Barksdale AFB Questions & Answers
1. The Barksdale Appendix AF lists hours as 0700-1600 Mon-Fri. Please confirm hours of operation are correct.
Answer: Refer to PWS Appendix AF, Section 2, Hours of Operation.
2. Appendix AF states that 6 trucks can be offloaded at one time. If offloading six trucks, does the contractor have to have six employees present to meet the two man policy or is there a local waiver allowing one contractor employee to monitor two or more trucks?
Answer: Refer to PWS Appendix D, General, fourth paragraph.
3. What is the average duration of the daily 500,000 gallon transfer?
Answer: Refer to PWS Appendix AF, Section 3, Workload Information.
4. How many bowsers are offloaded/reclaimed daily, on average?
5. Is the contractor responsible for the cost of the nitrogen bottles used for the drop valves?
Answer: Refer to PWS Appendix AF, Section 4, Base Specific Requirements.
6. Reference PWS Appendix AF – Barksdale: The workload information states that there have been 0 times that the Contractor has been called in outside normal duty hours. Please confirm the Contractor has also not had to have personnel stay after normal duty hours to complete receipts/transfers/issues.
Answer: Refer to PWS Section 5 Performance Requirements, Paragraph C-5.1

7. Reference PWS Appendix AF – Barksdale: The workload information states that there have been 0 times that the Contractor has been called in outside normal duty hours. Would the Contractor be reimbursed if personnel have to stay after normal duty hours to complete receipts/transfers/issues?

8. Reference PWS Appendix AF – Barksdale: The workload information references an emergency generator being in the Contractor’s AOR. Please confirm that a
Government entity is responsible for conducting the periodic generator testing and maintenance.
9. Reference PWS Appendix AF – Barksdale: The workload information references an emergency generator being in the Contractor’s AOR. Please confirm that the
Government provides the fuel for this generator in the event that the Contractor is responsible for testing.
10. Reference PWS Appendix AF – Barksdale: The workload information states that
DLA-E is providing quarterly, semi-annual and annual maintenance on GFP.
Please confirm the Contractor is only responsible for operator level inspection.
Answer: Refer to PWS Section 5 Performance Requirements, Sub-Paragraph C-
5.3.1and C-5.3.2.1.
11. Reference PWS Appendix AF – Barksdale: The workload information states that
DLA-E is providing quarterly and above maintenance on GFP. Please confirm the
Contractor is only responsible for coordination with CE for maintenance of GFP.

12. Reference PWS Appendix AF – Barksdale: The base specific requirements reference return to bulk from maintenance bowsers. Please confirm that the fuel is tested by the Government prior to RTB requests.

13. Reference PWS Appendix AF – Barksdale: The base specific requirements reference the requirements to store and transport nitrogen cylinders that need to be refilled by a commercial source. Please confirm the costs for nitrogen is covered by a Government entity outside the FFP provisions of the resulting contract.

14. Reference PWS Appendix AF – Barksdale: The base specific requirements reference the requirements to store and transport nitrogen cylinders that need to be refilled by a commercial source. What is the one-way distance that the cylinders are transported by the Contractor?
15. Reference PWS Appendix AF – Barksdale: The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are spill kits to be provided by the Contractor or the Government?

16. Reference PWS Appendix AF – Barksdale: Does the Government pump out low points/pits in the AOR of the Contractor?
Answer: Refer to PWS Section 5 Performance Requirements, Sub-Paragraph C-5.6 and Appendix AF, Section 3-Workload Information
17. Please confirm hours of operation. A single shift does not appear sufficient, particularly when considering the size of the receipt tanks in the off-load area together with the settling time required prior to transferring out to make room for the next day’s shipment.
Answer: Refer to PWS Appendix AF, Section 2, Hours of Operation.
18. Please confirm that although the Government purchase nitrogen now via a contract modification (delivery order); that under the new contract the Government will no longer purchase nitrogen.
5.8.2 and Appendix AF, Section 4 - Base Specific Requirements.
19. Reference PWS Appendix AF – Barksdale: The workload information does not include any ground product information. Please confirm the services provided are limited to management of JAA.
20. Reference PWS Appendix AF – Barksdale: The workload information does not include information on when the Contractor can receive trucks. What is the normal window that tank trucks deliver product to the Installation?
21. Reference PWS Appendix AF – Barksdale: The workload information does not include information on the number of fillstands available for use. How many fillstands are operationally inspected by the Contractor?
22. Reference Appendix AF (3) Workload Information, please clarify that the “8-hours” referenced in “average duration of each receipt mode” refers to the barge receipt mode and specify the average duration for tank truck receipt mode.
23. Reference Appendix AF (3) Workload Information, please confirm the frequency of truck loading operations (DFSP to DFSP). The table shows 5 Jet A trucks and 1
DS2 can be loaded simultaneously—please confirm whether or not these are commercial tank trucks or military R-11/C-300.
24. Please confirm if the Contractor performs return to bulk operations (i.e. R-11 or bowsers).

25. Please confirm who is responsible for repairing the Government provided containment boom should it become damaged or worn for usage?
26. Please confirm that the Government provides maintenance, gas, personal flotation devices and registration costs for the boat used to deploy the boom and that the
Contractor is responsible for towing the boat with a Contractor provided truck to and from the boat ramp and to and from an off-site location for maintenance when required.
27. Please describe the process for purchasing “non-ethanol” gas for the boat. Is the fuel provided on base or does the Contractor purchase off-site and is reimbursed by the Government for the cost?
28. Reference Appendix AF (3) Workload Information, the table shows one transfer per week is required. Please confirm if this is from the main storage area to the
Eastside storage area.
29. Please provide whether or not the Contractor has any responsibilities for the oil water separator referenced in Appendix AF (3) Workload Information.
Answer: Refer to PWS Section 6 Deliverables, Sub-Paragraph C-6.1.6.
30. Please provide the location of the emergency generator shown in Appendix AF (3)
Workload Information.
31. Please confirm all fillstands are equipped with operational deadman control and overfill protection device (Scully System).
32. During the site visit it was mentioned that the Contractor is responsible for weed control in gravel areas. Please confirm this as Appendix AF states a service contract maintains all grounds.
33. During the site visit, it was mentioned that the Contractor is required to purchase nitrogen bottles for the ATG. Please confirm.
34. During the site visit, it was mentioned that the Government provides spill kits.
Please confirm.
