Moody AFB Questions & Answers
1. The Moody Wage Determination states that employees get 11 holidays per year while the Appendix AF for Moody lists 10 holidays. Which one are we to follow?
Answer: The contractor must comply with the terms of the Wage Determination and meet requirements as directed in the PWS.
2. The hours of operations on the Moody Appendix AF call for work between 0700-
1500 on reserve weekends. How many reserve weekends per year should we plan for? What kind of support is required from the contractor on reserve weekends? Is the full staff required or is one contractor employee sufficient?

3. Reference PWS Appendix AF – Moody: The hours of operation indicates the requirement for UTA support. How many UTA (Unit Training Activity) weekends are supported each month?

4. Reference PWS Appendix AF – Moody: The workload information states that there have been many times that the Contractor has been called in outside normal duty hours. Please confirm the Contractor has also not had to have personnel stay after normal duty hours to complete receipts/transfers/issues.

5. Reference PWS Appendix AF – Moody: The workload information states that there have been many times that the Contractor has been called in outside normal duty hours. Would the Contractor be reimbursed if personnel have to stay after normal duty hours to complete receipts/transfers/issues?
Answer: Please refer to PWS Paragraph C-5.1
6. Reference PWS Appendix AF – Moody: The workload information states that there have been many times that the Contractor has been called in outside normal duty hours. Please provide an annual estimate on the hours of overtime required in the last 12 months if these are now covered in the FFP.

7. Reference PWS Appendix AF – Moody: The workload information references an emergency generator being in the Contractor’s AOR. Please confirm that a
Government entity is responsible for conducting the periodic generator testing and maintenance.
Answer: Base Civil Engineering conducts periodic testing and maintenance of the generator.
8. Reference PWS Appendix AF – Moody: The workload information references an emergency generator being in the Contractor’s AOR. Please confirm that the
Government provides the fuel for this generator in the event that the Contractor is responsible for testing.
Answer: Government provides fuel for this generator.
9. Reference PWS Appendix AF – Moody: The workload information references states that DLA-E is providing quarterly and above maintenance on GFP. Please confirm the Contractor is only responsible for operator level inspection.
Answer: Refer to PWS Section C-5.3.1
10. Reference PWS Appendix AF – Moody: The workload information references states that DLA-E is providing quarterly and above maintenance on GFP. Please confirm the Contractor is only responsible for coordination with CE for maintenance of GFP.

11. Reference PWS Appendix AF – Moody: The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are spill kits to be provided by the Government?
Answer: Please refer to PWS Paragraph C-5.8.2
12. Reference PWS Appendix AF – Moody: Does the Government pump out low points/pits in the AOR of the Contractor?
Answer: According to Appendix AF, there are no low point drains
13. Reference PWS Appendix AF – Moody: The workload information does not include any ground product information. Please confirm the services provided are limited to management of JAA.
Answer: Refer to Appendix AF section 6
14. Reference PWS Appendix AF – Moody: The workload information does not include information on when the Contractor can receive trucks. What is the normal window that tank trucks deliver product to the Installation?
Answer: Refer to Appendix AF section 3
15. Reference Appendix AF (2) Hours of Operation, please provide how often Reserve weekends occur at Moody AFB.
Answer: Refer to Appendix AF section 3
16. Please confirm if the Contractor performs return to bulk operations (i.e. R-11 or bowsers).
Answer: Refer to PWS Section C-5.2.2.1
17. Please confirm all fillstands are equipped with operational deadman control and overfill protection device (Scully System).
Answer: Yes
18. Please clarify the responsibilities for operating (training etc.) and maintaining (fuel, oil, mx.) the emergency generator (Fac.# 5057).
Answer: If the emergency generator is provided to the contractor for use, Base Civil
Engineering provides training for use of the generator and will provide maintenance of the generator. The Contractor Officer will provide guidance as applicable.
19. Reference Appendix AF (3) Workload Information, the table shows an average of
(1) C-300 truck fill per month, approximately 935 gallons however the table does not specify if this jet fuel or ground fuel. Please clarify if the Contractor fills the C-300 or is it Government personnel. The Appendix AF does not show any ground fuel tanks assigned to the Contractor.

20. Please confirm if the Contractor has any responsibility for the (2) catch tanks
(under oil/water separators) listed in Appendix AF.
Answer: Base Civil Engineering maintains responsibility of these
21. Please confirm whether or not the Contractor is required to provide spill response kits at the tank truck off-loading areas and fillstands.
Answer: Refer to PWS Section C-5.8.2
22. It was mentioned during the site visit that the Contractor has the following additional duties: Facility Manager, Satellite Accumulation Point Manager and
Controlled Area Manager. Please confirm.
