II. INSTALLATION SPECIFIC INFORMATION
A. BASE
(1) INTRODUCTION
Barksdale Air Force Base is home to the 2nd Bomb Wing and the Air Force’s major command, Air Force
Global Strike Command (AFGSC). The 2nd Bomb Wing conducts the primary mission of Barksdale Air Force
Base with three squadrons of B-52H Stratofortress bombers — the 11th Bomb Squadron, which is the training squadron; the 20th Bomb Squadron; and the 96th Bomb Squadron. Together they ensure the 2nd Bomb Wing provides flexible, responsive, global combat capability, either autonomously or in concert with other forces. The wing trains all Air Force Global Strike Command and Air Force Reserve B-52 crews. Barksdale is also home to the Air Force Reserve’s 307th Bomb Wing. The “Mighty 8th” Air Force, is headquartered at the base as well.
(2) HOURS OF OPERATION
Normal hours for fuels operations are identified below. Contractor must be capable of providing 24 hours x 7 days per week PWS coverage when required including for weather, natural disaster, exercise, or other contingency operations.

NOTE (2): Fuels Operations shall operate during normal or required extended hours of operation and on observed holidays unless authorized to close by the Wing Commander or designee. If closed, standby personnel shall be identified to MOC and Security Forces and be available to respond within one hour.
(3) WORKLOAD INFORMATION
Base workload/requirements are provided below. Quantities and durations are estimates only and subject to variation. Variation does not directly correspond to additional requirement or staffing without validation and/or increase in normal hours of operation by the Contracting Officer.

Grass – CE provides grass cutting maintenance with the exception of inside the diked areas which are the responsibility of the Contractor.
Snow – CE will remove snow from driveways and roadways. The Contractor will be responsible for snow removal from walking paths, fill stand areas, sidewalks, dike stairs and dike walkways.

(4) BASE SPECIFIC REQUIREMENTS
Provide any additional requirements not standard or applicable to all bases.

4. Flightline maintenance bowsers will be offloaded/reclaimed daily.
5. Contractor shall store and transport government provided nitrogen cylinders that need to be refilled (via commercial source located within five miles of base). These nitrogen bottles are used to open and close valves on drop tanks 6350-3/6350-4. Estimated transportation will be one to two times per month. This nitrogen is considered a consumable and replenishment cost will be a Contractor responsibility.

7. The Contractor will respond within 1 hour upon notification to correct security issues.
8. The Contractor shall ensure dike draining documentation is given monthly to COR.
9. All fillstands equipped with deadman controls and Scully overfill protection.
(5) FACILITIES
The following on-site installation facilities may be used by the Contractor in performance of the PWS tasks. The facilities may be changed, by the local installation, from time to time to meet mission requirements. The Contractor will be notified prior to any change of location.
