Eglin AFB Questions & Answers
1. Reference PWS Appendix AF – Eglin: The hours of operation state that the
Contractor must be capable of going to 24X7 operations in support of exercise or real world requirements. How many hours have been required for extension of operations for real world and exercise requirements in the last 12-month period?
Answer: Refer to Appendix AF section 2 and 3 and PWS Section C-5.1
2. Reference PWS Appendix AF – Eglin: The workload information states that there have been 1 time that the Contractor has been called in outside normal duty hours.
Please confirm the Contractor has also not had to have personnel stay after normal duty hours to complete receipts/transfers/issues.

Would the Contractor be reimbursed if personnel have to stay after normal duty hours to complete receipts/transfers/issues?

How many hours did the Contractor stay beyond NDH as they do not appear reimbursable in the resulting contract?
Answer: Refer to PWS Section C-5.1
5. Reference PWS Appendix AF – Eglin: The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are spill kits to be provided by the Government?
Answer: Please refer to PWS Paragraph C-5.8.2
6. Reference PWS Appendix AF – Eglin: Does the Government pump out low points/pits in the AOR of the Contractor?
Answer: According to Appendix AF there are no low points/pits at this location
7. Reference PWS Appendix AF – Eglin: The base equipment list includes a boat, boat motor, and boom system. Does the Government pay directly for the maintenance costs as paragraph states that LRS funds repairs?
Answer: Refer to Appendix AF section 8
8. Reference PWS Appendix AF – Eglin: The base equipment list includes a boat, boat motor, and boom system. Does the Government provide the fuel for the boat?
9. Reference PWS Appendix AF – Eglin: The workload information does not include information on when the Contractor can receive trucks or barge receipt. What is the normal window that receipts occur, by conveyance, to the Installation?
Answer: Please refer to Appendix AF (2) Hours of Operation
10. Reference Appendix AF (3) Workload Information, the table shows that 4 JAA tank trucks, 2 DS2 tank trucks and 1 GUR tank truck can be on-loaded for bulk deliveries i.e. DFSP to DFSP. Please confirm the Contractor is responsible for loading tank trucks with JAA, DS2 and GUR products. Additionally, please include the frequency that tank truck loading operations occur, if applicable.
Answer: Refer to Appendix AF section 3
11. Please confirm how jet fuel is transferred to the Government operated hydrant system. During the site visit, it was mentioned that the Contractor fills commercial trucks with Jet A, which is then transported to the tanks on the Government side.
Please include the frequency that tank truck loading operations occur, if applicable.
Alternatively, does the Contractor transfer Jet A to the Government system using installed transfer pumps? The table shows that the Contractor is responsible for transferring weekly to Facility 92 and Facility 1422; we just need to confirm whether this is via filling commercial tank trucks or transferring using installed transfer pumps.
Answer: Refer to Appendix AF section 3; it states how fuel is transferred to each location
12. Please confirm if the Contractor performs return to bulk operations (i.e. R-11 or bowsers).
Answer: Refer to PWS Section C-5.2.2.1
13. Please confirm who is responsible for repairing the Government provided containment boom should it become damaged or worn for usage?
Answer: See Appendix AF (8) Equipment (EAID):
14. It was discussed at the site visit that WFSM is responsible for performing all corrosion control/painting for pipeline, tanks and petroleum system components.
Please confirm painting and corrosion control is part of the Government’s preventive maintenance responsibility.
Answer: Refer to Appendix AF table 2, page 1
15. Please confirm that the Government provides maintenance, gas, personal flotation devices and registration costs for the boat used to deploy the boom and that the
Contractor is responsible for towing the boat with a Contractor provided truck to and from the boat ramp and to and from an off-site location for maintenance when required.
Answer: Refer to Appendix AF section 14
16. Please describe the process for purchasing “non-ethanol” gas for the boat. Is the fuel provided on base or does the Contractor purchase off-site and is reimbursed by the Government for the cost?
17. Appendix AF (3) Workload Information states that there are no emergency generators for POL facilities within the Contractor’s AOR. Please confirm if there are procedures in place for the Contractor to request mobile/portable generator equipment during power outages.
Answer: There are no in-place emergency generators. There is a Memorandum of
Agreement with base civil engineering to provide portable generators in case of emergency.
18. Please confirm if there is a mandatory boating safety training course required for operating the boat and if training is provided by the Government or Contractor.
Answer: Refer to PWS Section C-4.1 and Appendix C
19. Please confirm whether or not the Contractor is required to provide spill response kits at the pier, tank truck receipt loading areas and fillstands.
20. Please confirm all fill-stands are equipped with operational dead-man control and overfill protection device (Scully System).
Answer: Yes
21. Please confirm responsibility for purchasing spill kits?
