Robins AFB Questions & Answers
1. The attached appendix for Robins AFB under solicitation SPE603-18-R-0502 does not contain any information in the charts. Can you provide an updated appendix?
Answer: Please refer to Amendment 0001 posted on 12/8/2017 with updated pertinent documents.
2. The Robins Appendix AF is blank. Request a completed Appendix AF be supplied and request time to review and submit questions if we have any after the review?

3. Reference PWS Appendix AF – Robins: The workload information states that there are alternate resupply four times per year. What is the means of conveyance of the
JAA to be received?
Answer: Alternate receipt via Tank Truck
4. Reference PWS Appendix AF – Robins: The workload information states that there have been 3 times that the Contractor has been called in outside normal duty hours.
Please confirm the Contractor has also not had to have personnel stay after normal duty hours to complete receipts/transfers/issues.
Answer: Please refer to PWS Paragraph C-5.1.

Government entity is responsible for conducting the periodic generator testing and maintenance.
Answer: The Government (Base Civil Engineering) is responsible for conducting the periodic generator testing and maintenance.
8. Reference PWS Appendix AF – Robins: The workload information references an emergency generator being in the Contractor’s AOR. Please confirm that the
Government provides the fuel for this generator in the event that the Contractor is responsible for testing.
Answer: The Government is responsible for providing fuel for this generator.
9. Reference PWS Appendix AF – Robins: The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are spill kits to be provided by the Government?
Answer: Please refer to PWS Paragraph C-5.8.2
10. Reference PWS Appendix AF – Robins: Does the Government pump out low points/pits in the AOR of the Contractor?
Answer: Only one pit, the BDI/ground fuel pit, near BDI fillstand (confined space) is in the AOR of the Contractor. The Government will pump out this pit.
11. Reference PWS Appendix AF – Robins: The workload information does not include information on when the Contractor can receive trucks or pipeline receipt.
What is the normal window that receipts occur, by conveyance, to the Installation?
Answer: Please refer to Appendix AF (2) Hours of Operation.
12. Reference Appendix AF (8) Equipment, the table shows two bowsers that are on loan to the Contractor via a hand receipt. The comments state that maintenance of all equipment on the list is the responsibility of the Contractor. Please confirm whether or not the Contractor is required to provide maintenance services for the two bowsers.
Answer: The contractor is not responsible for performing maintenance on the bowsers
13. During the Site Visit it was mentioned that the Government provides radios for
Contractor use. Please include any radios in Appendix AF (13) Land Mobile Radios
(LMR).

Answer: The Government will provide at least two Land Mobile Radios on a hand receipt to the Contractor. An additional LMR may be signed out from the
Government. Government provided property will be used in accordance with
52.245-1 and 252.211-7007
14. During the site visit, it was mentioned that the Contractor sticks the oil water separators and reports findings to the COR. Please confirm.
Answer: Yes, There are three oil-water separators (OWS) within the AOR of the
Contractor. The Contractor will inspect and stick three OWSs using (Sludge Judge and Inspection form provided by the Government).
