About this agency
Defense Logistics Agency Energy, a sub-agency within the Defense Logistics Agency and the Department of Defense's integrated materiel manager for aerospace energy products and related services, procures and distributes aviation fuels, ground fuels, natural gas, and associated logistics services to DoD installations and federal civilian agencies worldwide. DLA Energy transacts through its Aerospace Business Unit and regional fuel supply operations, with administrative oversight centered in San Antonio, Texas.
DLA Energy operates one of the federal government's largest contract portfolios by award count. The agency has issued 2.76 million contract awards since 1997, with combined potential value of $256.64 billion and $261.7 billion obligated (102% of potential value), indicating heavy execution against available funding. Recent activity shows 231,831 awards in 2023, 247,811 in 2024, 222,443 in 2025, 142,128 in 2026, and 1 recorded award year-to-date in 2027. The vast majority of this volume consists of small-value spot purchases and recurring fuel deliveries, characteristic of fuel-supply operations transacting through purchase orders, BPA calls, and modifications rather than large prime contracts. The portfolio spans 3,326 distinct prime contractors.
Competition is moderately concentrated by award count: the top five primes account for 33 percent of recent awards over the last five years. Avfuel Corp dominates with 184,440 awards and $532.1 million combined potential value; Signature Flight Support LLC holds 69,329 awards and $137.9 million; Epic Aviation, LLC accounts for 46,765 awards and $244.6 million; World Fuel Services, Inc. has 35,455 awards and $292 million; and Eastern Aviation Fuels, Inc. holds 31,835 awards and $66.8 million. By potential value across recent years, concentration is highly fragmented—the top five cover only 1 percent of combined potential value—reflecting the transactional nature of fuel procurement where many vendors supply high-volume, low-individual-value deliveries.
The vast majority of awards carry no set-aside designation: 2.73 million awards (99%) are unrestricted open competition. Small business set-asides represent 1 percent of the portfolio (21,581 awards), with negligible shares going to 8(a), SDVOSB, HUBZone, and woman-owned small business categories. Recent awards show no reported potential value in source data, confirming that the agency transacts heavily through purchase orders and recurring fuel supply task orders where individual award values are not reported in rollup systems.
Recent contract opportunities reflect DLA Energy's core operating remit: fuel delivery and logistics support across domestic and overseas locations. Open solicitations include liquid oxygen supply for Royal Australian Air Force Base Darwin (sources-sought phase, due Nov 5, 2024), liquid nitrogen delivery to Naval Undersea Warfare Center Division Keyport, Washington (Simplified IDIQ, due Nov 16, 2026), into-plane fuel services for SOUTHCOM locations in Central and South America (amendment issued Oct 14, 2026, due Oct 23, 2026), direct supply natural gas for DoD installations across the U.S. South Region (RFP, due Nov 17, 2026), and commercial laboratory testing services for petroleum products across Middle East Gulf Region locations (sources-sought, due Oct 30, 2026). Multiple small-business-set-aside spot fuel purchases for Camp Lejeune and Charleston Air Force Base are also posted. A Notice of Intent to sole-source Djibouti fuel supply to United Capital Investments Group, Inc. under FFP/EPA contract for October 2027–October 2028 reflects established vendor relationships for remote locations. A utilities privatization opportunity for water distribution at U.S. Army Garrison-Hawaii (RFQ, due Jan 7, 2027) represents non-fuel infrastructure outsourcing. The agency is also seeking annual bulk petroleum suppliers for Atlantic, Europe, and Mediterranean regions (sources-sought, due Oct 14, 2026) covering an estimated 316.99 million gallons of aviation and naval distillate fuel over a one-year ordering and delivery period with pipeline and tanker delivery modes.
