award.
2. The attachment "EXHIBIT C - Past Performance Questionnaire" (attached for reference) seems to be for another project from 2024 (possibly). Can you please advise if the project info/response date can be changed by the Offeror or if you can provide a new PPQ?
Response: See attached document
3. Will walk-throughs be made available for this bid? If so, are there any scheduled to date?
Response: As this solicitation is for an IDC contract and offerors are not submitting proposals based on a defined project, there are no site visits planned. Note section 2.5 A) of the SOW states that the contractor awarded the IDC contract will be provided a written description of each project awarded under this contract and given an opportunity to do a site visit before providing a quote based on line item pricing found in the IDC contract.
All other terms and conditions remain the same.
See attached document: EXHIBIT C - Past Performance Questionnaire.
