II. INSTALLATION SPECIFIC INFORMATION
A. BASE
(1) INTRODUCTION
The 1st Special Operations Wing (1st SOW) at Hurlburt Field, Fla. is one of three Air Force active duty special operations wings and falls under the Air Force Special Operations Command (AFSOC).
The 1st Special Operations Wing is a pivotal component of AFSOC's ability to provide airpower to conduct special operations missions worldwide. The primary mission of the 1st SOW is to rapidly plan and execute specialized and contingency operations in support of national priorities. The wing's core missions include close air support, precision aerospace firepower, specialized aerospace mobility, intelligence, surveillance and reconnaissance (ISR) operations, and agile combat support.
Here at POL our mission is to receive, maintain and issue clean, dry fuel in a safe and timely manner. We support all C-130 airframes, CV-22 osprey, PC-12/U028A and ALL transient aircraft requiring fuel.
(2) HOURS OF OPERATION
Normal hours for fuels operations are identified below. Contractor must be capable of providing 24 hours x 7 days per week PWS coverage when required including for weather, natural disaster, exercise, or other contingency operations.

* 1 SOLRS/LGRF (POL) is manned 24/7 and conducts Fill Stand/ Return to Bulk operations once ullage in the truck is ≥ 2,000 Gals. It is the contractor’s responsibility to ensure the system is set up and functioning properly at all times to meet the demands of the mission at Hurlburt Field.
** Contractor may mirror POL hours during holidays. Once POL enters stand-by status so may the contractor.

NOTE (1): If the holiday falls on Saturday—the previous Friday shall be observed as the holiday. If the holiday falls on Sunday—the next Monday shall be observed as the holiday.
NOTE (2): Fuels Operations shall operate during normal or required extended hours of operation and on observed holidays unless authorized to close by the Wing Commander or designee. If closed, standby personnel shall be identified to MOC and Security Forces and be available to respond within 1 hr.
(3) WORKLOAD INFORMATION
Base workload/requirements are provided below. Quantities and durations are estimates only and subject to variation. Variation does not directly correspond to additional requirement or staffing without validation and/or increase in normal hours of operation by the Contracting Officer.

(4) BASE SPECIFIC REQUIREMENTS
-Line Badge and Flight Line Driving requirements: Low point and pits (24) from East Side Facility (91272) are located on the Flight Line. Contractors are required to obtain and carry the appropriate credentials while working on the Flight Line.
Distance from the truck gate to bulk storage. 1.5 miles to the East Side facility; 4 miles to the main fuels compound.
Base Civil Engineering conducts periodic testing and maintenance of generator in contractors AOR.
Fuels Management is responsible for providing fuel for generator in contractors AOR.
(5) FACILITIES
The following on-site installation facilities may be used by the Contractor in performance of the PWS tasks. The facilities may be changed, by the local installation, from time to time to meet mission requirements. The Contractor will be notified prior to any change of location.
