Solicitation SPE603-18-R-0502
Southeast Region
Contracting Questions & Answers:
1. Section L, ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS –
COMMERCIAL ITEMS (OCT 2015), Proposal Organization, 1.b. “… Shall be limited to 100 double sided 8 1/2” x 11” pages, including Appendices and
Attachments.” This is in conflict with ADDENDUM TO 52.212-1 –
INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (OCT 2015) b. (table), limiting the number of pages to 50 pages for the Technical Proposal – Basic
Performance Work Statement, and limiting the number of pages of the each of the
Appendices as not to exceed five pages. Is it acceptable to submit 200 pages in our response?
Answer: It is unacceptable to submit 200 pages in this case – as the chart states on
pg. 118 of the Solicitation SPE603-18-R-0502, under FAR Clause Addendum to
52.212-1- you are to submit 50 pages for Volume I- Technical Proposal-Basic
Performance Work Statement, and for each Appendix AF, which represents each location. You are not to exceed 5 pages for each location which totals 80 pages.
Amendment 0002 was issued on January 5, 2018, which reflects revised Solicitation
SPE603-18-R-0502 with highlighted changes under Volume I, Technical Proposal.
2. Reference Instructions to Offers, Proposal Organization, 3.iv. Questionnaires:
Would it be acceptable to the Government to use recently completed questionnaires that are on file with DLA-E through other procurements? This will save
Contracting Officers precious time in having to complete multiple questionnaires for the same contractor.
Answer: The Past Performance information must be recent (with the past 3 years) and relevant to the solicitation and requirement for which the services are being sought. If the offeror would like DLA Energy FESAA to consider previously submitted Past Performance Questionnaires, the offeror must annotate the solicitation, solicitation POC, and the PPQ POC in order for the questionnaire to be considered.
3. Should each of the 5 page Appendix AF specific technical address each of the 8 subfactors which are also being addressed in the 50 page technical?
Answer: Under Volume I Technical Proposal – Basic Performance Work
Statement– Contractors are to provide Technical Proposal which includes the 8-subfactors – under Volume I- Technical Proposal – “Technical proposal shall demonstrate the offeror’s ability to meet the Government’s requirements as set forth in this solicitation”.
Under Appendix AF for each location – Contractors are to provide base specific information (for an example Contractors would provide a detailed layout of their manning, hours of operation, etc…).
4. Should page 120 of the solicitation say a technical maximum of 80 pages instead of
100 pages so that this page count matches the page count on page 119?
Answer: See revised Solicitation SPE603-18-R-0502 with highlighted changes under
Volume I, Technical Proposal.
5. Solicitation p. 118, L. -The table with instructions for volume content the Volume quantity information specifies “1 PDF copy” for each section. Does the Government require that these files be provided on CD in addition to the emailed copy?
Answer: CD not required – as stated in Solicitation SPE603-18-R-0502
ADDITIONAL INSTRUCTIONS FOR ALL PROSPECTIVE OFFERORS Section
(d) Complete and return one original, and one PDF electronic copy of the Offeror
Submission Package and one original and one PDF electronic copy of the Technical
Proposal submissions as described in 52.212-1 INSTRUCTIONS TO OFFERS –
COMMERCIAL ITEMS (JAN 2017) with Addendum (JAN 2017).
6. Solicitation p. 118, L. The table with instructions for volume content the Volume quantity information specifies the page limit for Volume I Technical Proposal –
Basic Performance Work Statement as “50 pages” and the Appendices as “5 pages.”
Does the Government intend that these 50 pages consist of 50 2-sided sheets of paper, or 50 faces of a page (and the same for the 5-page Appendices)?
Answer: Refer to Amendment 0002
7. Solicitation p. 119, L. 1. b. Could the Government please clarify the instructions on page limit? The number of pages appears specified on p. 119 in paragraph L. 1. b.
appears to conflict with the table on p. 118 with instructions for volume content.
From p. 119 “In this RFP shall be limited to 100 double sided, 8 ½” x 11” pages, including Appendices and Attachments.” (50 pages for Technical Proposal + 6 appendices (5 pages each) = 80 pages. Or should the page limit be calculated as 50 sheets of paper, with printing on both sides = 100 pages? And 5 pages as 5 sheets of paper, with printing on both sides = 10 pages?
8. Solicitation p. 119, L. 1. b. Would the Government permit the required Cover Page and divider tabs to be excepted from the page limitations for Volume I?
Answer: The cover page is under Volume II – Price Proposal -- Section I- Offeror
Submission Package - which has no Page Limitations therefore, Contractors are to submit their Cover Page in accordance with the Solicitation SPE603-18-R-0502.
9. Solicitation p. 119, L. 1. b. ii. Does the Government prefer for resumes to be provided with the proposal information addressing Sub-factor 1 – Staffing, or in a separate Appendix or section? May the resumes be excepted from the Volume I page limitations?
10. Solicitation p. 120, L. 2. A. i. Could the Government please confirm that the summary of the responsibility of each teaming partner and sub-contractor should be located on the Cover Page?
Answer: Yes the Summary of Responsibility of each teaming partner and sub-contractor should be located on Cover Page as stated under Volume II-Price

11. The attached appendix for Robins AFB under solicitation SPE603-18-R-0502 does not contain any information in the charts. Can you provide an updated appendix?
Answer: Appendix AF for Robins AFB was resubmitted on Amendment 0001 – please see Amendment 0001 for updated version.
12. The OSP for SOLICITATION: SPE603-18-R-0502 does not list the performance period for Clin and CLIN at Barksdale AFB and Little Rock AFB (page 10). Can you verify that the CLIN 0001 is BASE PERIOD SEPTEMBER 1, 2018 – AUGUST
31, 2022 and Clin 002 is OPTION PERIOD - SEPTEMBER 1, 2022 - AUGUST 31, 2027 for these locations as well?
Answer: Amendment 0003 – reflects the updated Attachment II OSP which includes
Barksdale and Little Rock AFB CLIN structure. The period of performance for all
Southeast Region locations are BASE PERIOD CLIN 0001 SEPTEMBER 1, 2018 –
AUGUST 31, 2022 and CLIN 0002 is OPTION PERIOD - SEPTEMBER 1, 2022 -
AUGUST 31, 2027.
